00:04Nobody wants this budget, Mr Speaker.
00:07With resignations, hostile briefings and leaks galore,
00:11even just in the last 10 minutes,
00:14an unprecedented leak of the OBR analysis.
00:18Mr Speaker, these leaks have been so serious
00:21that even the former chief economist of the Bank of England
00:24has said, and I quote,
00:25that Labour's fiscal fandango is the single biggest reason
00:30why growth has flatlined.
00:32Does the Prime Minister agree with Andy Haldane
00:34and does he have an explanation for this complete shambles?
00:38We all know the biggest shambles in living history,
00:41the Liz Truss budget.
00:45And what did she say?
00:47Did she say, I don't agree, this must be wrong?
00:49No, she said, I think Liz Truss is 100% right.
00:52100%.
00:53Not much room for flexibility.
00:56Not one thing was wrong with it, in her view.
00:59So we won't be taking lectures from her.
01:01Matters for the OBR are for the OBR.
01:03The Chancellor will set out the budget
01:04in just a few minutes' time.
01:08Mr Speaker, we're talking about the leaks.
01:11The Prime Minister doesn't seem to appreciate
01:13the impact of these budget leaks on the UK economy.
01:17Even the Chief Secretary to the Prime Minister
01:19has said this morning that the leaks were unacceptable.
01:21So will the Prime Minister launch an investigation
01:25into the budget leaks and punish those responsible?
01:28Yeah!
01:29Mr Speaker, it's literally about 25 minutes
01:32before the budget will be set out in Orwell.
01:35Where we'll take further decisions,
01:37the Chancellor will set it out.
01:38Go bear not!
01:39Mr Speaker, he talks about the decisions she's already taken.

01:44That sounds like a no, Mr Speaker.
01:46For a number of weeks, and yet again yesterday,
01:51there have been extensive briefings of the media
01:53on the government's fiscal policy and public finances.
01:58This disappointing trend in relation to budget briefings
02:01has been growing for a number of years
02:03under successive governments,
02:05but it appears to have reached an unprecedented high.
02:08Weeks ago, we told the Chancellor delivering a speech
02:12in Downing Street, setting the scene for the budget,
02:15as well as specific policy announcements
02:17being briefed out to the media
02:18in advance of today's financial statements.
02:21And just...
02:23I don't need any help.
02:26And just a moment ago,
02:28it seems the OBR analysis has also appeared online.
02:31This all falls short of standards that the House expects.
02:36The premature disclosure of the contents of the budget
02:39has always been regarded as a supreme discourtesy
02:43to this House
02:45and to all the democratically elected members,
02:48not to mention to Mr Speaker
02:50and to myself, the Chairman of Ways and Meath.
02:53The government's own ministerial code
02:55cannot be clearer,
02:57as set out in paragraph 9.1.
02:59When Parliament is in session,
03:01the most important announcements of government policy
03:04should be made in the first instance
03:06to Parliament.
03:09Madam Deputy Speaker,
03:12it is my understanding
03:13that the Office of Budget Responsibility's
03:15Economic and Financial Outlook
03:16was released on their website
03:18before this statement.
03:20This is deeply disappointing
03:22and a serious error on their part.
03:24The Office of Budget Responsibility
03:28have already made a statement
03:30taking full responsibility
03:32for their breach.
