00:30For many years, the United States has stood as one of Asia's most trusted and reliable
00:40by peace and stability, particularly in this region.
00:46China's sweeping territorial and maritime claims in the South China Sea fly in the face
00:52of their commitments to resolve disputes peaceful.
00:55And I will say I welcome the dialogue, obviously, both our presidents, President Trump, Chairman
01:01Xi have had, both myself and Dong Zhun.
01:04Here, the opportunity to talk is something we have.
01:07We will continue.
01:08Dialogue is important.
01:10But inside that dialogue, we are most importantly watching actions, watching actions very closely.
01:17We seek peace, we do not seek conflict, but we must ensure that China is not seeking to
01:25dominate you or anybody else.
01:28As ASEAN members, we urge that this group continue to work toward that code of conduct in the South
01:35China Sea, remembering that a code without the ability to back it up with actions can just
01:41be empty words.
01:43Where threats to one are known by all goes a long way ensuring that whoever is on the receiving
01:49end of aggression and provocation is then, therefore, by definition not alone.
01:55In the last several years, we've seen a technological revolution in the tools that enable greater maritime
02:02domain awareness.
02:04No one can innovate and scale like the United States of America, and we're eager to share
02:10those capabilities with allies and partners.
02:15Unmanned aircraft and surface and undersea vessels are supplementing and sometimes replacing ships and
02:22planes for this asset.
02:26These and other technological advances are creating remarkable operational impacts at lower cost and risk,
02:33your forces and our forces.
02:36I propose we work together to develop and field the operational concepts in unmanned systems that
02:42can enable greater awareness in the maritime domain.
02:47We're stronger when the tools and the skills that we have are wielded together.
02:52Minister Kavad and fellow ministers, thank you for allowing us the platform and the opportunity
02:57here with this group to further the discussion.
03:02We're interested in hearing everyone's perspectives.
03:04I think it's important that this region hears from the United States, from President Trump,
03:09from myself.
03:10Yes, we are pursuing peace through strength.
03:13The compass we have is oriented on common sense, and we are implementing America first.
03:18But America first does not mean America alone.
03:21It means with our allies and partners.
