00:45onde você apresentou e lançou um novo programa, o CULTURE COMPASS FOR EUROPE.
01:21E nós somos essenciales, especialmente, celebrando a diversidade,
01:25a rígida diversidade na União Europeia.
01:28E nós dizemos que Europa é um continente que embracará sua unidade e diversidade.
01:33E diversidade começa com a cultura.
01:35we have a diversity of languages
01:39in the European Union, 24 official
01:41languages and 60 regional
01:43and minority languages
01:44we have a rich
01:46heritage, both tangible and intangible
01:49heritage, Europe is
01:51home to the largest number
01:52of UNESCO World Heritage
01:55Sites and this is a
01:57sector that contributes significantly
01:59to our economy, so to put this
02:01in perspective, this is a
02:03sector that contributes
02:05200 billion euro annually
02:07in value added to our economies
02:09it employs 8 million
02:11people and 40%
02:13of our tourism is cultural
02:15tourism, so
02:17these are significant
02:19contributions to our societies
02:21to our democracy but also to our
02:23competitiveness. That you
02:25mentioned democracy, can culture
02:27be a counterforce to
02:29extremism, defending
02:31democracy? Look
02:33culture, when artists are free to express
02:37themselves, when they are free
02:39to artistically express their voices
02:43then democracy has a voice
02:45so what we want to do is we want to
02:49strengthen artistic freedom, we want to
02:51give the opportunity for people to be
02:53able to access more easily our culture
02:57and our heritage in Europe
02:59because this is
03:01one of the most effective shields
03:03that we have to division
03:05and extremism and this is why I say
03:07continuously that if we invest
03:09in culture, it pays back twice
03:12it pays today and tomorrow but it
03:13also helps us promote
03:15the value, the values that the union
03:17stands for, which is dialogue
03:19communication
03:20encouraging people to
03:23to think critically and to empathize
03:26and this is, these are
03:27a translation of our values
03:29into action through culture
03:31And how can art be shielded
03:33from political influence?
03:36You mentioned freedom of expression
03:37already because
03:39as it happened, a concert
03:41with an Israeli conductor
03:43was cancelled because of the Gaza
03:45crisis some time ago
03:47What's your take?
03:49Where are you coming down on this?
03:50Stefan, freedom of artistic expression
03:53is the essential precondition
03:55for the enjoyment of culture
03:57So, our ambition here
03:59is to encourage
04:02and promote and protect
04:05and preserve our cultural diversity
04:08We want to ensure that we have
04:10a strong political commitment
04:12This is why we
04:12in our cultural compass
04:15one of the first flagship actions
04:16that we propose
04:17is a reaffirmation
04:20of the values
04:21that we hold so dear
04:22At political level
04:24this is why we're proposing
04:25a joint declaration
04:26between the parliament
04:27the council
04:29and the commission
04:30making a strong political statement
04:33of what values
04:35we want to promote
04:36You once said
04:38I want culture
04:39to pay the rent
04:40calling for real change
04:42in how Europe supports
04:43its creative forces
04:45its artists
04:46What prompted
04:47that heartfelt remark?
04:49I didn't say it once
04:50I said it more than once
04:51and I will continue to say it
04:53because people create culture
04:54and there is no culture
04:56without artists
04:58and creative professionals
04:59and the culture compass
05:00makes this very clear
05:01Culture revolves through people
05:04through artists
05:05and to creators
05:06and they are the ones
05:07who bring the cultural sector
05:08to life
05:09So, they deserve dignity
05:11The reality is here
05:13that in Europe
05:14we have 8 million
05:15people working
05:17in this sector
05:17which is roughly
05:194% of our
05:20working population
05:22To put things
05:23into perspective
05:23this is
05:24almost the amount
05:26of people
05:27that we have working
05:28in the agricultural sector
05:29Yet this is a sector
05:30that faces
05:31many challenges
05:32So, you have
05:33atypical working hours
05:34seasonality
05:35impacting the sector
05:36poor working conditions
05:38and lack of
05:40protection and support
05:41Half of the people
05:43that are working
05:43in this sector
05:44say that they face
05:46poor working conditions
05:47and close to 70%
05:49say that they have
05:50to work
05:51more than one job
05:52to be able
05:54to make ends meet
05:55and this means
05:55that
05:56if we continue
05:59to allow this
06:00to happen
06:00it will be very hard
06:01for the cultural sector
06:02to attract
06:02and to retain talent
06:04So, if we want
06:05to unlock
06:06the potential
06:07that culture
06:08can contribute
06:09to our society
06:10but also
06:11to our economies
06:12this must change
06:13and culture
06:14must pay the rent
06:15And what exactly
06:16is the remedy?
06:16I mean, you're dealing
06:18with national governments
06:19who are in charge
06:20of culture
06:21I'm getting to this
06:22So, I've been
06:24for the last 10 months
06:25speaking to
06:27stakeholders
06:28in the sector
06:29artists
06:30writers
06:31publishers
06:32and many of them
06:34they long
06:35to dedicate themselves
06:36to their artistic work
06:38but they can't
06:39because they don't
06:40afford it
06:40and they feel
06:42and this is
06:43the takeaway
06:45that I get
06:45from the consultations
06:46that I have
06:48that we expect
06:50them to work
06:50for free
06:51voluntarily
06:51and without
06:53compensation
06:53so
06:54we're proposing
06:56a new charter
06:58on the rights
06:59of the artist
07:00on the status
07:00of the European artist
07:01we want to kickstart
07:03that discussion
07:03immediately in December
07:05when we have
07:05the high level round table
07:07on artists
07:08working conditions
07:09and this is
07:10a forum
07:12where we
07:12will also present
07:14best practices
07:14that have worked
07:15in member states
07:16to improve
07:17working conditions
07:18you've been at
07:19the Cannes Film Festival
07:20earlier this year
07:21is the European
07:24film industry
07:25strong enough
07:25to face
07:26the current
07:27challenges
07:28and I name a few
07:29Hollywood
07:30digital transformation
07:31fragmented production
07:33and distribution
07:34can I
07:35can I speak
07:36a little bit
07:36about
07:37my
07:38views
07:39on the digital
07:40transition
07:41because the
07:42digital transition
07:42and the
07:43new technologies
07:45particularly
07:46artificial intelligence
07:48are ones
07:49where we have
07:49to have
07:50a future
07:52outlook
07:52we have to
07:53we have to
07:55embrace
07:56these technologies
07:56in the cultural
07:58sector
07:58these are technologies
07:59that are having
08:01a profound
08:01they're leaving
08:02a profound impact
08:03and these sectors
08:05and these industries
08:06including the film
08:06industries
08:07have been increasingly
08:09using these technologies
08:10they are
08:11a huge opportunity
08:13for the sector
08:14but only if the
08:15conditions are right
08:16and our focus
08:18here should be
08:19for these sectors
08:20to embrace
08:21these technologies
08:21for these technologies
08:25to contribute
08:26to more innovation
08:27and to the sectors
08:29becoming more competitive
08:31and more competitive
08:32and more importantly
08:34that these technologies
08:37reinforce and enable
08:39human creativity
08:39and this is why
08:40we also propose
08:42in the culture compass
08:43an AI strategy
08:44for the cultural
08:45and creative sectors
08:46to help transform
08:47the challenges
08:48that these sectors
08:49face
08:50into opportunities
08:52and out there
08:53there are
08:53genuine concerns
08:54in some of these sectors
08:57as I said
08:58I've been having
08:58consultations
08:59for the last 10 months
09:00I've spoken to
09:01representatives
09:01for example
09:02of the books
09:03and publishing sector
09:04and they are
09:05alarmed
09:06at the astonishing
09:07pace
09:07at which
09:09some books
09:10some titles
09:11are being published
09:12so some authors
09:14publishing
09:14almost one title
09:17a day
09:17which is shocking
09:18and this is why
09:19we're proposing
09:20to build on the AI
09:23action plan
09:24the initiatives
09:25by EVP
09:26Verkunen
09:27and complement them
09:28with a dedicated
09:29strategy
09:29for AI
09:30in the cultural
09:32and creative sector
09:32industries
09:33where we promote
09:35we propose
09:36three pillars
09:37for action
09:37the first is
09:38to
09:40foster innovation
09:42in these sectors
09:42by promoting
09:43collaboration
09:44between artists
09:45and creators
09:47and the digital sector
09:48promoting the
09:50ethical use
09:51of artificial intelligence
09:53and finally
09:55identifying
09:56the support
09:57and the adaptations
09:57needed
09:58in the sector
10:00to be able
10:01to protect
10:02both content
10:03and the creators
10:04and this is
10:05to me
10:06the fundamental point
10:07that
10:08rights holders
10:09those who
10:10who come up
10:13with the content
10:13remain in control
10:15of their work
10:15now I asked you
10:16about the film industry
10:17now you're
10:18you're ending up
10:19about books
10:20I want you
10:21to answer
10:22a film question
10:23if I may
10:24what are your
10:24favorite movies
10:25name one
10:27or two
10:27or three
10:27my favorite
10:29ever
10:30would be
10:30Gladiator
10:31it's a movie
10:32that
10:33was shot
10:35in Malta
10:35where I come
10:37from
10:37and it
10:38was released
10:39if I'm not
10:40mistaken
10:40in the year
10:412000
10:42so I
10:43remember
10:45watching it
10:45in the cinema
10:46you mentioned
10:49artificial intelligence
10:50do you see
10:51this
10:52or let me
10:53ask it
10:54differently
10:54how can
10:56AI
10:57be an
10:57inspiration
10:58for the arts
10:59the movie
11:01sector
11:01is a
11:02showcase
11:04of how
11:05artificial
11:05intelligence
11:06has been
11:07used
11:07not now
11:08it has been
11:08used
11:09for at least
11:10a decade
11:10so I've been
11:11in one of
11:13my consultations
11:14leading up
11:15to the adoption
11:15of the
11:16Culture Compass
11:16I've been to
11:17an investment
11:17financed also
11:20using European
11:21funding
11:21of a film
11:22academy
11:23in Spain
11:24this was
11:26an academy
11:26that was
11:27encouraging
11:30young students
11:32to enter
11:33the film
11:33industry
11:34contributing
11:34to the
11:35industry
11:36but also
11:36teaching them
11:38new skills
11:39that are
11:40needed
11:40to make
11:41productions
11:42even better
11:43than they are
11:43today
11:43and this is
11:44what I mean
11:45when I say
11:46we have to
11:47embrace these
11:47technologies
11:48use them
11:48to our
11:48advantages
11:49and at the
11:50same time
11:51work with
11:52the creators
11:52and the
11:53content
11:53those who
11:55come up
11:55with the
11:55content
11:56to get
11:56something
11:57that we
11:58don't get
11:58from any
11:59machine
11:59which is
11:59human
12:00imagination
12:00that will
12:01never be
12:02replaced
12:03I want to
12:04pivot to
12:05youth
12:05part of
12:07your portfolio
12:07as well
12:09and as we
12:09were speaking
12:10about artificial
12:10intelligence
12:11there is
12:12the concern
12:13that especially
12:14young people
12:15are suffering
12:18from the fact
12:19that many
12:19entry-level
12:20jobs
12:20in the service
12:21sector
12:22why
12:22call jobs
12:23are being
12:24replaced
12:24by artificial
12:25intelligence
12:26and a lot
12:27of people
12:27are young
12:28people are
12:29having problems
12:29getting into
12:30the job
12:32market
12:32where do you
12:34come down
12:34on this
12:34is this a
12:35real concern
12:36look
12:37these are
12:38technologies
12:38that will
12:40change
12:41the labor
12:41market
12:42they will
12:42have
12:42structural
12:43changes
12:44on the
12:44labor
12:45market
12:45but it
12:47makes it
12:47all the more
12:47important
12:48that we
12:48invest
12:49in initiatives
12:49that promote
12:51upskilling
12:52reskilling
12:53and quality
12:54jobs
12:54that is what
12:55this commission
12:56has been
12:56very busy
12:57doing
12:57since the
12:58initial days
12:59of the mandate
13:00initiatives like
13:01the union
13:02of skills
13:02by EVP
13:03Minzato
13:04the AI
13:04action plan
13:06by EVP
13:07Verkunen
13:08all place
13:09a huge
13:10emphasis
13:10on the need
13:11for investments
13:12in this area
13:12to equip
13:13our workforces
13:15youth
13:16and beyond
13:18with the
13:19right tools
13:20that we
13:20need to
13:20make
13:20the best
13:22use
13:22of these
13:22technologies
13:23another
13:24problem
13:24that
13:24youngsters
13:25are
13:26facing
13:26is
13:27mental
13:29problems
13:30and according
13:31to the
13:31World Health
13:31Organization
13:32roughly 20%
13:34of young
13:35people
13:35in the EU
13:36who suffer
13:36from
13:37mental
13:38problems
13:39I'm sure
13:40you are aware
13:41of that
13:41problem
13:42what can
13:42we do
13:43what can
13:43the commission
13:44do
13:44what can
13:44the people
13:46in the council
13:46do
13:47to find a
13:48solution
13:48to this
13:49our figures
13:50are showing
13:50an even
13:51more alarming
13:51situation
13:52that this
13:53is no longer
13:54a priority
13:55this is an
13:55emergency
13:56now
13:56we have
13:57one in two
13:58young people
13:59so half
14:00of our
14:01younger
14:01generation
14:02that reports
14:03that they
14:03have
14:04struggled
14:05with
14:06some kind
14:07of mental
14:08health issue
14:08be it
14:09depression
14:10anxiety
14:11or some
14:12other form
14:12of disorder
14:13this is
14:15to my
14:16the way
14:17I see
14:18it
14:18linked
14:19to quality
14:21of life
14:21and here
14:23again
14:23I see
14:24a huge
14:25role
14:25for the
14:26cultural
14:26sector
14:27to me
14:28improving
14:29cultural
14:29offers
14:30for youth
14:31but also
14:32more broadly
14:33for our
14:33populations
14:34can be
14:36a healthy
14:36alternative
14:37for example
14:38to excessive
14:39screen time
14:40excessive
14:40screen time
14:41which
14:42in my
14:43opinion
14:43is
14:43directly
14:44linked
14:44to the
14:46problems
14:47that we
14:47see
14:47with
14:48mental
14:48well-being
14:49not to
14:51mention
14:51the negative
14:51psychological
14:52physical
14:53and emotional
14:54effects
14:55it has
14:55on younger
14:57generations
14:57but improving
14:58cultural offers
14:59can actually make
15:00a huge difference
15:01can actually make a huge difference
15:01we see this also
15:03through our work
15:04promoting the intersection
15:06and the collaboration
15:07between culture
15:08and well-being
15:09and this is one of the areas
15:12where we emphasize
15:13and put a lot of effort
15:14in the culture
15:16in the culture compass
15:16so we want to improve
15:17the access
15:18to culture
15:19for youth
15:20more specifically
15:21what about
15:22the access
15:23to sports
15:24there's the
15:26the mental health
15:27there's also the physical health
15:28and the problem of obesity
15:30is becoming bigger
15:32and bigger
15:32how do you get
15:33especially young people
15:34to be more active
15:37we have
15:37we have an epidemic
15:38of inactivity nowadays
15:39we have
15:40in our populations
15:42almost half of our citizens
15:44that
15:45are not active physically
15:47not
15:47even
15:48an hour a week
15:49and this is
15:51linked
15:52to
15:53a huge problem
15:54that we have
15:54in terms of
15:56non-communicable diseases
15:57so
15:58cardiovascular issues
16:00diabetes
16:02and
16:03health
16:04health expenditures
16:06that
16:07that we see
16:07soaring
16:08but beyond the
16:09expenditures
16:09it's it's it's leaving
16:10an impact on
16:11on on
16:12on the well-being
16:14of our population
16:15so sport could be
16:16a free medicine
16:17a free remedy
16:18to these challenges
16:21that we face
16:21our ideas
16:23our thinking
16:24there is to promote
16:25sports
16:26even further
16:27among population
16:28we've just come out of
16:29the European week of sport
16:31where we have
16:32across the European union
16:34in
16:35towards the end
16:37of September
16:37a celebration
16:39of sport
16:39at grassroots level
16:41but also at
16:41higher level
16:42encouraging people
16:43to be physically
16:45active
16:45it's not about
16:46competition
16:47it's not about
16:48you know
16:49going to the Olympics
16:50it's about
16:52waking up in the morning
16:53putting on
16:54your running shoes
16:54going for a walk
16:56and
16:56being active
16:58that makes you
16:58physically stronger
17:00and healthier
17:01but also mentally
17:02I know you love
17:04football
17:04you were
17:06a vice president
17:07of a club
17:08in Malta
17:08yes
17:09you
17:09no longer
17:11having that
17:12that job
17:14but you were
17:15I want to
17:16know
17:16how do you see
17:18attempts to revive
17:19the European Super League
17:20in Europe
17:22independent
17:23from UEFA
17:24I will tell you
17:26a very direct answer
17:26on this
17:27the Super League
17:29was
17:30is
17:31and will continue
17:32to be
17:32a mistake
17:33this is not a good idea
17:35this is not the way
17:36we innovate
17:37in sport
17:38in Europe
17:39we believe
17:40in open competition
17:42in
17:43sport based on merit
17:45and qualification
17:46to these
17:47European level
17:49competition
17:50should be based
17:51on sporting merit
17:53and
17:53this way
17:55we could also
17:55support
17:57our European
17:58domestic leagues
17:59to continue
18:00to be sustainable
18:01would that only
18:02cement
18:03the English
18:04dominance
18:05over
18:05European football
18:07a Super League
18:08independent
18:09from UEFA
18:10look
18:10it's no secret
18:11that
18:12European football
18:13European sport
18:14faces challenges
18:16from a sustainability
18:18point of view
18:19there are various
18:20issues that are
18:21contributing to this
18:22including
18:23heavy match calendars
18:24including
18:26pressures
18:28on
18:29the financial
18:30side
18:31and that just
18:32means that we
18:33have to
18:33bring all the
18:35stakeholders
18:35work together
18:36to find
18:37common solutions
18:37it will take
18:38a common effort
18:39it will take
18:40stakeholders
18:41around
18:41sitting around
18:42the same table
18:43in an inclusive
18:45way
18:45accepting everyone
18:46around the table
18:47I've been shocked
18:48to see
18:48over the last
18:50few days
18:50discussions
18:51on athletes
18:52welfare
18:53for example
18:53without
18:54the union
18:55representing
18:56the athletes
18:56being around
18:57the table
18:57these are
18:59discussions
18:59that we need
19:00to have
19:00in an inclusive
19:01environment
19:02with all
19:03stakeholders
19:03around the table
19:04and working
19:05towards
19:05common solutions
19:06and a question
19:07to the football
19:08fan
19:08then
19:09how do we
19:11stop the
19:11English
19:11dominance
19:12in football
19:14in Europe
19:14it needs
19:17investment
19:17investment
19:18and collaboration
19:19and of course
19:21there are
19:22ways
19:23where we
19:24could innovate
19:25like maybe
19:26exploring
19:27innovative formats
19:29for the way
19:30that our leagues
19:31are organized
19:32but that doesn't
19:34mean that we
19:34take away
19:35sport
19:35away from
19:37the communities
19:37I think
19:39most of the
19:40clubs in Europe
19:41owe their
19:42successes
19:43to the local
19:44communities
19:45and that is
19:45something
19:46that we have
19:47to preserve
19:48for sure
19:48all right
19:49Commissioner
19:50Glein-Mikalev
19:51thank you so much
19:52for coming on
19:52the show today
19:53thank you
19:54Glein-Mikalev
