02:2951 people died when the sand dredger Bowbell ploughed into the Martianess last August.
02:35Since the tragedy, pleasure boat operators have been urged to improve voluntary safety procedures
02:40in advance of new regulations coming into force this month.
02:44But with the new season just beginning, Thames News has discovered that those procedures
02:48are still being ignored by boat operators, and some of the 90 boats that are licensed to
02:53carry passengers on the Thames have what one marine expert has described as serious flaws
02:58in safety measures.
02:59Festival Pier is where we're headed.
03:26I've got the booking sheet from TFL.
03:29I know there's at least five boats coming alongside in the next two hours.
03:34If you two can split up, one of you do around passenger areas, one of you goes around crew areas
03:48like the galley or the engine room, I'm going to go straight up to the bridge.
03:51One thing we need to check for the boats that have got loud music parties is the sound limiter.
03:59One thing we need to check for the boat, we need to check for the boat, we need to check for the boat.

08:24they say they're saying that's a requirement you've got to get done
08:31this is Endeavor Endeavor the casualties now feeling sick as well
08:39generally deteriorating
08:48this is Endeavor Endeavor Endeavor the casualties now feeling sick as well generally deteriorating
09:02this is the first coast guard affirmative sir if you just keep making fast speed into port St. Mary
09:08I have asked for an ambulance to meet you at the port and I have stood up the chamber in the world
09:24I have also requested a coast guard helicopter rescue 936
09:39with decompression sickness it's very dangerous with the air traveling around the body itself so we have to get up to a chamber as quick as we can
09:53I have to get up, I have to get up to the camera
10:03I'll be on c with the Endeavor in the run of five minutes only
10:09If I have to get up to that, I'll receive now to the left of the aircraft
10:11but the UA 2 is on the air
10:14but for the aircraft very well
10:16across the aircraft
10:20The rescue battery, safety and care rescue, sir, is based on the occasion today, 159-year-old
10:28bell, and set the size at approximately 15110, Zulu, over.
10:43Could you send through Port St Mary as a waypoint, please?
10:46Yep, they've landed in Port St Mary before. It's not the greatest landing site, but we'll see what we get.
10:52Yeah. You are clear the doors.
10:55The door's 1-2-3 secure, the door's coming over. Yeah, that's when we went into that triangle.
10:59Right. I'll go eyes in for that.
11:01It is tight, isn't it, on that little triangle? It certainly is.
11:03It's horrible as long as they clear everyone out the way.
11:05You've got all this down here with the flags, haven't we? Yeah.
11:08We could land there. Yeah, that looks good.
11:10Well, before we get into it, we need to fly the airbirds. Yeah.
11:13Let's have a chat there. The guy's on scene.
11:16I don't know, I don't know, I don't know.
11:18Oh, visual the ambulance. On the docks.
11:20Casualty is where the ambulance is.
11:23Could we bring him up to a landing site for you?
11:2696, yes. We've found an area in which we're currently orbited.
11:29There are people in that area.
11:31We're going to do with corners.
11:34We're going to have a loot.
11:41I'm out.
11:47OK, sir.
11:49While that's the undershoot, there's a white van there.
11:51They've no dogs, we need all of them out of the way.
11:53If we're going in, it has to be turned on now.
11:55Yes.
11:56Uh, the man, Coast Guard, on the street 936.
11:59If there's still people around that area, we need clearance, please.
12:02Here we are, just here.
12:28How do I know this is on?
12:32This is getting stuck, can you see?
12:55Hello, hello, hello.
12:58Mike Green with MCA.
13:00Hello there.
13:01I understand your sound limit is not working.
13:07Yeah.
13:09Yeah.
13:10Okay, I understand that.
13:11But the boat shouldn't be operating without a functioning sound limiter.
13:14So, are you able to fix it before this boat goes out?
13:23Well, I would suggest you get a move on on that because this boat won't be going into service with no sound limit or working.
13:29All right.
13:31Bye-bye.
13:32If he can't fix it before you go out, then you don't go out.
13:36If he can't fix it before you go out, then you don't go out.
13:41Yeah?
13:42It's a showstopper for me.
13:43Okay?
13:44All right.
13:45Okay.
13:46It's as simple as that.
13:47You got a lot of jackets in here?
13:48Yeah.
13:49You got donning instructions anywhere?
13:50How to put them on?
13:51But no donning instructions, eh?
13:52Why don't they fix that?
13:53They don't load up like that.
13:55They should be up here as well.
14:17If you go on the one down the stairs, and when the other one is actually something up there...
14:20So, if I get a life jacket out of one of these stores, I have to go downstairs to learn how to put them on, do I?
14:31What I'll do is I'll leave you a piece of paper, okay?
14:34A piece of paper is going to tell you we've been on here to do a random inspection.
14:38I'll list that your sound limit is not working, that you're missing donning life jacket, donning instructions.
14:44You've got an exit door hinge that seems a bit stiff.
14:51These all code 17s which mean they've got to be fixed before you leave here, okay?
14:55If you can't fix it before you go out, then you don't go out.
15:14These are random inspections.
15:24They're unannounced, they're not expecting us to turn up.
15:27They're busy getting ready for trips.
15:30We come on and we identify some serious issues, so we stop the boat.
15:34It's not good news for them or their company, but at the end of the day we're here to enforce safety and that's what we do.
15:41The emergency exit has to be opened by anybody on board the boat, including passengers.
15:58Right, so if I can ask anyone to open that door and they can open it.
16:00That's fine, that's fine.
16:02Once you free it up, you'll be fine.
16:04The main ones are the sound limiter and the donning instructions.
16:07That's what I'm saying.
16:08Yeah.
16:09If you can impose everything on the door, if you can open it, it can be opened.
16:12It's a emergency exit.
16:13So, if you've rectified it by, and you can open it, then you've rectified it, haven't you?
16:16I can open it.
16:17Well, there we are.
16:18I can open it.
16:19There you go.
16:20Done.
16:21So you've still got two or more?
16:22Yeah?
16:23I can open it.
16:24Exactly.
16:26My good one.
16:27The bus is a police station, and you must drive a team in the area.
16:31Any news?
16:32No?
16:33No.
16:34No.
16:35No.
16:36No.
16:37No.
16:38No.
16:39No.
16:40No.
16:42No.
16:43No.
16:44No.
16:45No.
16:46No.
16:47No.
16:48No.
16:49Sam Berris, Mountain Rescue Team requests the helicopter out.
16:53The log says 14-year-old is having difficulty breathing,
16:57asthmatic, and doesn't have her pump.
17:02Have we got any of the detail on her at all?
17:05No, Sam Berris, Mountain Rescue Team have been trying to contact the informant,
17:08but have no luck.
17:12Are you still speaking?
17:14Hi, Uncle Josie, Sam Berris, Mountain Rescue Team.
17:19She's still agreeing to speak properly because of difficulty breathing.
17:23She's still agreeing to make sentences when she's speaking.
17:27OK.
17:28But I was going to take a step.
17:29We used 45 minutes to get there on for us.
17:3610 goes down.
17:37You're just getting alive.
17:38Only enough.
17:39Not enough.
17:40Not enough.
17:41But no space.
17:43It's asking 936.
17:45I'll aim us to get the wind to the cast as soon as possible,
17:47and then we'll check you from there, but...
17:49OK, understood.
17:50Have you got the good answer to that?
17:53936, safe.
18:05I'll put high ground right escape left,
18:07so I'll go on anti-clockwise around here and see,
18:09just until we see what's going on.
18:10Yeah.
18:13undefined,
18:14And look at when you might stay in the lives of discharge.
18:16I'll take a look.
18:17Let me go on in here though with you.
18:19I've got an emuliser for you.
18:20And look at when you might stabilise discharge.
18:23I'll take a look.
18:25Let me go on in here with you.
18:28I've got a nebulizer for you.
18:29I've got a nebulizer for you.
18:42Guys out then, half a mile.
18:44Roger, I'll take the door from below eight.
18:47I think you've cleared the door, thank you.
18:49Half a mile other than eight is.
18:53That's been immediately visible.
18:56There is a part here just below the cloud basin.
18:59Now there's six o'clock.
19:02It could be there.
19:04There's another lock here.
19:05There's a large room in the nine o'clock here.
19:26There's nothing, nobody on the lower path.
19:29Okay, I'll come back around.
19:30The lowest people on that corner, you know, over the shoulder.
19:34That's what I was looking at, the higher up.
19:36Yeah, yeah.
19:37Yeah, that's what I was looking at.
19:38Well, they're all moving.
19:40Another group sitting around the corner of the shoulder.
19:43There's nobody on the lower path.
19:45That's another indication for help.
19:48There's somebody waving in the one o'clock low.
19:51Here we go.
19:54As we move to the overhead, he's going to throw on them.
19:58I'll try and get them away.
20:00I think we'll just stay where we are.
20:01We'll be on the path down here.
20:03Okay, looking around there.
20:04We've got that positive.
20:05Keep doing that.
20:06Stay in front.
20:07We've got right around us.
20:08We're going to get all clear.
20:10I'm going to get bunk in a minute.
20:12A lot of turbulence.
20:14The torque is up to the mid-90s.
20:16Give it a bit.
20:18You are clear to winch.
20:19Roger.
20:21Roger.
20:22Roger.
20:23We have YESTS.
20:25oxygen.
20:26To get trucks all over the harners.
20:28Harness is clear.
20:29.
20:30Clearly switch-out.
20:32Well, I'll stay in position as long as I can.
20:35Smooth.
20:36I'm sending them off to the bar.
20:39Steady there.
20:40The wind's all over the place.
20:42Steady.
20:43The torque's all over the place, please.
20:45Careful.
20:46These emergency exits must be used by passengers in an emergency, in a panic, it's got to open
21:14easily, and the sound limiter not working, lifejacket donning instructions, those have to be fixed.
21:36There is currently a man on board adjusting hinges and trying to get that door to open
21:43easily.
21:44How's it going?
21:45Right, lifejackets are done, door sort of wedge open a little bit so when you pull it, it opens
21:54anyway.
21:55Okay.
21:56Noise limiter, you can show him what the decibels are in before I get it cut out.
22:01So, how do you know if it's going to exceed the limit?
22:04He can see on the decibel machine what he's doing, and I can switch it off.
22:09So, how will you know if it's going above the limit?
22:11I'm going to put it on my phone, none of that.
22:14All right.
22:15If he can monitor it, make sure it's working.
22:18I will do.
22:19Yeah.
22:20I trust him.
22:21Okay.
22:23All right.
22:24I will not a bad night.
22:39Certainly sent the message round the Thames boating community, what we're doing while we're
22:46here.
22:47Hopefully, we've sent that message about safety and they'll be compliant in future.
22:52Martian S changed everything in London and on the Thames.
23:05It affected every domestic vessel operator and it still has ripples today.
23:14There are still operators today that remember that night that were affected by it.
23:21We continue to apply those recommendations even today.
23:26We're trying to prevent another big incident.
23:29We don't want another Martianess to happen.
23:44We don't want another team.
23:45We don't want another group to eel.
23:46Is it clear now, Darbs?
23:47It looks it.
23:48Yeah, so, I'd say it's clear.
23:49They've just totally took them away.
23:50Your lever, brakes are on.
23:51Everyone's secure?
23:52Yeah, very secure, darling.
23:53Great.
23:54Roger.
23:55We are now running in.
23:56Secure. Yeah, fully secure, Johnson.
23:58Right.
24:09Roger, we are now running in. Should be secure.
24:11OK.
24:12Perfect.
24:17Submitted.
24:18Down to the right, up to the left.
24:21OK.
24:22Five.
24:23Five.
24:24Five.
24:25Two.
24:26One.
24:27Seven.
24:28Five.
24:29Five.
24:30Five.
24:31Five.
24:32Steady.
24:33About four foot above the ground.
24:35Okay.
24:36OK.
24:37Five.
24:38Five.
24:39Five.
24:40Five.
24:41Five.
24:42Five.
24:43Five.
24:44Five.
24:45Five.
24:46Five.
24:47Five.
24:48Five.
24:49Five.
24:50Five.
24:51Five.
24:52Five.
24:53Quick.
24:54Coming up, there.
24:55Can we help you with the S mesmaleton?
24:57We are pulling these off-door.
24:59OK.
25:00Thanks for all.
25:01Go on.
25:02Safety 96 at the left.
25:03936, 936 1B.
25:0510-18 blind.
25:06We'll just have a quick chat and a handover, and we'll go from there.
25:1006, 936, 936, 936, mobile.
25:15Translating blind. We'll just have a quick chat and a hand over and we'll go from there.
25:20Do they need me to go down and meet them?
25:22If they bring them up here, I can jump in the ambulance and just have a chat with them
25:26to see what they've done and where we go from there.
25:27I think it was just a different air mix from their buddies.
25:30Right. They came up and everything indicates they're bent,
25:34they're vomiting, they're lots of... OK.
25:36..things like that.
25:37I'll get an update on the ambulance time if you want to see how long you're walking down, but it'll be pretty quick.
25:43All right.
25:44I was a skipper in the boat. 41-metre dive.
25:48Right.
25:49Followed the dive profile fine, came up, did stops, came up a little bit rapidly at part,
25:53so one computer he was wearing has picked up a rapid scent alarm.
25:56OK.
25:57He was 15 minutes on the surface before he said,
26:00I don't feel right, I feel a bit dizzy.
26:02OK.
26:03Got him down, got him on oxygen.
26:05About 20 minutes later, he started being sick as well.
26:08OK.
26:09I'm going to make it this way now.
26:10Yep.
26:2541.3 feet.
26:26When he pulled up, he pulled up too quickly and said that he just felt a visual disability.
26:31His dive computer is saying it and he's developed symptoms.
26:34So we've taken to the compression chamber as quick as we can.
26:43On the count of three, we'll lift, OK?
26:45Yeah.
26:46One, two, three.
26:48Everyone happy?
26:49Yeah.
26:50Look at the 45 feet.
26:51We'll lift down to the ground.
26:52OK.
26:5310.
26:5440.
26:5560.
26:5680.
26:5790.
26:5890.
26:5950.
27:00Anna.
27:0140.
27:0260.
27:0380.
27:04I'm right.
27:05OK.
27:0698 askt.
27:07All right, so he was on a
27:14follow for him just don't want to be to die. Yeah, makes it all these stops
27:19he's wearing two dive computers one of them was alerted
27:24and he's on a rapid assist. Okay.
27:28Is it very urgent Jamesy? As quick as we can.
27:34Well, have we got to go? We have quite a few minutes.
27:38It's tight, but there's no natural obstructions.
27:43And you are clear below. Up your left, Jamesy.
27:46Very fair.
28:04Great, that's one.
28:18Did anything for me for a go? Any questions?
28:36Brilliant, thanks a lot.
28:37The beauty of a helicopter is that we can turn up at most areas
28:44and we can either winch or land and get medical care to the patient
28:48as quick as possible.
28:49But ultimately, you've got the patient to the right place.
28:52As a Coast Guard, we don't always get the feedback from the hospitals
28:56what exactly has happened.
28:58On many occasions, I do ask myself what happened to that patient.
29:03On the ground.
29:04Can't you go punching in?
29:05On the ground.
29:06Can't you go punching in?
29:07Can't you go punching in?
29:09Well, I'm going to go share.
29:10Can't you still see him as quick as I can.
29:15Yeah, looking at the clouds now,
29:45and it can be down for him to keep going.
29:48Pretty down.
29:49So actually, her brother's there
29:50because he can do something for her.
29:51Yeah, exactly.
29:52I'm not winching her out of there in those conditions.
29:55Because the torque was on too much.
30:00I really want to fly around her head.
30:03It's Barry's 96.
30:04We've got to be in trouble with the casualty.
30:07Unless the patient is life-threatening,
30:09we will not be winching.
30:11We had a lot of turbulence,
30:13and we had to fly away with limited power.
30:21It's quite looking like in the lower lake.
30:23This gives us an easy in and out.

36:53He started off at six when we dealt with him,
36:55it's now up to eight.
36:56And looking at some of his face at this moment in time,
36:59it's going beyond that.
37:01Quite solid, that.
37:02That is quite solid.

38:59You enter it for such a short period, but you can completely change their life.
39:04It's a sense of pride, a sense of relief.
39:09To get through that day, as soon as it's done, you do sigh and go, what a day that was.
39:14That was quite a difficult one.
39:16I'm a believer that it's good to volunteer.
39:19It's good to give something back to our communities.
39:21OK.
39:22Yeah.
39:23Yeah.
39:24Yeah.
39:25Yeah.
39:26I on a true profile.
39:28We're even further on this.

39:40that, that hit somebody on them as interesting.
39:45And it's starting careful.
39:49It's very snowy, so it's about 300 metres east of the big track of the original grid.
39:56We have eight fueling on the way to the sea.
40:00I've got two six coal bar for back to three.

40:36See how she goes.
40:38We're on our way to the summit.
40:48About probably an hour away, she sat down and said, I don't think we can do this anymore.
40:52She was really struggling.
40:53So we left our group and made our way back.
40:55Got about five minutes and then she was really struggling to breathe.
40:59Our team needed said to us if we got any trouble just to call 999.
41:03So that's what we did.
41:06The helicopter arrived and then the rest of this team came along, mountain rescue team.
41:11Absolutely amazing.
41:13Just, I'm blown away.
41:15I did not know that such a service existed and how they've worked and really touched.

42:28to go because I couldn't physically move the helicopter team was just wow it's just to see
42:38them come in that huge expanse of space and that sheer drop of where we were sitting and for them
42:44to just totally take it in their stride really appreciated their total command of the situation
42:52just totally allayed our fears everything that we do it's based on decades of history passed down
43:01through Coast Guard rescue teams our own ally helicopters Mountain Rescue the operations
43:08rooms is it's based on decades of experience you need to do this job really well for the people
43:15that were rescued and that's why we're here to know that you made a positive difference to somebody's
43:21life and that's lovely you know it's a really nice feeling
43:51you know it's really nice because it's just that we can see you guys I know you know
