00:00Judge accuses Trump admin of bullying states in sharply worded ruling.
00:05President Donald Trump's administration had been accused of violating a court order
00:09by using disaster relief funding to pressure states into aiding federal immigration enforcement.
00:15U.S. District Judge William E. Smith ruled Trump's administration
00:19has done precisely what the memorandum and order forbids,
00:23conditioning Department of Homeland Security and FEMA grants
00:26on states' cooperation with immigration enforcement.
00:29The fig leaf conditional nature of the requirement makes little difference,
00:34the federal judge added.
00:36No matter how confident defendants may be of their chances on appeal,
00:40at present the contested conditions are unlawful.
00:43Smith said that the administration's new condition is not a good-faith effort to comply with the order.
00:49It is a ham-handed attempt to bully the states into making promises they have no obligation to make,
00:55at the risk of losing critical disaster and other funding already appropriated by Congress.
01:00Smith's ruling comes shortly after his previous decision that struck down the same policy as
01:06arbitrary and capricious and unconstitutional.
01:10That ruling prohibited FEMA from withholding billions in emergency management funds from sanctuary states.
01:17Twenty states filed the lawsuit,
01:19arguing that the Trump administration's demands put funding for critical disaster response,
01:24cybersecurity, and public safety programs at risk.
01:28For the court of the court,
01:33the criminal system's demands put funding for unique conditions.
01:38For the court that's directly included,
