00:00Nobody knew there'd be a pandemic or an epidemic of this proportion.
00:08There may and likely will come a time in which we have both an airborne disease that is deadly.
00:18And in order for us to deal with that effectively, we have to put in place an infrastructure,
00:25not just here at home, but globally, that allows us to see it quickly, isolate it quickly, respond to it quickly.
00:32So that if and when a new strain of flu, like the Spanish flu, crops up five years from now or a decade from now,
00:41we've made the investment and we're further along to be able to catch it.
00:47It is a smart investment for us to make.
00:50It's not just insurance. It is knowing that down the road, we're going to continue to have problems like this,
00:58particularly in a globalized world.
00:59There is no question that there will be a challenge to the coming administration in the arena of infectious diseases,
01:07both chronic infectious diseases in the sense of already ongoing disease.
01:11And we have certainly a large burden of that, but also there will be a surprise outbreak.
01:16And I hope by the end of my relatively short presentation, you will understand why history,
01:23the history of the last 32 years that I've been the director of NIAID will tell the next administration
01:29that there's no doubt in anyone's mind that they will be faced with the challenges that their predecessors were faced with.
01:37It appears that someone else lied to Congress, Dr. Anthony Fauci.
01:42And you have new efforts that are trying to bring him to justice.
01:46Tell us about those.
01:48Well, you know, when he came before our committee, I questioned him on funding the research in Wuhan.
01:53And he adamantly, repeatedly and heatedly said, I never funded gain of function research ever in China.
02:02Well, it turns out that we have a letter from the group that was funneling the money, EcoHealth.
02:07They were getting NIH grants.
02:09It was going to EcoHealth and then it was going to China.
02:11We have a letter from EcoHealth where they respond because their money had been paused while it was examined,
02:18whether it was gain of function.
02:19And they have a thank you, Dr. Fauci, for restarting our gain of function research.
02:25So it's pretty clear that people receiving the money thought it was gain of function research.
02:29But we also have other members of the NIH.
02:32When we had an interim member, an interim director of the NIH, he came forward and said, of course, it's gain of function research.
02:38Right. So Fauci was playing games with semantics because he worried that this would attach to him.
02:43But now he's guilty of a crime.
02:45Well, Senator, even though he's pardoned, I mean, can you can you open that back up?
02:49That's the real question.
02:51Is the pardon valid?
02:52Can an auto pen pardon someone?
02:54Can a can a clerk or a college intern running the auto pen?
02:59Can they pardon someone?
03:00We address this issue partially, not in court.
03:03But there was a time during President Obama's administration that he was jetting off to India and an important piece of legislation came forward and he wasn't going to be back in time.
03:13And it would be a pocket veto.
03:14You know, if you don't sign legislation, if the president doesn't sign it, it fails through a pocket veto.
03:19He wasn't going to be back.
03:21So he had his auto pen sign it.
03:22And the world knew it was happening and they doubted the validity of it.
03:25But he said not to worry.
03:27When I get back, I will sign it.
03:28And I believe he came back and signed it in person because he was worried about the validity of the law without a real signature.
03:34So the court would have to decide this.
03:37But I think indicting Anthony Fauci would be something that's appropriate.
03:41But then I think the court would decide whether the pardon holds and you'd probably have to interview people.
03:46Did the president really do the pardon or did a clerk or did was it Jill Biden's chief chief of staff who approved this?
03:53You know, the person who was running the auto pen, I think they already have testimony saying he never talked to the president.
03:58So he's running the auto pen.
04:00I think there was thousands of parties coming off of it and he never discussed it.
04:04I think a lot of people are going to start practicing pleading the fifth because this thing is getting real spicy.
