00:00Mr. President, on September 9th, Israel carried out a precise and targeted strike in Doha.
00:07The strike targeted Hamas leaders who for years have planned and directed attacks against
00:14Israel, many times making these directives from the luxury confines in Doha.
00:23These terrorists were the sole target of the operation.
00:27The men targeted were not legitimate politicians, diplomats or representatives.
00:34They were the masterminds of terror.
00:39They orchestrated the massacre on October 7th, murdering civilians, kidnapping children, raping
00:47women, wiping out entire communities.
00:52As the smoke still rose from the massacre, even as the attack was still unfolding, Hamas leaders
01:03in Qatar appeared live on television, proudly broadcasting their celebration.
01:13But Israelis hid in safe rooms, fled from gunfire and endured murder, kidnapping and rape.
01:21Hamas leaders feasted and congratulated themselves in real time.
01:30These are the same men who called for jihad to escalate the conflict.
01:35They called for blood, not peace.
01:37They wild terror, not negotiation.
01:41And the terror has not stopped.
01:44Just days ago, at Ramot Junction in Jerusalem, Hamas terrorists opened fire on a bus stop crowded
01:51with children with children and adults.
01:53Six innocent people were murdered.
01:55Among them, a 25-year-old who had immigrated from Spain, recently married and building his
02:02future in Israel.
02:03A rabbi who had dedicated his life to teaching the next generation.
02:09Two residents of the community struck down in their own neighborhood.
02:15Being the wounded, was a woman eight months pregnant, left to fight for her life and the life of
02:20her unborn child.
02:22These are not numbers, they are lives, families, futures stolen.
02:29When the gunfire stopped, the bus and the pavement around it were drenched in blood.
02:35This is what terrorism looks like.
02:38Mothers clutching babies, a bus stop turned into a battlefield, a community scared in seconds.
02:47This is the reality we face in Israel.
02:50Terror raising its ugly head almost every single day.
02:55And let this council be reminded, there can be no immunity for terrorists.
03:03Hamas immediately praised the killers as heroic and exceptional, later claiming full responsibility
03:13for the attack and calling the massacre of innocent people a natural response.
03:19There is nothing natural about this.
03:22It is terror, pure and simple.
03:27Today, 48 innocent people are still held hostage by Hamas.
03:32Their families live in daily pain.
03:35It has been more than 700 days that innocent people have been trapped in Hamas captivity.
03:42700 days of cruelty and abuse.
03:46Hamas has used them as bargaining chips, turning their suffering into currency.
03:51But let me be clear, there is no immunity for terrorists.
03:57Not for those who commit it, and not for those who enable it.
04:03Israel has agreed to President Trump's ceasefire proposal.
04:08We are ready to stop the fighting.
04:10But Hamas refuses.
04:13They keep the world waiting.
04:15They are in no rush, they have the time, indifferent to the human suffering that their delay causes.
04:23And who suffers from this refusal?
04:26Not the leaders of Hamas, living abroad in the Ritz-Carlton, in Doha.
04:33They don't suffer, they have the time.
04:36And the hostages, languishing in their cells, and the people of Gaza, used as human shields.
04:48From the start, Hamas' strategy has been to embed its weapons among civilians.
04:53They hide rockets in schools, command centers in hospitals, and tunnels under homes.
05:00They put their own people in harm's way.
05:04Then cry crocodile tears when civilians are hurt.
05:09Our fight is with Hamas, not with the people of Gaza, not with the state of Qatar.
05:18Israel will continue to take precautions to protect innocent lives.
05:23What is the difference between us and those who glorify massacre and terror?
05:29Like in the Bible, like Cain in the Bible, who was marked for the murder of his brother,
05:36so too are the leaders of Hamas marked for their crimes.
05:41It doesn't matter where they hide, whether in the tunnel in Gaza or in a luxury hotel abroad.
05:48The mark of Cain is upon them.
05:53For too long, the leaders of Hamas have been sheltered not only in Doha, but in Beirut, Teheran,
06:01and elsewhere, parading as politicians and statesmen while acting as terrorists.
06:08They are treated like celebrities, when in reality they are commanders of massacre and barbarism.
06:16This false disguise of legitimacy gave them freedom to move, to buy weapons, to recruit through
06:25so-called humanitarian networks and to spread propaganda on international platforms that
06:31should have rejected them.
06:35This strike sends a message that should echo across this chamber.
06:41There is no sanctuary for terrorists.
06:45Not in Gaza, not in Teheran, not in Doha.
06:50There is no immunity for terrorists.
06:53And yet, here in this Council, some members chose to give Hamas legitimacy, even protection.
07:02Israel will not.
07:03We will act against the leaders of terror wherever they are hiding.
07:09Mr. President, we have heard today in this Council allegations about a breach of the territorial
07:16sovereignty of Qatar.
07:18But one must ask, where were these concerns when sovereignty was violated by terror itself?
07:26On October 8, when Hezbollah launched rockets across Israel's border?
07:32When Houthis fired a ballistic missile at Ben-Gurion Airport?
07:37Or just days ago, when a Houthis drone crashed into the arrival hall of Rabon Airport, injuring
07:43civilians?
07:46How can anyone hide behind allegations appealing to the principles of international law while
07:51giving legitimacy to those who openly glorify October 7th and continue to plot terror?
08:00Mr. President, this brings me to Qatar.
08:04Minister Al-Thani, the time for Qatar to choose has come.
08:10For too long, Qatar has harbored terrorists, offering Hamas leaders sanctuary in luxury hotels
08:18while they orchestrate massacres and terror attacks.
08:23History will not be kind to accomplices.
08:27Either Qatar condemns Hamas, expires Hamas and brings Hamas to justice, or Israel will.
08:40Mr. President, the world has faced moments like this before.
08:46Today, the world remembers the devastating terrorist attacks of September 11th.
08:52That tragic day, like October 7th for Israel, was a day of fire and blood.
08:59In the aftermath of 9-11, the country that uphold freedom, equality and democracy in this consul
09:08stood shoulder to shoulder.
09:11Two weeks later, this consul adapted resolution 1373.
09:16It said plainly, no state, no state may harbor terrorists.
09:28No state may fund them.
09:32No state may give them safe haven.
09:35I urge you all to read this resolution.
09:40Any government that does so breaks this consul binding obligations.
09:46That principle was clear then.
09:50It must be upheld today.
09:54And when Bin Laden was eliminated in Pakistan, the question asked was not why target a terrorist
10:03on foreign soil.
10:05No one asked that question.
10:06The question was why was a terrorist given shelter at all?
10:12The same question must be asked today.
10:16There was no immunity for Bin Laden and there can be no immunity for Hamas.
10:23And in facing terror, history shows that members of this consul have done the very same.
10:33From 2014 to 2022, France struck terrorists in Mali, Chad, Burkina Faso and Mauritania.
10:46In 2014 and 2015, the United Kingdom carried out air strikes in Iraq and Syria against ISIS.
10:56So I ask, if these actions were justified then, why is Israel singled out now?
11:05Why are claims concerning sovereignty invoked only against Israel and ignored when others act
11:13to defend themselves?
11:15Is Israeli blood worthless?
11:22The question to ask is not why is Israel targets the mastermind of terror, but why they are sheltered
11:29abroad, while hostages starve in captivity and Gazans and Gazans are left to suffer.
11:40Israel's fight is not only Israel's.
11:43It is a fight of all who believe in democracy against those who worship death and violence.
11:50Light against darkness.
11:53Civilization against barbarism.
11:56Justice against terror.
11:58We will continue until the hostages are free.
12:03Until our people are safe and until terror can no longer find sanctuary in any corner of the
12:10world.
12:12Because there is no and there never will be immunity for terrorists.
