00:21With regard to the statement by the U.S. representative, I would like to respond.
00:27In recent times, the U.S. delegation has repeatedly used various issues
00:32to make unwarranted accusations against and smear China.
00:37We firmly oppose this.
00:42Here, I would like to re-emphasize that regarding the Panama Canal,
00:47China has always respected Panama's sovereignty of the canal
00:50and recognizes the permanent neutrality of the canal as an international waterway.
00:57The United States' fabrication of lies and groundless attacks against China
01:02are nothing but a pretext for seeking control of the canal.
01:07China firmly opposes economic coercion and bullying practices
01:12and urges the United States to stop fabricating rumors, lies, and creating trouble.
01:18I would also like to point out that it is the U.S. that is the biggest disruptor
01:29of peace and stability in the South China Sea.
01:31The U.S. has deployed offensive weaponry in the region,
01:36including land-based intermediate-range missiles,
01:40has repeatedly dispatched large-scale naval and air forces
01:43to conduct reconnaissance and military exercises in the South China Sea
01:47and has sought to flex its military muscles and run amok
01:51at the very doorstep of other states
01:54with a clear objective of creating instability in the region
01:57to advance its own geopolitical agenda.
02:00I also would like to point out that the U.S. hegemony,
02:05Cold War mentality, and unilateral actions
02:07are gravely exacerbating risks to global maritime security.
02:13The United States has yet to accede to ENCLOS
02:16and refuses to fulfill the obligations thereunder.
02:21It disregards international law and the warnings of the ISA
02:25by unilaterally deciding to exploit international seabed resources,
02:30thereby appropriating the common heritage of humanity.
02:33It has openly threatened the normal operation
02:37of the Panama Canal and the Suez Canal
02:40and has wantonly challenged the sovereignty of other states.
02:44It has securitized maritime issues,
02:49obstructed the development of maritime infrastructure
02:51and undermined the stability of industrial and supply chains.
02:55We call on the United States.
02:59We urge the United States to pursue some serious soul-searching
03:02and to assume in good faith the responsibilities as a major power.
