Why does Taiwan rank 59th out of 67 countries on the Climate Change Performance Index?

The NGO Germanwatch, which has created this index to track countries’ climate mitigation efforts, considers Taiwan – named Chinese Taipei in the ranking – to be a “very low performer.” Taiwan received very low ratings due to greenhouse gas emissions and energy use, as well as for lagging renewable energy development and clarity on climate policies.

Taiwan’s environment minister, Peng Chi-ming, responded in a legislative briefing that came after the UN’s COP30 climate summit wrapped up on Sunday. Peng said Taiwan is making yearly headway in cutting carbon emissions and is staying on course toward its 2050 net-zero carbon emissions goal.
