Taiwan’s environment minister says the nation is moving closer to its commitment to the UN’s 2050 net-zero carbon goal, but warns that slow renewable energy development could hinder progress. Dr. Hsieh Ying-shih, chairperson of the Environmental Quality Protection Foundation and co-author of the CCPI report, responded that Taiwan should set more pragmatic goals and focus on effective policy implementation.

00:00Taiwan's environment minister says the country is making yearly headway in cutting carbon emissions.
00:05Reporting to lawmakers, Peng Chiming said Taiwan is steadily decreasing its carbon emissions and
00:11may even see a 10 percent reduction by the end of this year compared to 2005. But Peng also worries
00:17that slow renewable energy development will stow progress. Meanwhile, NGO German Watch has ranked
00:23Taiwan 59th out of 67 countries on its climate change performance index. It cited Taiwan's dependency
00:30on natural gas and coal and its flawed transition to renewable energy. Peng took issue with the
00:36ranking and said Taiwan would stay on course toward its 2050 met-zero carbon emissions goals.
00:53The briefing comes after the UN's COP30 climate summit wrap-up on Sunday. Although Taiwan is not a
01:11member country, it follows international standards and sent over a hundred NGO observers to the event.
01:18To learn more about what obstacles Taiwan faces in catching up in a global fight against climate
01:23change, our reporter Irene Lin spoke to Dr. Xie Ying Shi. He's chairperson of Environmental Quality
01:29Protection Foundation and a contributor to the Climate Change Performance Index report.
01:35Taiwan has subscribed to the UN target of net-zero carbon emissions by 2050 and has made several energy
01:42policies to meet that goal. While these policies are celebrated, the country's performance was rated low
01:48on the climate change performance index. What is it missing?
01:51What is it missing?
02:29How do you think Taiwan should go forth with its plan toward net-zero carbon emissions?
03:15That was Dr. Xie Ying Shi, Chairperson of Environmental Quality Protection Foundation.
