00:52the environmental, the economic, and social aspects.
00:58And our ability to manage them is important

01:39From my standpoint, the Verde Island passage
01:41is not an international waterway for navigation.
01:46It is a passageway that is mainly used, one, for national navigation.
01:53Inter-island navigation between the Visayas and Mindanao and Luzon.
01:58And for navigation that is entering the country,
02:02both from the West Philippine Sea and from the Pacific Ocean.
02:08I would not want to see fishing vessels from third countries
02:15passing through the Verde Island passage
02:18on the pretext of that being a waterway
02:23used for international navigation
02:26from the South China Sea to the Pacific.
02:29Because if they are allowed to do so,
02:35then they can do so in the normal mode of navigation.
02:41And while the fishing vessels will be required
02:44to have their nets on board rather than below the waterline.

03:06which can be used for that purpose.
03:10So that would, for me, would be important
03:15because the BIP is narrow, fringe
03:19by highly sensitive marine areas.

03:47but it's the science to inform our policies
03:54not only on navigation but also on national and global security.
