07:40He was ID'd as 36-year-old Lawrence Drennan, an ex-con with past convictions for disorderly
07:46conduct, operating while intoxicated, theft, and burglary.
07:50Blood tests later revealed that at the time of the incident, Drennan had a BAC of .198, more
07:57than twice the legal limit in Wisconsin.
08:00No firearm was located at the scene, and no officers were injured during the incident.
08:06Following an investigation by the Winnebago County District Attorney's Office, Sergeant
08:10Lalozern's use of lethal force against Drennan was deemed to be justified, and he did not

11:55As officers cuff the driver, a witness discovers that a small child
12:00has been at risk inside the vehicle throughout the entire incident.

12:29She was released on a $50,000 bond,

12:46No officers or civilians were seriously injured during the bizarre incident.

12:56where local PD are in pursuit of two allegedly armed suspects
13:00who police say just robbed a bank and carjacked a vehicle.
13:04Earlier, security cameras at a local bank captured these images of two masked men
13:10as they approached tellers at a counter.
13:13After one of the men pulled out a gun,
13:15the tellers began handing over cash.
13:18The suspects then fled the scene with an undisclosed amount of money,
13:21and witnesses provided a description of the getaway car.
13:24But when the fugitive's vehicle became disabled in heavy traffic,
13:29a bystander filmed the two men
13:31as they attempted to carjack the vehicle in front of her.
13:35The suspects removed the victim and got into their car.
13:40But the victim, who was unharmed,
13:42was able to activate a feature in the vehicle that disabled it,
13:47preventing the suspects from restarting it and fleeing.
13:50Now, Corporal Sean Parsley is the first officer to arrive on scene.

15:33the suspect drops his gun and attempts to jack it.
15:37But when he's unable to open the door,
15:39he picks up his gun and continues to run.
15:43Sergeant Ramirez then exits his cruiser
15:46and fires his weapon.
15:50The suspect, who dropped his gun again while running away,
15:54was hit and fell to the ground.
15:56But he doesn't stay down.

16:35Police soon discovered that Vargas,
16:37who was treated for a gunshot wound before being taken to jail,
16:40was already on parole for a previous carjacking conviction.
16:45Police also found Vargas' gun at the scene,
16:48which had been illegally modified to become fully automatic
16:51with a high-capacity drum magazine.
16:54He received several new charges,
16:56including felony robbery,
16:57fleeing a pursuing peace officer's motor vehicle,
17:00driving against traffic,
17:02carjacking,
17:03possession of a machine gun,
17:04and hit and run.
17:05As for Phillips,
17:07who already had active warrants for domestic violence and theft,

17:40approached this customer,
17:41and demanded his car keys.
17:44When the customer didn't hand them over,
17:46the suspect snatched them away
17:47and fled the scene.
17:50But a little more than a week later,
17:52Officer Eddie Yu was flagged down by a clerk
17:55who told him they saw the suspect
17:57back in the store that day.
17:59Officer Yu began canvassing the area
18:02and soon spotted a man
18:04who matched the description of the suspect.
