Palestinian representative pleads for end of conflict in Gaza, West Bank

The permanent observer of the Palestinian State to the United Nations, Riyad H. Mansour, accused Israel of setting the stage to expand the Gaza war to the West Bank on Monday during his appearance before the United Nations Security Council.

"We do not need to see the repetition of what happened against our people in the Gaza Strip to be in the West Bank," said Mansour.

Israeli Prime Minister Benjamin Netanyahu faces pressure to annex the West Bank from far-right politicians in his government who want to extend sovereignty over the area and snuff out hopes for a Palestinian state.

00:00We will confront terror.
00:03Those who turned the blind eye to Gaza two decades ago now see the results.
00:09We will not repeat that mistake in Judea and Samaria.

00:15The terror threat in Judea and Samaria is real and imminent.

00:30our operations in Gaza continue with the same determination – to bring our hostages home.
00:37Israel fights on multiple fronts, but with a clear purpose.
00:41Our objectives are not complicated – to bring the hostages home and to eradicate Hamas.
00:48But peace will not come through speeches or declarations.
00:52It will only come through courage, accountability, and the will to end terror at its core.
00:59I think it's becoming crystal clear that almost the entire international community is moving in the direction of peace and putting an end to this tragedy in Gaza.
01:19The Israeli leadership – not the representative in this room, but his boss – stated it clearly, setting the stage of moving the war to the West Bank, as if what we need is more wars.
01:40We need to prevail, all of us, by giving peace a chance.
01:47We do not need to see the repetition of what happened against our people in the Gaza Strip to be in the West Bank.
01:58When will the Israeli leaders show leadership and move in the direction for peace?

02:11Because the moment they have ceasefire and the beginning of peace in Israel, you know what will be the future of the Prime Minister, who is a wanted international criminal by the ICC.
02:29So the challenge for us, should we give peace a chance and to start the healing of all of these wounds and to give a political hope and horizon for the Palestinian people and the Israeli people and all the peoples in the Middle East?

02:56We have chosen peace. You have chosen peace. There is a party that is beating the drums to move it in the direction of the West Bank.
03:06And we should succeed in not allowing them to do so.
03:11And you are absolutely right. If you will not face the extreme forces in Judea and Samaria, we will have to go in and deal with the terrorists.
03:22Look what happened in Gaza. We left Gaza 2005, 20 years ago, completely.
03:28We gave you the keys. We told you, you will rule Gaza, the PA.
03:35You got the opportunity, but you were not able to confront the extremists.

03:46You should confront the radicals. Take responsibility.

04:15The two-state solution is under threat from relentless violence, deepening humanitarian catastrophe and political obstruction.
04:25In the West Bank, the Israeli government continues its stranglehold on the Palestinian economy,
04:32further destabilizing the Palestinian Authority.
04:36So we urge Israel to release withheld clearance revenues, restore correspondent banking relationships,
04:45and facilitate shekel transfers from Palestinian banks.
04:50We also repeat our calls on Israel to halt the expansion of illegal settlements, including the E1 plans,
04:59and act decisively against extremist settler violence.
05:05All of us desire peace, colleagues. All of us desire peace.
05:10But we should be united by one message for Hamas. Release the hostages now and end this war.
05:20Hamas bears absolute responsibility for the ongoing war in Gaza.
05:25Hamas began a war on October 7th, 2023, with a massacre of innocent people, including women, children, and the elderly.
05:34Unfortunately, while Israel has accepted the negotiators' proposals,
05:39Hamas has repeatedly rejected these reasonable offers to make peace.
05:44We also call on the Palestinian Authority to live up to its commitments at Oslo
05:50and condemn Hamas' terrorism consistently and unequivocally to stop the incitement of terrorism
05:59and to fully implement its commitment to end the program of cash payments to terrorists and their families.
