00:00:00Friends, governors, entrepreneurs, entrepreneurs, entrepreneurs, workers, people of Mexico.
00:00:22We are seeing each other again on this great ZĂłcalo Square, the heart of the Republic.
00:00:35Here, a place filled with history, we are gathering to commemorate together one year
00:00:51of the people's government, because I don't do this on my own.
00:01:01I do not govern on my own.
00:01:05Our government is a government of the people, by the people, and for the people of Mexico.
00:01:18We are living through a historic moment.
00:01:24Our country has taken on a path of social justice, dignity, warranties of social rights, freedom, democracy, sovereignty.
00:01:42It's not a minor achievement or a fleeting one.
00:01:48It is the result of decades of Pacific struggle, organizing, resistance, and also a heritage from an honest man and profoundly devoted to his people,
00:02:11former President Andrés Manuel López Obrador.
00:02:16Some are trying to break us apart.
00:02:33their objective is not other than ending the transformation movement.
00:02:43But that won't happen because we share values, honesty, justice, and love for the people of Mexico.
00:02:58Because we also share projects, Mexican humanism, and because we did not come to this position only to manage,
00:03:15we came to continue transforming the nation for the welfare of the people.
00:03:24Andrés Manuel López Obrador was and will always be an example of honesty, austerity, and profound love for the people.
00:03:38He never gave up.
00:03:39He never gave up.
00:03:44He never conceded to the powerful.
00:03:48He never stepped aside from his principles and listened good.
00:03:53This president will never do that either.
00:03:56Because we have convictions.
00:03:58We have principles.
00:04:03No matter how hard external pressures might be, we only obey the people of Mexico.
00:04:18Let them hear that well and clear.
00:04:21In Mexico, the people is the one that rules.
00:04:35Conservatives would like us to forget how things were before.
00:04:43Governments that lived in luxury.
00:04:46Governments removed from the reality of the people.
00:04:50Fortunes built through public service.
00:04:54But that is over.
00:04:56Because in this New Mexico, honesty will not be the exception.
00:05:02It is the rule.
00:05:04And whomever betrays the people, whomever steals from the people, will be tried.
00:05:17Power is not to profit from.
00:05:22It is to serve humbly.
00:05:25Public resources are sacred.
00:05:29And they should be returned to the people in rights and welfare programs and strategic projects for national development.
00:05:43Let us remember that between 1982 and 2018, for six periods of 36 years total, Mexico lived through a dark night of neoliberalism.
00:06:01Those in power at the time had no convictions more than money and market.
00:06:09They governed for a few, whereas millions were left behind.
00:06:16And for that reason, in 2008, poverty reached 45% of the population in Mexico.
00:06:30That was the face of injustice, of corruption and of privileges.
00:06:37That was the reality that the fourth transformation inherited, and that is the reality that we decided to change.
00:06:47And look what we have done.
00:06:52Instead of that 45% of people in poverty, today we have a 29%.
00:07:04Of course, it means we have to continue working to make sure that no one in Mexico is ever part of that percentage.
00:07:13But I am sure we have taken the right path.
00:07:16That feat, described already in our national history between 2018 and 2024,
00:07:2613.5 million Mexicans left poverty, were uplifted.
00:07:40That feat, although they might want, cannot be erased through hate campaigns, through lies, nor slander.
00:07:55It is an irrefutable fact.
00:07:58Besides, the reduction of poverty came along with a decreased social gap.
00:08:07In 2008, the 10% richest of the population earned 27% more than the 10% more poorest segment of the population.
00:08:22In 2024, that gap was reduced from 27% to 14%.
00:08:33With neoliberalism, we became a country with great disparities.
00:08:42Now, we are the second country with less disparities in the Americas only after Canada.
00:09:00The economic model has been completely transformed.
00:09:09It could be summoned up for everyone's good, first the poor.
00:09:15Thanks to that, despite difficulties internationally through this year, our economy remains strong.
00:09:31We have a projected annual growth of 2%, despite catastrophic forecasts.
00:09:41Foreign investment, direct investment, was a record for the first semester in 2025.
00:09:50Tourism grew 13.8%.
00:09:54Our currency is under 19 pesos per dollar.
00:10:01Unemployment stands at 2.7%, one of the lowest levels worldwide.
00:10:08And annual inflation in September was 3.7%.
00:10:18Let me avail of this opportunity to thank for produce manufacturers and trading companies
00:10:31for agreeing on an economic package against inflation and their voluntary agreement not to raise the price of gasoline or the maize tortillas.
00:10:47By September, we had 22.5 million workers affiliated to social services.
00:11:02And now, under the new reform, all workers of digital platforms should be covered with social security.
00:11:10In Mexico, we have freedoms and democracy.
00:11:14Contrary to lies being spread in most media, the whole world can see clearly that in Mexico there is no repression.
00:11:29The state is not using its force against the people.
00:11:32We respect human rights.
00:11:35We practice freedom of expression.
00:11:40There is no censorship and all the powers are voted by the people of Mexico.
00:11:58Over the last few months, over the last 13 months, we propose transformations to the law.
00:12:07We approved 19 constitutional reforms and 40 new laws.
00:12:17Let me touch upon the most important ones.
00:12:21A reform to the judicial power.
00:12:26In June 2025, Mexicans, we had a free election to appoint ministers to the justice system, judges and justices.
00:12:44And let me say, let me salute all the new appointees to justices and judges.
00:12:56We, the era of nepotism in the judicial branch is over, is over corruption and privileges.
00:13:07And a new era is beginning, a new era of legality, of justice for all.
00:13:17A true state of rights.
00:13:20It is a very profound transformation.
00:13:26People who work in the justice system should be at the service of the people, not as it was the case before, of only benefiting certain groups or political factions or economic factions or under criminal interests.
00:13:49Also, we have incorporated the national guard to the defense ministry to guarantee their professionalism, that they stay in the ranks and that they are honest.
00:14:05Third.
00:14:06Third.
00:14:07There's been a reform to the second article, an amendment to the second article of the Constitution,
00:14:12to acknowledge the First Nations, First Nation peoples, with all their rights.
00:14:24Let live the First Nations of Mexico.
00:14:30Fourth, amendments to the Articles 25 and 27 of the Constitution to revert an important part of the 2013 and energy reform.
00:14:47Thanks to those articles, the reform to those articles and other secondary laws, we have recovered Pemex, Mexican Petroleum, for the people of Mexico.
00:15:02And fifth, a reform to the 28th article to provide public internet access.
00:15:22And equality for women is also already in the Constitution.
00:15:29Passenger trains are also contained in the Constitution.
00:15:36The reforms to the Constitution to every social welfare program are considered social rights for the people of Mexico.
00:15:54We have also reformed the 123rd article of the Constitution to acknowledge right to housing rights to workers.
00:16:07living quarters should not be a business.
00:16:12It is a right to the people of Mexico.
00:16:17And the right and also rights.
00:16:23And we have also included in the Constitution the importance of not using transgenic corn because, as we have said, without corn there is no country.
00:16:42As of 2030, there would be no election for public posts.
00:16:52And it's been forbidding to bequeath as an inheritance a public office position.
00:17:07There should be no nepotism.
00:17:12And to those willing to interfere, to have a foreign power interfere in Mexico, we have written in the Constitution the following.
00:17:22The people of Mexico, under no circumstance, will accept any foreign intervention or interference from a foreign party that may be damaging to its independence and sovereignty.
00:17:45No interference in elections or any incursion in our Mexican territory whether it be by land, air, water.
00:18:01This reform basically means Mexico will not accept any interference, any intervention.
00:18:08We are a free country, independent, sovereign.
00:18:13I should also explain here that the reform to the social reform guarantees every citizen their rights.
00:18:35against any improper act of authority that has been properly safeguarded.
00:18:45And the objective of that is to expedite justice, to guarantee a swift action against moneylendry.
00:19:01And to prevent tax exemptions that have lasted for too long from people who refuse to pay taxes.
00:19:19Thank you from the bottom of my heart to the Senate of the Republic, to the Deputy's Chamber and to local Congress.
00:19:47for the patriotic and consequent action in approving these historic reforms.
00:19:57I think it's... we need to ask ourselves, how did we manage to historically reduce poverty and inequalities?
00:20:25It's called social justice.
00:20:28It's called social justice.
00:20:30We increased minimum salary.
00:20:34We implemented welfare programs.
00:20:37And we recover the capacity of the Mexican state as direct force in the economy, as well as its capacity to do public strategic works.
00:20:52Let's remember that over 36 years, there was no increase to minimum salary.
00:20:59Now, between 2018 and 2025, it has been raised 135% in real terms.
00:21:11In 2018, minimum salary was 88 pesos per day.
00:21:20In 2025, it's 279 pesos diarios.
00:21:24It's 279 pesos per day.
00:21:27And on the north border area, 420 pesos per day.
00:21:33They used to say that if we raised the minimum salary, there would be inflation because there would be no investment and the currency will be depreciated lives.
00:21:49We increased the minimum salary and inflation is under control.
00:21:56Direct foreign investment has continued to flow and our currency is one of the most stable around the world.
00:22:08This year, we are allotting 850 million pesos for the benefit of 32 million families.
00:22:33That is, 88.4% of families in Mexico get some direct support.
00:22:43And no one is asked who you would be voted for or which party you affiliate for.
00:22:51Welfare programs are for the people of Mexico, universally, directly, without intermediaries.
00:23:00The vote should not be used as a lever.
00:23:04The reach of welfare programs by the end of 2025 is the following.
00:23:1413 million people over the age of 65 get pensions.
00:23:211.6 million people with some discapacity get a pension.
00:23:3313.4 million students have scholarships attending public schools.
00:23:4028 million families with children at school, 63,200 schools, primary schools, and 6,050 senior and junior high schools.
00:24:0583 clinics are covered with the clinic as ours.
00:24:10264,000 youngsters are built in future.
00:24:15243 children from 0 to 4 years of age get support.
00:24:241.8 million farmers also get support in the form of means and fertilizers free of charge produced by Pemex.
00:24:47235,000 farmers, 576,sided by Pemex.
00:24:48296,599,000 food futures.
00:24:49There are welfare stores, and this year, they are enjoying fair trade with chocolate.
00:25:03415,000 farmers are sowing the land with sinper Airbnb cheradiuvel
00:25:11Farmers are sowing the land with life.
00:25:22Milk producers are serving 13.8 million families under social policy.
00:25:31And there's also social programs for support for women from the age of 60 to 64.
00:25:40That's a way to acknowledge the work of care through long years.
00:25:51Now, this year, we are building 1,000 nurseries, which now we call education centers for infants,
00:26:08for working mothers.
00:26:09This year, all junior high school students will get a scholarship.
00:26:16And next year, we will provide scholarships to primary school children.
00:26:24And all the elders and people with some handicap are getting visits to their homes and support.
00:26:37This is the most ambitious social program in the history of Mexico, based on the principle
00:26:44of trust in the people, and that social rights are the basics of welfare.
00:26:53And for the first time in history, over 20,000 African and indigenous communities are getting
00:27:07public funds directly.
00:27:08Under the fourth transformation, we have the conviction that the state should warrant people's
00:27:23rights, like access to education, to health care, and to disillusion.
00:27:30Many years of neglect there have been.
00:27:37And we have a lot more to do, but we have made great progress.
00:27:43In that spirit, we have set a goal of providing public education from the basic grammar school
00:27:57to the university.
00:28:01This year, we raised salaries for teachers and professors by 10 percent.
00:28:11We managed to gradually reduce retirement age for those under the 10th transition.
00:28:22We are strengthening the solidary pension regime through pensions for welfare.
00:28:31And in the coming months, as I said I would, we would launch a public consultation through
00:28:41each school for whatever policies teachers may decide.
00:28:59We created a national standard for senior high schools to harmonize all high school systems.
00:29:09This year, we are opening 38,000 new paces for senior high school graduates.
00:29:23Of the expected 120,000 that we will be opening.
00:29:34And we are building more senior high schools that may be closer to their schools.
00:29:39So that when leaving senior high school, they may enter senior high school.
00:29:57The new system does not require an exam of entry to senior high school.
00:30:06The new system is my right, my place.
00:30:19Our vision for the youngsters who would like to continue to the university may have the right
00:30:30to do it free of charge.
00:30:32That's why we are strengthening welfare universities like the Benito Juarez University.
00:30:38And we created the Rosario Castellano National University, which has 77,000 students already.
00:30:51This year, we have invested in art schools.
00:30:59We eliminated inscription quotas through the program Mexican Sings.
00:31:05We have created cooperation between Mexican and U.S. art students to promote a peace culture.
00:31:20In December, along with several countries in Latin America, we will launch a new project, 25 books
00:31:35for the 25th, to teach the new generation's magic realism.
00:31:44We are demanding the Congress to raise the budget for culture and the cinema industry, something
00:32:02that has already been approved by the parliament, 23 public entities are under welfare program.
00:32:18We have created health routes to make sure that medicine reach the farthest corners of our country.
00:32:29And they tell us that we are covering 90% of the needs for meds.
00:32:38And by the end of this year, we might have inaugurated 31 new hospitals under three different welfare programs.
00:32:51And we have initiated a program lab in your clinic.
00:32:55Most health clinics will have their own laboratories to properly diagnose people.
00:33:05That would be a reality in December for the 23 states of the Republic and also for the Yucatan,
00:33:14which is joining this program, welfare program.
00:33:23Our proposal is to build 1.8 million new houses for welfare with accessible credits for families earning less than two minimum salaries.
00:33:41I have the pleasure to inform you that 300,000 of these are under construction and we have already given some of these new houses to people.
00:33:53Besides, 5 million families who had unbearable debts will benefit with debt reduction programs,
00:34:13a way to grant loans that would support people instead of being just a means of profiting for banks.
00:34:29Many families have already entered this new policy.
00:34:33And I'm telling you, don't believe any fake news, the Maya train has transported 1.7 million passengers since it opened.
00:34:49From the Felipe Ăngeles Airport, 15 million passengers have traveled as well as almost one million tons of cargo.
00:35:11The Olmeca refineries producing an average of 270,000 barrels of oil per day.
00:35:25The Mexicana de AviaciĂłn, the airliner, has moved 750,000 passengers.
00:35:32We have started strategic works under our administration.
00:35:43The Machuca, Mexico City train, the Machuca, Mexico City train, passengers train between Mexico Laredo and a new passenger train for the northern area to Laredo.
00:36:03So, what do you think, if that train, we could name that train as the Gulf of Mexico train?
00:36:24Raise your hand if you agree.
00:36:26So, who wants to name the train that goes from Mexico to New Laredo, maybe called the Gulf of Mexico train?
00:36:45Okay, the majority.
00:36:46We already started construction of a train from Querétaro, two new routes, and we have initiated a cargo train, a Maya train, undertaken by military engineers.
00:37:10And we are also making progress in an interoceanic train from Guaxaca to Chiapas under the Navy responsibility.
00:37:24And we are also finishing two other train routes, and we have also started working on a highway,
00:37:45a highway, highways connecting several circuits in several cities.
00:37:58under construction.
00:38:11Under construction, we have 11 of 21 road distribution points.
00:38:18And we are supporting Guerrero State to rebuild over 68 bridges that were destroyed by hurricanes.
00:38:31We are also rehabilitating 820 kilometers of roads in the Mixteca area in the mountains of Huaxaca and Guerrero.
00:38:47And we have also a lot of resources for the construction of 500 dirt roads in indigenous communities.
00:39:01Through this year, we have granted water supply contracts
00:39:16and with a lot of support from irrigation districts and company districts has allowed us to deprivatize and recover for the nation 4 million cubic meters of water,
00:39:34which means four times what Mexico City needs.
00:39:40A few days ago, we sent an amendment to the water law to guarantee that water be a human right and a resource of the nation,
00:39:52not merchandise for the benefit of a few.
00:39:55For the first time in our history, we are making technical advancement for irrigation in eight districts in 18 states of the Republic.
00:40:16And we are also starting 20 strategic projects for drinking water and sanitation in several cities.
00:40:28Here we have a helfen that you've got to know for many schools.
00:40:34We have to use this.
00:40:38And we have to use this.
00:40:43An integral program also for Acapulco.
00:40:47A dam system in Sonora, distribution lines for Laguna, an integral project for the metropolitan
00:41:10area of the Mexican Valley, protection waters works in Tabasco, and sanitation of
00:41:17Tula-Terma-Santiago rivers.
00:41:29We are giving continuity to the rescue of Mexican petroleums, neoliberal governments left a corrupt
00:41:43debt, but we are making progress, steady progress, and with a lot of honesty, there will be no
00:41:53energy shortage for the national development.
00:41:56We are promoting sovereign energy supply, and we are also promoting clean means of energy,
00:42:06sources of energy.
00:42:09In 2024, we launched a strategy to strengthen security and justice based on four axes,
00:42:19addressing the causes, consolidating the National Guard, strengthening research and intelligence
00:42:29bodies, and coordinating all branches of the government.
00:42:35With the security secretariat, we meet every day at 6 a.m. to strengthen that strategy.
00:42:47The policy to build peace is built sovereignly in Mexico.
00:43:05There is no foreign interference, only our perseverance.
00:43:08This morning, we had results through the month of September.
00:43:17In the past 12 months, we have reduced criminal homicide by 32 percent.
00:43:24That is, between September 2024 and September 2025, there were 27 homicides less per day.
00:43:46The reduction that we have managed in several states is significant.
00:43:52For instance, in the state of Zacatecas, 88 percent, 73 percent in Chiapas, 62 percent in Jalisco,
00:44:0761 percent, 47 percent in Guadalajara, 46 percent in Sonora, 45 percent in Puebla,
00:44:1944 percent in Tabasco, 43 percent in the state of Mexico, 25 percent in Low California, 22 percent in Guadalajara, 22 percent in Guerrero.
00:44:37A few months ago, we launched a national strategy against extortion, and we submitted a reform
00:44:47to end this crime, and especially to protect the victims of this crime.
00:44:53also to protect the rights of young people and to guarantee zero impunity that we would have
00:45:10further advanced socially. I'm sure that the new judicial power will help a lot in this process.
00:45:16I thank the cabinet that has worked with me through this year, especially Secretary General
00:45:30Ricardo Trevilla and Admiral Secretary Pedro Raimundo for their professionalism,
00:45:39loyalty and patriotism. Friends, we will continue to make progress in all of the projects that we have
00:45:54already initiated. And we will also launch an integral program
00:45:59to repair federal highways, and we will invite states and municipalities to join in this program.
00:46:13We will give continuity to all of the public works already under construction.
00:46:20From now until December 26, we will inaugurate bridges, roads, hospitals, new train lines,
00:46:31we will continue all of these works, also dirt works, new schools, new clinics, new hospitals.
00:46:41There's one thing clear, when there's no corruption, there's money for more.
00:46:50Let me give you this piece of information. In 2025, our estimate is that without having raised taxes
00:47:08compared to the previous year, we might
00:47:11the state budget by as much as 550 million more. When we arrive at government, we propose the Mexico Plan,
00:47:30a plan aimed at strengthening production for domestic and foreign markets to generate better jobs for the people.
00:47:46In next year, 2026, that program would be...
00:47:49We would have 23 welfare clusters.
00:48:00And I know we will reach a good agreement with the United States and with other countries around the world
00:48:06regarding our trade relations.
00:48:09As part of this plan, in the next few weeks, we will be submitting an electric prototype
00:48:23design of semiconductors and design of semiconductors and projects for our own satellites
00:48:36and for drones built 100% in Mexico.
00:48:40That is part of a very ambitious program, which will be submitted in the next few weeks, which we are calling
00:48:52Mexico, a country of innovation, which includes development,
00:48:58developing a national laboratory for artificial intelligence, France.
00:49:03As the first woman president of Mexico, let me say, we all made it.
00:49:25In the next few weeks, during previous neoliberal administrations, they were searching for models
00:49:39in other countries because they never
00:49:47believed in our own history, our own cultural heritage, and in the creative power of our own people.
00:49:54They tried to impose the idea that what we had was of no value, that we needed to copy from others.
00:50:03Today, we say that although we may acknowledge other countries' experiences, we need to look back
00:50:12into our history, of which we have to be proud of the great civilizations that we had here before the
00:50:22arrival of the arrival of the Spanish conquistadors. We are proud of indigenous women in Mexico,
00:50:30which are the support and guide of the country. We take pride in our native nation, first nations, and the
00:50:39Afro-American, Afro-Mexican groups. We are also proud of our political history.
00:50:46The great men and women in independence through the reform and the revolution and of the millions
00:50:57who fought to have democracy and the freedoms that we enjoy today. We are proud of our women who fight
00:51:08every day, opening paths of equality and justice. We are also proud of our youngsters, of all elders
