00:00This is a plan, not a sermon.
00:04Next in my blueprint, work and welfare.
00:08If we want to end our over-reliance on immigration,
00:11then we must make sure that every British citizen who can work, does work.
00:18Right now, there are 6.5 million working-age adults claiming benefits instead of working.
00:26You heard me right, 6.5 million.
00:28That is the entire population of Cardiff and Belfast and Glasgow and Manchester combined,
00:38being paid to sit at home all day.
00:42We cannot expect people to get up and go to work and pay more and more taxes
00:47to subsidise millions of others not to work.
00:50It should not be controversial to say this.
00:52Conference, we have done the hard work, and we have a plan to cut welfare spending.
01:00First, British benefits for British citizens.
01:05It is common sense that you should not draw out of the system that you haven't paid into.
01:09Second, we will restrict benefits to those with the more severe mental health conditions,
01:16non-anxiety or mild depression.
01:19Yes, these challenges are real, and people should get support.
01:23But they cannot be treated as a reason for a lifetime of work.
01:27And third, we will restrict low-tability vehicles to people with serious disabilities.
01:33Those cars are not for people with ADHD.
