PH gov't freezes over 100 bank accounts of individuals involved in flood control mess _ ANC

00:00The Philippine Anti-Money Laundering Council grants the request of the Public Works Chief
00:04to freeze the bank accounts of contractors and officials linked to anomalous anti-flood control projects.
00:11The Council did not divulge the identities of the account owners,
00:15but several prominent names were mentioned by the Public Works Secretary.
00:19Jackie Pascual has tonight's top story.
00:24Acting on a request from DPWA Secretary Vince Dizon,
00:27the Anti-Money Laundering Council has frozen over 100 bank accounts
00:31belonging to current and former officials of the Public Works Department and some private contractors.
00:38The freeze order is in relation to anomalous flood control projects.
00:42The Court of Appeals today granted the freeze order on 135 bank accounts
00:49and 27 insurance policy connected to individuals and corporations
00:54allegedly involved in the irregular flood control projects.

01:17In the AMLOC requests, Dizon named 26 DPWH officials and contractors.
01:24Which includes the now infamous BGC boys, Alcantara, Hernandez, Mendoza et al,
01:33but also includes contractors such as Sarah Diskaya of St. Timothy Construction,
01:43Sally Santos of Sims, Mr. Mark Arevalo of Wawwaw.
01:52AMLOC is expected to check for suspicious transactions and how much money are in the frozen accounts.
01:57Aside from AMLOC, the central bank will also conduct its own probe using, for the first time,
02:03the Anti-Financial Accounting Scamming Act or AFASA Law,
02:07which does not require a court order to freeze an account.
02:11The BSP has launched an inquiry into bank accounts of the individuals.
02:16Under the Anti-Financial Account Scamming Act, the investigation focuses on money-mueling activities.
02:22Dizon says more names will be included in the request for a freeze order.
02:27But when asked if lawmakers will be included,
02:30the secretary says he will leave the matter to the independent commission.

02:36But for DPWH, our purview, my purview in particular,
02:42is really to look at within DPWH as well as those who have contracted with DPWH.
02:50Meanwhile, the Transportation Department has filed a case against former DPWH District Engineer Henry Alcantara
02:57and former Assistant District Engineer Bryce Hernandez for using fake driver's licenses to enter a casino.

03:15the amount of 1 million po, that's under the revised penal code.
