00:08Nothing has been more unwavering within this movement than our commitment to excellence.
00:13First, I want to announce my first deputy mayor, Dean Fulahan.

00:24I have said many times that, above all, my politics is one of consistency.
00:30When we launched our campaign in October of last year,
00:34we made clear that it would be focused on tackling the affordability crisis
00:38that devastates far too many working New Yorkers across these five boroughs.
00:42But that consistency extends beyond our policy priorities.
00:48Nothing has been more unwavering within this movement than our commitment to excellence.
00:54Today, I am proud to announce my first deputy mayor and my chief of staff,
00:59two leaders who have deep experience guiding our city and state through challenging moments,

01:11and the expertise to help me deliver on the campaign promises
01:15that resonated with more than one million New Yorkers.

01:22Dean has been an incredibly influential leader and manager in New York City government
01:28and state government for almost five decades.
01:31I also want to announce my incoming chief of staff, the unparalleled El Bisgard Church.
01:38Few have played a more central role in this movement,
01:42or in every victory we achieved together in the assembly, than El.
01:46She became my assembly chief of staff nearly five years ago to the day,
01:50worked closely with me to win hundreds of millions of dollars in relief for taxi drivers,
01:56and served as the campaign manager for our historic primary campaign.

02:12and deeply invested in the future of this great city, because we will be here a long time.
02:18A million people said last week that they want more from City Hall,
02:23that they expect better from their leaders.
02:25They said loudly and clearly,
02:27it is not asking too much that New York be a place people can afford to live.
02:31New Yorkers elected you because they know you will build an administration of energy, ideas, and experience,
02:39one that uniquely reflects the diversity and strengths of our city.
02:45I come from an immigrant family.
