Przewodnicząca Komisji Europejskiej po raz pierwszy zaproponowała podjęcie środków wobec Izraela w związku z pogarszającą się sytuacją humanitarną w Strefie Gazy. Ursula von der Leyen przyznała jednak, że zatwierdzenie sankcji będzie trudne ze względu na podziały wśród państw członkowskich UE.

00:35The European Commission's proposed package of sanctions against Israel
00:40is the topic of this episode of EU Decoded.
00:43The proposed package of sanctions to be imposed on Israel by the European Commission
00:48includes suspending the trade component of the EU-Israel Association Agreement
00:53and reinstating tariffs that would correspond to an additional annual cost
00:57of 227 million euros for Israeli exports,
01:03halting transfers from the EU budget to the bilateral cooperation program
01:07amounting to 6 million euros per year scheduled for 2026 and 2027,
01:13freezing approximately 14 million euros earmarked for ongoing projects
01:18within the scope of EU-Israeli cooperation.
01:21Ursula von der Leyen's announcement comes just a few weeks
01:25before the second anniversary of the Gaza Wall.
01:28Following a string of attacks carried out by the Palestinian terrorist group Hamas
01:33on 7 octobre 2023,
01:36Israel launched a large military operation in the Gaza Strip.
01:40Let's hear what Europeans think of the Commission's proposal.
01:43We need to be aware of the humanitarian situation
01:48that is a dramatic situation that is happening in Gaza,
01:50but I do not think it is a measure against Israel
01:52or against the Israelis in general.
01:54I doubt that it is sufficient as a measure.

02:40What prompts Ursula von der Leyen's decision
02:43to make this announcement almost two years into the war?
02:47I think there is a climax right now in terms of pressure.
02:51You have the United Nations on one side saying
02:54that there is a famine in the Gaza Strip.
02:57There is pressure from everybody, from NGOs, from countries.
03:01Everybody is telling Europe needs to act.
03:05And Europe is not acting.
03:07And there is one other factor I think is very important
03:09is that Ursula von der Leyen is German.
03:11And it's very important because Germany has been so far
03:15blocking any possibility for the EU
03:18to really come up with sanctions against Israel.
03:20Indeed, in her announcement to Ursula von der Leyen
03:24acknowledged that it would be difficult
03:27to get everyone on board to approve these sanctions.
03:31What is the situation among member states?
03:34To be honest, divisions are very, very deep in Europe.
03:37So you have on one side all of the countries
03:39who want to go forward with sanctions,
03:42who think that Palestine has a right to be a state.
03:46They believe in the two-state solution
03:47and they want more action.
03:49And on the other side, you have all of the countries
03:52which also have historical ties with Israel.
03:56And I'm thinking about Germany, but not just Germany.
03:58Austria, I'm thinking also about Czech Republic.
04:00All these countries that are keen to preserve
04:03their sacrosanct link with Israel.
04:08Well, thinking that they might be able
04:11to overcome that division,
04:14what would be the impact on Israel
04:17of approving sanctions, notably the suspension
04:20of the trade component in the association agreement?
04:23Because the EU and Israel are close partners.
04:27These trade components require qualified majority.
04:30And as you know, in the EU,
04:32qualified majority is a complex issue
04:33because you need large countries like Germany,
04:35like Italy, to agree and to vote for these sanctions.
04:39So if ever this happened,
04:41it would be, I would say,
04:42the end of a free trade agreement
04:44between the bloc and Israel.
04:47So concretely, it would mean maybe, you know,
04:50tariffs, custom duties,
04:52something that Israel never had with the EU.
04:55The measures include sanctions
04:57against two far-right Israeli ministers,
04:59Itamar Ben-Gvir and Bezalel Smodryk,
05:02for inciting hatred.
05:03Sanctions will also be imposed on violent settlers
05:06who caused destruction in the West Bank.
05:08Israeli Foreign Minister Gideon Saar
05:11reacted to the European Commission's announcement
05:13by saying it was unacceptable behavior between partners.
05:17This month, the European Parliament
05:19adopted a resolution calling for measures
05:21to end this conflict.
05:23We heard the views of two MEPs.
05:25It's the wrong moment because we have seen
05:31and we also said in our resolution
05:33that there was an improvement
05:34of the humanitarian situation.
05:36And I would like to have rather
05:38conditioned suspension
05:41or an incentivation of Israel
05:44than a punishing.
05:45It is a question that all of us
05:46are scratching our heads
05:47as to why there hasn't been any measures
05:50at all taken against Israel.
05:52And I do believe that
05:54if we had had measures earlier,
05:56I think that that would have sent
05:57a very strong message
05:58and would have probably saved thousands of lives
06:01if the EU had have acted earlier.
06:02We have to make sure
06:10that this new state of Palestine
06:13recognizes the right of existence of Israel
06:17because this is the main problem in the region
06:19and that it doesn't harbor terrorists
06:22because we see actually also,
06:24I see also a little bit naive
06:26a trust in the Palestinian authority.
06:29We see that they still pay terrorists
06:31for their deeds.
06:32I think the European Union
06:33should recognize the state of Palestine.
06:36But for me, you know,
06:37the key priority has to be
06:39to stop the killing.
06:40It has to be to get the aid in
06:42and the medicine into the people of Gaza
06:44because we need a Palestine
06:46of Palestinians in order to have a state.
06:49I think we should be very careful also
06:56with, you know,
06:58with the terms like genocide,
07:00human rights violations,
07:02war crimes in addition.
07:04And I have the firm belief
07:06that we should leave this
07:06to the international courts
07:08to decide about it
07:09and we should concentrate.
07:11And I think there's a big agreement on that
07:13to improve the humanitarian situation.
07:15It's so obvious
07:17that there's a double standard
07:19when it came to the treatment of Russia
07:20and nobody objected.
07:22You know, I agreed
07:23that sanctions needs to be taken.
07:24It's an illegal occupation.
07:26But to then not do anything whatsoever
07:29in relation to the actions of Israel
07:32has just, I think,
07:34really damaged the European Union
07:35among citizens living within the EU.
07:39The European Union
07:40has historically advocated
07:41for the two-state solution
07:44with Palestine and Israel
07:45coexisting peacefully.
07:48Only 10 of the 27 EU member states
07:50have recognized Palestinian sovereignty.
07:53It remains to be seen
07:54whether Europe can act as the bloc
07:56to resolve the conflict.
