00:00good evening everybody thank you all for joining us on a sunday night today the senate voted to start
00:10reopening the government we took a big step forward to protect the health care of tens of
00:15millions of americans in exchange for funding through january 31st this agreement will give
00:22democrats control of the senate floor for a vote on one of our top legislative priorities
00:27extending the affordable care act premium tax credits this is important when republicans control
00:34every branch of government
00:57democratic leader mr president we asked president trump to step in and meet with us to deliver lower
01:14health care for americans and instead donald trump has taken the american people hostage
01:20from cutting off food aid to hungry families and vets and seniors and kids to manufacturing flight
01:28cancellations to cutting off home heating aid while he builds a billion dollar ballroom with
01:34gold-plated toilets therefore therefore i must vote no this health care crisis is so severe
01:42so urgent so devastating for families back home that i cannot in good faith support this cr that it
01:50fails that fails to address the health care crisis but let me be clear however this vote turns out
01:58this fight will and must continue those of us here and those of us certainly participating in the
02:05democratic caucus are 100 percent committed to working on the issue of the aca premium tax credits and
02:12preserving access to health care for millions of americans the question before us is how's the best way to
02:19get there and it was our judgment after six weeks going on seven weeks of this shutdown that that a path wasn't working
02:29this agreement funds snap and food assistance programs ensures that law enforcement air traffic
02:45controllers and other federal workers get paid reverses the president's recent reckless layoffs
02:52and prevents them from happening in the future and crucially gives congress a clear path forward
02:59to protecting people's health care
03:01majority leader mr president after 40 long days i'm hopeful that we can finally bring the shutdown to an end
03:22i don't need to go over all the reasons why it's imperative that we get the government open as soon as possible
03:27from the truly precarious situation we are in with regard to air travel to the fact that our staffs have been
03:32working without pay for a full 40 days now all of us republicans and democrats
03:39who support this bill know that the time to act is now
03:43the senator from vermont i understand if this vote succeeds over 20 million americans are going to see at least a doubling in their premiums in the affordable care act in my state of vermont and
03:48throughout this country for certain groups of people it will be a tripling and a quadric november
