00:19walang ilalaan na pondo para sa flood control projects sa taong 2026.

00:23Kaya ang P270 billion na panukalang pondo para sana rito,

00:27iminungkahi ng mga senador na ilaan na lang para sa mga silid-aralan at iba pang pangunahing pangangailangan ng edukasyon.

00:34Dapat talaga, kaya ang mga kalukuan na flood control, ilipat na lang natin sa classroom building program

00:40and all the other programs for teacher development and teacher excellence training should be given there.

00:47So once again, Mr. Chairman, I'm here to give my all-out 1,000% support.

00:52There are about 203,000 classrooms that need repair.

00:56We'll also utilize yung flood control to augment this.

01:02Do you have any estimated amount as to how much we can, any proposals to put in classroom repair?

01:13If you don't have the figures right now?

01:14We don't have one right now, Your Honor, but we need it.

01:16Definitely, tama po kayo.

01:24Pero pinuna ni Senate Committee on Finance Chairman Sen. Dr. Wyn Gatchalian

01:28ang mababa umanong utilization rate ng pondo ng Department of Education.

01:33Ayon kay Gatchalian, nasa 56 billion pesos ang hindi pa nagagamit,

01:37kaya't nananatiling problema ang obligasyon at implementasyon ng mga proyekto.

01:41I just want to flag the department on that.

01:46And this is in connection with the goal of increasing the allocation using the flood control projects.

01:54Thank you, Mr. Chair.

01:55The point is well taken and I think there's room for improvement.

02:00So we do try to do a lot of EPA or early procurement activity.

02:03So this one, we save on time.

02:06Dagdag naman ni Sen. Bam Aquino,

02:08mas mainam kung ang pondo ay mailaan sa tamang presyo at mabilis na implementasyon,

02:13kasabay ng pagpuna sa mabagal na proseso ng DPWH sa Classroom Building Program.

02:19We have to look at the price also.

02:20Because ang naging problema rin kasi with the DPWH price,

02:25it's really higher than what our LGUs are utilizing.

02:30Pinuri naman ni Sen. Lauren Lagarda ang DepEd sa kanilang pagsusumikap

02:34na humanap ng pangmatagalang solusyon tulad ng PPPs o Public-Private Partnership

02:40at mas malawak na partisipasyon ng mga LGU at civil society group.

02:45Aabot sa P928.52 billion pesos ang panakalang budget

02:50na ipiniresinta ng Department of Education sa Senate Finance Subcommittee

02:54para sa taong 2026 na layong tugunan ang siksikan sa mga paaralan

02:59kakulangan sa nutrisyon ng mga bata

03:01at kakulangan ng mga kagamitan para sa milyo-milyo mga mag-aaral at guro sa bansa.
