00:00Prospects of the Disgaea couple gaining admission to the witness protection are practically nil,
00:05with more House Solons pushing back on the idea unless someone more culpable emerges from the congressional oversight probes.
00:11In the meantime, DPWH top honcho Vince Dizon has requested 24 more hours to prep and present his agency's proposed budget for next year,
00:20given his preoccupation with the probe, as Armella Dasmoras reports.
00:24Some lawmakers believe that contractors Sara and Curly Disgaea are not qualified to become state witnesses on the issue of anomalous flood control projects in the country.
00:37According to House Infrastructure Committee Co-Chair Terry Ridon, based on their hearing alone,
00:42the couple appears to be among the most guilty and therefore, they should be held accountable.
00:47Yung sa mga Disgaea, absolutely no chance. They are as guilty as the DPWH engineers who are involved in ghost and substandard projects.
01:01ML Partly's representative Laila Delima also agrees with this. She was one of those who questioned Curly Disgaea when he appeared before the House.
01:10Napakalabo niyan. Ako mismo, hindi ako papayag, especially at this point. Kasi nga, okay, unang-una, hindi ko pa nakikita na he's not the most guilty.
01:23Kasi isang requirement nga yan, should not be the most guilty. How can he claim that hindi siya most guilty when he's the central figure here, a major player?
01:34In the coming days, the House Infra Committee is expected to continue its investigation on the issue.
01:40But even in the hearings of other committees in the House, the flood control issue is also being discussed.
01:46For its part, the House Committee on Appropriations has extended the deadline for the Department of Public Works and Highways, or DPWH, to submit its revised 2026 budget proposal.
01:57It can be recalled that because of the flood control issue, the DPWH had to amend the contents of their proposed budget.
02:05The deadline for the revised budget proposal submission by the DPWH was moved from September 12 to September 15,
02:12while the deliberation on this matter was also moved from the original date of September 16 to September 17.
02:18The letter is here. This is the official copy and original copy sent by Secretary Vince Lison.
02:25And the letter reads as follows.
02:28Considering the volume of items and documents requiring review, together with other matters that must likewise be addressed by the Department,
02:37it is respectfully requested that the deadline for the submission of the revised budget programs be extended.
