00:24This is part of intensified measures to ensure public safety.
00:28Vehicles that are caught will be immediately impounded by the LTO.
00:32However, the agency will first conduct a 5-day information drive on secondary roads
00:36before fully implementing the policy.
00:39At present, e-bikes and e-trikes are not registered with the LTO.
00:44There's no way that the government will be able to enforce accountability
00:47in case of mishaps or accidents or even crimes committed using these vehicles.
00:53If the operation of these vehicles will not be regulated,
00:59ensuring public safety will be an uphill battle for the government.
01:04The LTO is also preparing the registration process for e-bike, e-trike, and e-scooter users,
01:10including the fines to be imposed on violators.
01:13The agency has addressed questions regarding the Electric Vehicle Industry Development Act, or EVIDA.
01:18Based on the IRR of the EVIDA law,
01:22exclusive private use means that these vehicles should not be operated in public highways or any government roads.
01:31And if these are to be used in such places, it must be registered with LTO.
01:36The LTO will also send a notice to the Department of the Interior and Local Government, or DILG,
01:42to inform local government units about the policy's implementation.
01:46In some areas of Metro Manila, e-trikes are used for public transport,
01:50which is why a valid driver's license is required.
01:54The LTO will coordinate with the Metropolitan Manila Development Authority, or MMDA,
01:58and the Highway Patrol Group of the Philippine National Police for operational support.
