Nearly all of Taiwan will receive Civil Defense handbooks this week as part of a government effort to prepare civilians for potential threats from China. The handbook gives guidance on what to do if encountering enemy soldiers, finding bomb shelters and warns that China may spread false claims of Taiwan’s surrender.
