01:32The crisis in our prisons that we're faced today is because of 14 years of failure under his government.

01:41As they were packing their bags, and he knows this, to leave office,

01:45temporary release failures were under his watch.

01:49They presided over 17, 17 mistaken releases per month.

01:55This didn't happen overnight.

01:58It was not inevitable.

01:59It was the choices that his party made through 14 years of chaos.

02:05They said that they were the government of security and safety.

02:09They oversaw rising violent crime, and crumbling courts, and crumbling prisons.

02:16Again and again, they promised 20,000 extra prison places,

02:20and they managed an extra 500, 500 in 14 years.

02:24They promised to remove more foreign national offenders from prisons.

02:29They failed.

02:31They promised investment and expansion in the prison system,

02:35but budgets stalled.

02:37They promised investment in the police,

02:39but again, we saw the police cut by 20,000.

02:43They promised increases in access to justice.

02:47We did not see that.

02:49We saw almost the collapse of Legalheim.

02:51Violence went up in our prisons.

02:53Self-harm went up in our prisons.

02:55Drug abuse went up in our prisons.

02:58And prison officer numbers were cut under his watch.
