00:00When former Philippine President Rodrigo Duterte was arrested in March 2025
00:15under a warrant from the International Criminal Court
00:18charged with crimes against humanity, Grace could not believe it.
00:23She lost two close relatives during his brutal war on drugs.
00:30She was still in the same way.
00:32She was asking me, she confirmed me,
00:35she was like, is it true?
00:37It was like that.
00:38She was just a dream.
00:40I didn't think that she was like,
00:45for a few years or so.
00:48My dream was like, she was already started.
00:53I didn't even think about it, but it was already long.
00:57As president of the Philippines between 2016 and 2022, Duterte launched a so-called war on drugs.
01:05This crackdown targeted mostly poor young men suspected of using or selling drugs.
01:11They were often violently killed without trial.
01:14Official figures acknowledge at least 6,000 people were killed during Duterte's crackdown.
01:22Human rights groups report the number of people killed may have been as high as 30,000.
01:28Grace's brother Joseph and her father Marcelo are just two of the victims of the drug war.
01:34Si papa ko, pinatay siya noong July 22, 2016, sa laob ng bahay.
01:46Ang kuya ko naman, July 22 din, 2016.
01:51But it was a male-founded body.
01:55Natagpuan yung patay, natagpuan yung katawan niya sa ibang lugar.
02:03Pinasok yung bahay namin ng mga nakasibilyan.
02:09Pakilalang police, pero mga nakasibilyan sila.
02:12Tapos yan, binaril agad nila.
02:32The ICC then moved forward with an investigation into Duterte
02:36that eventually saw him charged, arrested and flown to the International Criminal Court in The Hague, Netherlands.
02:44The process was initiated by the ICC based in part on testimonies from hundreds of victims' relatives.
02:52Grace is one of them.
02:53She had been planning to travel to The Hague, Netherlands, the home of the ICC, in September to witness the confirmation of charges.
03:01She was set to face the man who is alleged to have ordered the killing of her father and her brother.
03:08But then proceedings stalled.
03:10Duterte's lawyers announced that the former president is in poor health,
03:14leaving him unable to sufficiently recall events.
03:19The court has delayed proceedings to assess his fitness for trial.
03:23A new date has yet to be announced.
03:26This is proving a big upset for Grace and other relatives.
03:30But my biggest concern is that what he felt,
03:41she was hurt.
03:43She said,
03:44No!
03:46It's not true.
03:48It's not necessary.
03:50It's not necessary to forget.
03:52Because even though I was thinking,
03:56even though I was thinking,
04:00I remember all of that.
04:02You can't forget us.
04:04We were hurt.
04:06We were hurt.
04:08We were killed in life.
04:12Even with the confirmation of charges,
04:14in definitely Pascong,
04:16Grace is setting off for the International Criminal Court
04:18at The Hague.
04:28It's finished the time of crying.
04:32This is the time of
04:34hearing or hearing
04:36who should answer.
04:40At The Hague,
04:42Grace is meeting activists,
04:44including other relatives
04:46of those killed during the drug war.
04:48They are angered by the delay
04:50in the ICC proceedings,
04:52but not deterred.
04:54Here, in the company of others
04:56with the pain,
04:58Grace is able to let out the rage
05:00that she has kept inside her
05:02for nearly a decade.
05:04When things get out of control ,
05:06They will never hurt them.
05:08They will never hurt their lives.
05:10The pain of those who mopped us their lives.
05:12They will never hurt their lives.
05:14They will never hurt their lives.
05:16They will never hurt their lives.
05:18As president,
05:47Duterte was a divisive figure. To this day, he remains one.
05:54Supporters of the former president are calling for his interim release.
05:59Some have traveled across countries to be there.
06:05They say they have been standing watch every day for six months,
06:09waiting to get updates about Duterte from relatives and visitors.
06:13Today, his visitors are the former first lady and his granddaughter.
06:17They say that Duterte is well-engaged and jolly.
06:21He's alive now. That's as much as we can say.
06:25We are happy that you are still here.
06:27Yeah.
06:28Because that is what gives us fretful.
06:31Right?
06:32Okay, do you have time for pictures po? Maraming first-timers.
06:37For a bit po.
06:38Okay, okay.
06:39The first time...
06:40The first time...
06:41The ICC has charged Duterte with crimes against humanity.
06:55or in time release, okay lang yun. At least, hindi siya yung mag-isa. Meron siyang kasama at may kakuwang siya.
07:01Habang tumatanda siya, hindi niya deserve kung na ganyang treatment.
07:04The ICC has charged Duterte with crimes against humanity.
07:09He is also named as an indirect perpetrator in the murders of dozens of alleged criminals.
07:15But the ICC says the scale of violence was much greater.
07:20Duterte has never apologized for his brutal anti-drugs campaign.
07:25Ardido! Justice!
07:29Dating bonga! Justice!
07:33Actually, in terms of the counts, the victims really are praying and hoping that there will be an expansion.
07:39Because in fact, there were thousands upon thousands of arbitrary arrests, illegal imprisonments that were committed under the Duterte War on Drugs.
07:49So it's really the hope of the victims that arbitrary detention, illegal imprisonment under Article 7 of the Rome Statute will also be included.
08:15Now, as Grace prepares to head back to the Philippines, she reflects on her time in The Hague.
08:47At umasa, siyempre.
