00:47Now, the fact of the matter is, is that Republican administrations in the past, at times, have

00:52increased taxes to pay for programs.

00:55That didn't happen, in fact, during the first Bush administration.

00:59So the question is not here whether this is communist or socialist, but whether a 2% tax

01:04increase is a fair increase if it provides services for many people in the community that

01:10will increase the productivity in that community and bring revenues into the city.
