00:00Now let's move to Argentina, where in a new important setback for Milley's government,
00:06the lower chamber of Congress has just overruled his last two presidential vetoes on key financing for education and health care.
00:14With 181 votes in favor, the chamber of deputies rejected Milley's veto to the Pediatric Emergency Law
00:21and with 174 votes, the veto on the university funding law.
00:27The ruling needs to be approved by the Senate, becoming final.
00:31The chamber of deputies' decision is another hard blow to Milley's administration,
00:36which piles up legislative and electoral losses weeks before the midterm legislative elections in the country were held.
00:44And during the deputy chamber's debate, thousands of university students, teachers and workers gathered outside Congress
00:59to pressure the lawmakers to follow the people's demands and reject the presidential vetoes.
01:05The demonstration brought together key affected sectors in a joint move to resist government cuts.
01:12Let's find out more on these key laws that President Milley had vetoed and that the lower chamber of Congress has just upheld.
01:24The university financing law that had been approved by the Senate on August 22nd, 2025 was vetoed by the president on September 10th.
01:34The law intends to progressively increase the university budget from 1% of GDP in 2026 to 1.5% in 2031.
01:44The objective is to increase funding for public universities, adjust the teaching and non-teaching salaries in line with inflation and update operating expenses.
01:55In addition, the law would provide funds for infrastructure, scholarships and academic activities.
02:07For its part, the Pediatric Hospital's funding law, passed by Congress in August 2025, was also vetoed by Milley on September 11th.
02:16The law had been promoted mainly by the physicians at the Garrahan Children's Hospital in Buenos Aires,
02:22the main paediatric health centre in the country.
02:25The law declares the state of emergency in paediatric healthcare for two years,
02:30ordering the immediate allocation of resources to the public sector and the readjustment of salaries,
02:36as the workers insist that the functioning of the hospital is addressed due to the underfunding and low wages.
