01:39Another option for the government is to tap Interpol for the issuance of a red notice and help in Ko's arrest overseas.
01:45A red notice is a request to law enforcement worldwide to locate and provisionally arrest a person pending extradition.
01:52The Department of Public Works and Highways and the Independent Commission for Infrastructure
01:58recommend the filing of plunder, graft, and bribery complaints against former House Speaker Martin Romualdez
02:04and former Ako Bicol Representative Zaldi Ko.
02:07The DPWH and ICI turn over their recommendation to the Office of the Ombudsman on Friday, November 21.
02:14President Ferdinand Marcos Jr. had ordered the turnover the same day.

02:50Guteza earlier told the Senate he delivered pieces of luggage filled with money to the residences of Ko and Romualdez.
02:56A previous Rappler report found that Ko's SunWest won billions' worth of DPWH contracts in Romualdez's district in Leyte.
03:04Romualdez resigned as speaker in the wake of the flood control project scandal.
03:08Meanwhile, Ko, who has been overseas since July 2025, has resigned from Congress.
03:13He is the subject of the first flood control corruption-related case filed with the Sandigan Bayan.
