00:00The fourth challenge is to take back our streets from crime, gangs, and drugs.

00:06And we have actually been making progress on this count as a nation

00:10because of what local law enforcement officials are doing,

00:13because of what citizens and neighborhood patrols are doing.

00:16We're making some progress.

00:18Much of it is related to the initiative called community policing

00:21because we have finally gotten more police officers on the street.

00:26That was one of the goals that the president had when he pushed the crime bill that was passed in 1994.

00:32He promised 100,000 police.

00:34We're moving in that direction, but we can see it already makes a difference

00:38because if we have more police interacting with people, having them on the streets,

00:43we can prevent crimes.

00:44We can prevent petty crimes from turning into something worse.

00:48But we also have to have an organized effort against gangs,

00:51just as in a previous generation we had an organized effort against the mob.

00:55We need to take these people on.

00:57They are often connected to big drug cartels.

01:00They are not just gangs of kids anymore.

01:02They are often the kinds of kids that are called super predators.

01:06No conscience, no empathy.

01:08We can talk about why they ended up that way,

01:10but first we have to bring them to heel.

01:12And the president has asked the FBI to launch a very concerted effort against gangs everywhere.

01:18In addition to that, he has appointed a new drug czar.

01:21You probably saw him Tuesday night.

01:23He's one of the most distinguished active military generals that we have in our country.

01:28He's already proven that he knows how to interdict drugs

01:31because of his command of the South American activity on behalf of the United States.

01:37But General McCaffrey will make a big difference,

01:40and I believe it is now time for all of us to know what we can do individually

01:44to be part of this anti-crime, anti-gangs, anti-drug effort.
