00:00Those talks in Florida were described by Secretary of State Rubio as being productive,
00:05but he said that tough issues remain to be resolved.
00:09I mean, what tough issues do you think there are at this stage?
00:13Clearly, territories is a tough issue.
00:16The Ukrainians don't want to give up legal claim to any of their territories.
00:21Indeed, they can't.
00:22They are not allowed to under their constitution.
00:24So they're not going to give up legal claim, de jure claim.
00:27They might, Tom, through gritted teeth, be willing to say that, to acknowledge the de jure, the fact.
00:37In fact, the Russians occupy 19 percent of their territory.
00:41They're not going to give up claim to that 19 percent,
00:43but they may acknowledge that the Russians are there temporarily, and they will try to get that back.
00:50That's one of the big issues.
00:51I imagine security guarantee is an important one, and the role of Europeans in that, and in a security guarantee.
01:00And I think that's not an issue for the Russians.
01:04The Russians don't get a say about security guarantee, to include the Russians don't get a say about Ukraine's joining NATO at some point.
01:11So I think those are going to be interesting conversations between the Americans and the Ukrainians, and then soon the Europeans.
