House of Representatives members have collectively put their foot down on Cavite 4th district Rep. Francisco "Kiko" Barzaga for actions considered "disorderly" and "unbecoming" of a congressman.
This, after the plenary voted 249-5-11 (yes-no-abstain) on late Monday afternoon, Dec. 1 to impose a 60-day suspension without pay to the self-proclaimed "congressmeow" and rage-baiter extraordinaire.
00:03But before I speak, I think the Honorable Barzaga is standing up.
00:07So if he will have any manifestations, I will yield the floor to him.
00:14Majority leader.
00:15Mr. Speaker, may we recognize Honorable Kiko Barzaga.

00:21Okay. Testing, testing.
00:24I wholeheartedly accept the decision of the committee,
00:27but I maintain my stance that President Marcos must be held accountable for his crimes.
00:32Too many people have died and too much money was plundered from the Filipino people for us to stand down now.
00:38Whatever punishment may fall upon me and others who stand against this president who has lost his constitutional mandate,
00:43observing the people is inconsequential in relation to the amounts of lives and futures that will be saved when President Marcos leaves Malacanang.
00:53He took the deaths and imprisoned them.

01:37Mr. Speaker, Mr. Speaker, I just yielded to the Honorable Barzaga.

01:43But Mr. Speaker, I have a point of order.
01:45Majority.
01:45What's the point of order, Mr. Speaker?
01:53May I know from the Chairman?
01:55Mr. Speaker, as sponsor of this resolution, I have not yet yielded my time with the respondent.
02:02Majority Leader.

02:36Mr. Speaker, there is a pending motion to consider the committee report.
02:39Mr. Speaker, may I ask if the sponsor is willing to yield to a few questions?
