00:00Former Assistant District Engineer Bryce Hernandez says from 2019 to 2025, or the last six years,

00:24When asked by Senator Bam Aquino if they ever had a project that was properly implemented,
00:28Hernandez replied, none.
00:32Senator Irwin Tulfo lashed out at Hernandez for knowingly endangering lives.
00:37Hernandez then backtracked, saying under-designed might be the more appropriate term than substandard.
00:43Hernandez adds every project in their district is automatically overpriced,
00:47and they do it by listing too many pieces of specific materials or over-declaring quantities.
00:53These cover every project from streetlights to classrooms to roads to flood control structures.
00:57Hernandez says the quality is compromised because materials are cheaper.
