While government moves to provide broadband access across the educational space, the Minister of Public Administration Senator Dominic Smith announced that cabinet also decided to deal with the problem of cyber-crimes.


He said an inter-ministerial committee is being set up and would look at such troubling areas as AI enabling scams.

00:00Though AI has great potential, there has also been the emergence of AI-driven misinformation campaigns that threaten social trust and public order.
00:11And so the government of Trinidad and Tobago, in its wisdom, has put together the development of a national cybersecurity and AI safety framework.
00:24And the objectives of this framework are as follows.
00:30The public should note that we are now and have established a whole government approach to cyber resilience, scam prevention, and AI governance.
00:42We continue to incorporate international best practices for AI safety, transparency, and the ethical use of emerging technologies.
00:52Further, the implementation of a national awareness campaign on scams using artificial intelligence likenesses, also known as deepfakes and digital impersonation.
01:07This committee is meant to strengthen capacity within law enforcement to investigate and prosecute cybersecurity and AI-driven fraud.
01:20And, of course, to enhance partnership with financial institutions, telcos, and tech platforms to proactively block fraudulent schemes.
01:32Now, the makeup of this inter-ministerial committee has been one that the government has contemplated, given the information that we have received.
01:41And the representatives of each of these are as follows.
01:45The Ministry of Homeland Security, the Ministry of Finance, the Office of the Attorney General, the Office of the Prime Minister, the Cyber and Social Media Unit, Trinidad and Tobago Police Service, the Financial Intelligence Unit of Trinidad and Tobago, and, of course, the Trinidad and Tobago Cybersecurity Incident Response Team, also known as TCC-CERT.
02:09And so, the above-mentioned Inter-Ministerial Steering Committee on Cybersecurity and Artificial Intelligence will serve as a national coordinating body for cybersecurity and AI-related policy, incident response, and legislative alignment, as well as report quarterly on emerging threats, legislative gaps, and recommended interventions.
