In the wake of Typhoon Tino's flooding, Governor Pamela Baricuatro and Vice Governor Glenn Anthony Soco are both taking proactive steps to address Metro Cebu’s flooding crisis. While each is championing a separate plan, their shared commitment to solving the issue brings hope for a more resilient and flood-free Cebu. Can their efforts lead to a unified solution for the region's future?

03:59and destruction of homes and infrastructure,
04:03not to mention economic damages,
04:05reaching hundreds of millions of pesos.
04:10So how does Mega Cebu plan address these concerns?
04:14The Mega Cebu Master Plan created in 2015,
04:19and it served as a master plan to manage water
04:22and prevent flooding.
04:25And this has stalled since 2020
04:27due to the lack of meetings by the coordinating body,
04:31leaving flood control efforts fragmented.
04:34The revival of the Mega Cebu plan sparks debate
04:38on whether coordination alone is enough
04:41or if deeper environmental issues must be tackled.
04:46Barriquatro is pushing for a better interlocal cooperation
04:50to address problems like urban sprawl,
04:54proper drainage, and climate change risks.
04:57There's also Cebu geological problem,
05:01which a lot of experts and even citizens are already raising,
05:06such as the unique karst geology,
05:08which makes it prone to flooding, sinkholes, and landslides.
05:13And protecting this landscape is crucial for managing water flow,
05:18but local engineers lack the necessary training in karst engineering.
05:24There are also impacts on water system
05:29because developments in forested areas,
05:32such as roads, resorts,
05:35can disrupt the watershed and worsen environmental risk,
05:39especially when karst formation are not properly understood.
05:45So the immediate next step here is political.
05:50Barriquatro will present the Revive Mega Cebu initiative
05:53to the Regional Development Council Infrastructure Committee
05:56to formally prioritize a province-wide water management system
06:01and restore the collaborative model abandoned in 2020.
06:07So that's the piece on Mega Cebu master plan.
06:12Now let's have a little bit of a refresher in terms of the revival of the other project,
06:20which we covered yesterday when we interviewed the vice governor.
06:24So Cebu vice governor, Glenn Anthony Soko,
06:27called for the revival of the Metro Cebu Flood and Drainage System Master Plan
06:34after the devastating flooding caused by Typhoon Tino.
06:39He argued that the flooding could have been prevented with proper drainage infrastructure,
06:46which had been developed but ignored.
06:51Soko criticized the government's reactionary disaster response
06:55and stressed the need for long-term proactive solutions
07:00rather than relying on emergency measures after the fact.
07:04The master plan introduced in 2013
07:08with support from the Department of Public Works and Highways or DPWH
07:13and Japan's JICA
07:15was intended to manage rainfall runoff
07:19and mitigate flooding from Danau City to Karkar City.
07:25But despite the initial funding in 2018 and 2019,
07:30national support stalled and the plan was abandoned.
07:36Soko condemned this failure
07:37and called out the culture of governance
07:42that focuses on calamity declarations and relief efforts
07:46instead of prevention.
07:49He urged for honest, science-based solutions
07:52and shift away from empty promises of resilience
07:56as the people of Cebu are tired of ineffective responses.
