00:00:00Make no mistake, this is a fight for our future.
00:00:06And I thought long and hard about whether to start this State of the Union address with such a stark appraisal.
00:00:16After all, us Europeans are not used to or comfortable with talking in such terms,
00:00:23because our Union is fundamentally a peace project.
00:00:26But the truth is that the world of today is unforgiving.
00:00:34And we cannot varnish over the difficulties that Europeans feel every day.
00:00:41They can feel the ground shift beneath them.
00:00:45They can feel things getting harder, just as they are working harder.
00:00:50They can feel the impact of the global crisis, of the higher cost of living.
00:00:56They feel the speed of change affecting their lives and their careers.
00:01:03And they worry about the endless spiral of events they see on the news,
00:01:10from the devastating scenes in Gaza to the relentless Russian barrage on Ukraine.
00:01:15We simply cannot wait for this storm to pass.
00:01:21This summer showed us that there is simply no room or no time for nostalgia.
00:01:30Battle lines for a new world order based on power are being drawn right now.
00:01:36So, yes, Europe must fight for its place in the world,
00:01:44in which many major powers are either ambivalent or openly hostile to Europe,
00:01:51a world of imperial ambitions and imperial wars,
00:01:56a world in which dependencies are ruthlessly weaponized.
00:02:01And it is for all these reasons that a new Europe must emerge.
00:02:18And, Honourable Members, this must be Europe's independence moment.
00:02:24I believe this is our Union's mission,
00:02:27to be able to take care of our own defense and security,
00:02:32to take control over the technologies and energies that will fuel our own economies,
00:02:39to decide what kind of society and democracy we want to live in,
00:02:46to be open to the world and choose partnerships with allies, old and new.
00:02:51Ultimately, it is about having the freedom and the power to determine our own destiny.
00:03:03And we know we can do it.
00:03:06Because together we have shown what is possible
00:03:08when we have the same ambition, unity and urgency.
00:03:14I must say I have less count of the number of times that I was told
00:03:18that Europe could not do this and could not do that,
00:03:21in the pandemic, on the recovery plan, on defense,
00:03:25on supporting Ukraine, on energy security, and the list goes on.
00:03:30Every time, Europe stood united and made it.
00:03:37And we need to do the same now.
00:03:39So, Honourable Members,
00:03:40The central question for us today is a simple one.
00:03:46Does Europe have the stomach to fight?
00:03:50Do we have the unity and the sense of urgency?
00:03:54The political will?
00:03:56And the political skill to compromise?
00:03:59Or do we just want to fight between ourselves,
00:04:05be paralyzed by our divisions?
00:04:08That is what all of us have to answer.
00:04:11Every member state,
00:04:13every member of this House,
00:04:15every commissioner,
00:04:17all of us.
00:04:18And in my eyes,
00:04:20the choice is very clear.
00:04:21So, my pitch today is a pitch for unity.
00:04:25Unity between member states.
00:04:28Unity between European institutions.
00:04:32Unity between the pro-European democratic forces of this House.
00:04:37I am here,
00:04:50and the entire College is here,
00:04:51ready to make this happen with you.
00:04:54Ready to strengthen the pro-European democratic majority.
00:04:58Because it is the only one that can deliver for Europe.
00:05:03Honourable Members,
00:05:05freedom and independence,
00:05:07are what the people of Ukraine are fighting for every day.
00:05:13People like Sasha and his grandmother.
00:05:17Sasha was only 11 years old when the Russians attacked.
00:05:23He and his mother sought refuge in a basement in their town in Mariupol.
00:05:28One morning they went out to get some food.
00:05:32And that's when all hell broke loose.
00:05:35A rain of Russian bombs on a civilian neighborhood.
00:05:41All became dark and Sasha felt his face burning.
00:05:45He had shrapnel just below his eyes.
00:05:47In a matter of days,
00:05:51Russian soldiers stormed the city.
00:05:53They took Sasha and his mom to what the Russians called a filtration camp.
00:06:00Then Sasha was taken away.
00:06:03They told him he didn't need his mom.
00:06:05He would go to Russia and have another Russian mother,
00:06:09a Russian passport,
00:06:11a Russian name.
00:06:13They sent him to occupy Donetsk.
00:06:16But Sasha did not give up on a stop on the way.
00:06:22He asked to borrow a stranger's phone.
00:06:25And he called his grandma,
00:06:29Ludmila,
00:06:30who was living in free Ukraine.
00:06:33Baba, just take me home.
00:06:37She didn't hesitate a second.
00:06:39Her friends told her she was crazy to go.
00:06:42But Ludmila moved mountains to get to him.
00:06:45And with the help of the Ukrainian government,
00:06:47she traveled to Poland, to Lithuania, to Latvia, Russia,
00:06:50and finally into occupied Ukraine.
00:06:55She got Sasha back.
00:06:57And through the same long journey,
00:07:00brought him to safety.
00:07:03But their hearts are still broken.
00:07:06Every single day,
00:07:07they keep fighting to find Sasha's mom,
00:07:11stuck somewhere by Russia's brutal war.
00:07:13So, I would like to thank Sasha and Ludmila
00:07:17for allowing me to share their story.
00:07:22I'm honored that they are here with us today.
00:07:24And honorable members,
00:07:26please join me in paying tribute to Sasha,
00:07:30to Ludmila,
00:07:31and to Ukraine's relentless fight for freedom.

00:08:11Sadly, Sasha's story is far from unique.
00:08:31There are tens of thousands more Ukrainian children whose fate is unknown, trapped, threatened, forced to deny their identities.
00:08:41We must do everything in our power to support Ukraine's children.
00:08:47And that is why I can announce that, together with Ukraine and other partners,
00:08:52I will host a summit of the International Coalition for the Return of Ukrainian Children.
00:08:58Every abducted child must be returned.
00:09:11Honourable Members, this war needs to end with a just and lasting peace for Ukraine.
00:09:18Because Ukraine's freedom is Europe's freedom.
00:09:22The images in Alaska were not easy to digest.
00:09:25But just a few days later, European leaders came to Washington to support President Zelensky and secure commitments.
00:09:34Real progress has been made since then.
00:09:36Just last week, 26 countries in the Coalition of the Willings said they were ready to be part of a reassurance force in Ukraine
00:09:46or participate financially in the context of a ceasefire.
00:09:50We will continue to support all diplomatic efforts to end this war.
00:09:58But we have all seen what Russia means by diplomacy.
00:10:04Putin refuses to meet President Zelensky.
00:10:08Last week, Russia launched the largest number of drones and ballistic missiles in a single attack.
00:10:16Yesterday, there was a missile attack on a village in Donetsk, targeting people waiting to pick up their pensions.
00:10:25More than 20 were killed.
00:10:27And just today, we have seen a reckless and unprecedented violation of Poland and Europe's airspace by more than 10 Russian Shahid drones.
00:10:39Europe stands in full solidarity with Poland.
00:10:42Thank you very much.
00:11:12Putin's message is clear.
00:11:20And our response must be clear, too.
00:11:23We need more pressure on Russia to come to the negotiation table.
00:11:26We need more sanctions.
00:11:28We are now working on the 19th package in coordination with partners.
00:11:34We're particularly looking at phasing out Russian fossil fuels faster.
00:11:38We're looking at the shadow fleet and at third countries.
00:11:44And at the same time, we need more support for Ukraine.
00:11:48No one has contributed as much as Europe.
00:11:52Close to 170 billion euros of military and financial aid so far.
00:11:57And more will be needed.
00:11:58And it should not only be European taxpayers who bear the brunt of this.
00:12:04This is Russia's war.
00:12:06And it is Russia that should pay.
00:12:09And this is why we need to work urgently on a new solution to finance Ukraine's war response and effort on the basis of the immobilized Russian assets.
00:12:28With the cash balances associated to these Russian assets, we can provide Ukraine with a reparations loan.
00:12:43The assets themselves will not be touched.
00:12:46And the risk will have to be carried collectively.
00:12:49Ukraine will only pay back the loan once Russia pays for the reparations.
00:12:58The money will help Ukrainians already today, but also be crucial in the mid and long term for Ukraine's safety.
00:13:07For example, funding the strong Ukrainian armed forces as the first line of security guarantees.
00:13:13So, we will propose a new program.
00:13:17We call it qualitative military edge.
00:13:21It will support investment in the capabilities of the Ukrainian armed forces.
00:13:26Take drones, for example.
00:13:28Before the war, Ukraine had no drones.
00:13:31Today, Ukraine's use of drones, it is Ukraine's use of drones that is accounting for over two-thirds of Russian equipment losses.
00:13:44It is a reminder of the power of human ingenuity in our open societies.
00:13:50But we also know that Russia is catching up fast, supported by the Iranian Shahid drones.
00:13:55And it is seizing the advantage of industrial mass production.
00:14:01Saturday, in one single night, Russia sent 800 drones to Ukraine in one single night.
00:14:09So, ingenuity helped to open a door for Ukraine's defense.
00:14:14But raw industrial might, on the other side, may threaten to sweep it closed.
00:14:20So, we can use our industrial strength to support Ukraine to counter this drone warfare.
00:14:28We can help transform Ukrainian ingenuity into battlefield advantage and into joint industrialization.
00:14:36And this is why I can also announce that Europe will front-load 6 billion euros from the air alone and enter into a drone alliance with Ukraine.
00:14:52Ukraine has the ingenuity.
00:14:55What it needs now is scale.
00:14:58And together, we can provide it so that Ukraine keeps its edge and Europe strengthens its own.
00:15:06That means Europe must be ready to take responsibility for its own security.
00:15:26Of course, NATO will always be essential.
00:15:31But only a strong and credible European defense posture will be able to guarantee our security.
00:15:40We have made historic progress in recent years to build our European defense union.
00:15:47Earlier this year, we launched Readiness 2030, which could unlock up to 800 billion euros of defense investment.
00:16:00This includes the SAFE program that is now ready to provide 150 billion euros for joint procurement.
00:16:12Nineteen member states have already applied.
00:16:15The program is already at full capacity.
00:16:20That's good news.
00:16:21We are also working to find a way to grant a bonus to those who support Ukraine or buy Ukrainian equipment.
00:16:33This is emergency financial assistance responding to an urgent need.
00:16:40Last week, I saw this for myself when I visited frontline member states.
00:16:47They know best the threat that Russia poses.
00:16:53And there is no doubt, Europe's eastern flank keeps all of Europe safe, from the Baltic Sea to the Black Sea.
00:17:03This is why we must invest in supporting it through an eastern flank watch.
00:17:17This means giving Europe independent strategic capabilities.
00:17:22We must invest in real-time space surveillance so that no movement of forces goes unseen.
00:17:30We must heed the call of our Baltic friends and build a drone wall.
00:17:37This is not an abstract ambition.
00:17:40It is the bedrock of credible defense.
00:17:43A European capability, developed together, deployed together and sustained together,
00:17:49that can respond in real time.
00:17:53One that leaves no ambiguity as to our intentions.
00:17:56Europe will defend every inch of its territory.
00:18:01Ladies and gentlemen.
00:18:09In every country I visited, I heard the same message.
00:18:14There is no time to waste.
00:18:16At the next European Council, we will therefore present a clear roadmap
00:18:21for getting new common defense projects off the ground,
00:18:26for setting clear goals for 2030,
00:18:30and for creating a European defense semester.
00:18:36Because 2030 is tomorrow,
00:18:39and it's today that Europe must get ready.
00:18:42When we talk about independence,
00:18:47we're talking about choosing our destiny.
00:18:50That is what Ukraine is fighting for.
00:18:53And that is what all Europeans deserve.
00:18:57Because Europe is an idea.
00:19:00The idea of freedom and mutual strength.
00:19:05This was the idea that drove the post-1989 generation,
00:19:09when East and West came together.
00:19:13And it is as powerful now as it was then.
00:19:17And this is why we're bringing future member states closer to our union,
00:19:23investing, supporting reforms,
00:19:25integrating into the single market.
00:19:28We must keep up the speed on this merits-based process.
00:19:32Because only a united, I would even say a reunited Europe,
00:19:38can be an independent Europe.
00:19:41A larger and stronger union is a security guarantee for all of us.
00:19:47And because for Ukraine, for Moldova,
00:19:50and for the Western Balkans,
00:19:52their futures in our union,
00:19:54let's make the next reunification of Europe happen together.
00:19:59Honourable members,
00:20:08what is happening in Gaza
00:20:10has shaken the conscience of the world.
00:20:16People killed while begging for food.
00:20:20Mothers holding lifeless babies.
00:20:24These images are simply catastrophic.
00:20:26So I want to start with a very clear message.
00:20:33Man-made famine can never be a weapon of war.
00:20:38For the sake of the children,
00:20:40for the sake of humanity,
00:20:43this must stop.
00:20:45This is also part of a more systematic shift
00:21:00in the last month that is simply unacceptable.
00:21:05We have seen the financial suffocation of the Palestinian Authority.
00:21:09The plans for settlement project in the so-called E-1 era,
00:21:14which would easily cut off the occupied West Bank from East Jerusalem.
00:21:20The actions and statements by the most extremist ministers of the Israeli government,
00:21:25which incite violence.
00:21:27All of this points to a clear attempt to undermine the two-state solution,
00:21:34to undermine the vision of a viable Palestinian state,
00:21:38and we must not let this happen.
00:21:41And, Honourable Member,
00:21:52it truly pains me to say these words,
00:21:54and I know that for many citizens,
00:21:57Europe's inability to agree on a common way forward
00:22:02is equally painful.
00:22:04They are asking how much worse things must get
00:22:08before there is unity in response.
00:22:12I understand.
00:22:14Because what is happening in Gaza is unacceptable.
00:22:19And because Europe must lead the way,
00:22:21just as it has done before.
00:22:24Our financial support and humanitarian aid
00:22:27far outweigh that of any other partner.
00:22:30Our commitment to a viable Palestinian Authority
00:22:33is keeping the two-state solution alive.
00:22:36And we must urge others to urgently step up to both
00:22:41in the region and beyond.
00:22:44But, of course, Europe needs to do more.
00:22:51Many...
00:22:51Many member states have moved ahead on their own.
00:23:01On our side, we proposed to suspend
00:23:05parts of our Horizon funding,
00:23:08but this is stuck without a majority.
00:23:12We must overcome this.
00:23:14We cannot afford to be paralyzed.
00:23:18And this is why I will propose a package of measures
00:23:21to carve out a way forward.
00:23:24First, the Commission will do all that it can do on its own.
00:23:32We will put our bilateral support to Israel on hold.
00:23:38We will stop all payments in these areas
00:23:42without affecting our work with Israeli civil society,
00:23:47or Yad Vashem.
00:23:49Second, we will make two further proposals to the Council.
00:23:55We will propose sanctions on the extremist ministers
00:24:00and on violent settlers.
00:24:15And we will also propose a partial suspension
00:24:19of the Association Agreement on trade-related matters.
00:24:35I am aware it will be difficult to find majorities.
00:24:40And I know that any action will be too much for one
00:24:45and too little for others.
00:24:49But we must all take our own responsibility.
00:24:54Parliament, Council, Commission.
00:24:57My third point, we will set up a Palestine donor group
00:25:04next month, including a dedicated instrument
00:25:07for Gaza reconstruction.
00:25:12This will be an international effort with regional partners,
00:25:21and it will build on the momentum of the New York Conference
00:25:25organized by France and Saudi Arabia.
00:25:30Honorable members,
00:25:32I am a long-standing friend of the people of Israel.
00:25:38I know how much the atrocious attacks on October 7th
00:25:43by Hamas terrorists shook the nation to its core.
00:25:48The hostages have now been held captive by Hamas terrorists
00:25:53for more than 700 days since October 7th.
00:25:58That is 700 days of pain and suffering.
00:26:05There can never be any place for Hamas,
00:26:08neither now nor in future,
00:26:10because there are terrorists who want to destroy Israel.
00:26:15They are also inflicting terror on their own people,
00:26:18keeping their future hostage.
00:26:20Europe's goal has always been the same.
00:26:24Real security for Israel and a safe, present and future
00:26:29for all Palestinians.
00:26:30And that means that hostages must be released,
00:26:46that there should be unrestrained access to all humanitarian aid,
00:26:50and that there must be an immediate ceasefire.
00:26:53But in the longer term,
00:26:56the only realistic peace plan is based on two states,
00:27:02living side by side in peace and security,
00:27:04with a secure Israel,
00:27:07a viable Palestinian authority,
00:27:09and the scorch of Hamas removed.
00:27:12That is what Europe has always stood for.
00:27:15And it is time to come together and help make this happen.
00:27:20Thank you very much.
00:27:31Honourable Members,
00:27:33the transition is now hard.
00:27:37I want to speak about competitiveness.
00:27:39I know.
00:27:43But this is a state of the union,
00:27:45and competitiveness is a central piece of our European Union.
00:27:56Europe's independence will depend on its ability to compete
00:28:00in today's turbulent times.
00:28:04We have everything it takes to thrive here in Europe,
00:28:07from our single market to our social market economy.
00:28:12But we know the economic and geopolitical headwinds are strong,
00:28:16and I just talked about it.
00:28:19And we have seen how dependency can be used against us.
00:28:23And this is why we will massively invest in digital and clean tech.
00:28:29With more to come in our future competitiveness fund,
00:28:33and a doubled horizon, our research and innovation program,
00:28:37and we are tackling the key bottlenecks identified by the Draghi report,
00:28:42that's from energy to capital, from investment to simplification,
00:28:45we have held strategic dialogues with key industries,
00:28:50cars, chemicals, steel, pharmaceuticals, defense, agriculture.
00:28:55In each sector, the message is the same.
00:29:00To protect jobs, we need to make business in Europe easier.
00:29:05A digital euro, for example, will make it easier for companies and consumers alike.
00:29:17And the omnibuses we have put on the table so far will make a real difference.
00:29:23Less paperwork, less overlaps, less complex rules.
00:29:26Our proposal will cut 8 billion euros per year.
00:29:308 billion cut of bureaucratic costs for European companies.
00:29:37And further omnibuses are on their way, for example, on military mobility or on the digital.
00:29:42For innovative companies, we are preparing the so-called 28th regime
00:29:48and speeding up the work on the Savings and Investment Union.
00:29:53Because we have many high-potential startups in key technologies like quantum, AI and biotech,
00:30:00but as they grow, the limited availability of risk capital forces them to turn to foreign investors.
00:30:09And this is wealth and jobs going elsewhere.
00:30:13And it jeopardizes our tech sovereignty.
00:30:16This is why the Commission will partner with private investors
00:30:20on a multi-billion euro scale-up Europe fund.
00:30:25And it will help make major investments in young, fast-growing companies in critical tech areas.
00:30:32Because we want the best of Europe to choose Europe.
00:30:37And, honourable members, our greatest asset is the single market.
00:30:43But we all know it remains unfinished.
00:30:45The IMF estimates that the internal barriers within the single market
00:30:52are equivalent to a 45% tariff on goods
00:30:58and even a 100% tariff on services.
00:31:03Just think of what we are missing out on.
00:31:06And, as underscored by the latter report, the single market remains incomplete,
00:31:12mostly in three domains – finance, energy and telecommunications.
00:31:16So, we need clear political deadlines.
00:31:22And this is why I will present a single market roadmap to 2028
00:31:27on capital, on services, on energy, on telecoms, on the 28th regime
00:31:36and the fifth freedom for knowledge and innovation.
00:31:40Because we all know the old saying,
00:31:42only what gets measured gets done.
00:31:46Honourable members,
00:31:49this will also support our investment in the technologies
00:31:52that will fuel our economy, clean and digital.
00:31:58Take artificial intelligence.
00:32:02A European AI is essential for our future independence.
00:32:06It will help power our industry and our societies,
00:32:09be it healthcare or be it defence, you name it.
00:32:12So, we will focus on the first key building blocks.
00:32:17That's from the Cloud and AI Development Act
00:32:20to the Quantum Sandbox.
00:32:22We are massively investing in the European AI gigafactories
00:32:28because these gigafactories support our innovative start-ups
00:32:33so that these start-ups can train, develop and deploy their models,
00:32:38their next-generation AI models in these gigafactories.
00:32:42And when we called on the private sector to join forces with us,
00:32:48the response was overwhelming.
00:32:51Later today, I will meet CEOs
00:32:53from some of the largest European tech companies.
00:32:57They will hand over their European AI and tech declaration.
00:33:04And this is their commitment to invest in Europe's tech sovereignty.
00:33:10And I'm absolutely grateful for that.
00:33:11This is the way it should go in the European Union.
00:33:18And we must also take the same approach on clean tech.
00:33:22From steel to batteries.
00:33:24Europe's clean tech sector must stay in Europe.
00:33:30And we have to take urgent action.
00:33:32With a clean industrial deal,
00:33:34we have identified the main hurdles
00:33:37that slow down these sectors.
00:33:40So now we need to speed up with the implementation.
00:33:44Because investors, of course,
00:33:47want to know that if they invest,
00:33:49there will be a demand for clean European products
00:33:52on the other end.
00:33:53And this is why lead markets
00:33:55must be at the heart of our action
00:33:58to spark a virtuous cycle
00:34:00where both supply and demand go up
00:34:03and prices go down.
00:34:06On the supply side,
00:34:07we will launch a battery booster package.
00:34:11This will put 1.8 billion euros up for equity
00:34:15to boost production in Europe.
00:34:18You know that batteries are key enablers
00:34:21of other clean tech,
00:34:23especially electric vehicles.
00:34:25So this goes to the heart
00:34:26of our economic independence.
00:34:29On the demand side,
00:34:30we must urgently drive demand
00:34:34for European industrial leadership
00:34:36in clean tech.
00:34:38And this is why we will introduce
00:34:41a made-in-Europe criteria
00:34:44in public procurement.
00:34:45And when we invest in Global Gateway,
00:34:53for example,
00:34:54we set strong incentives
00:34:55for partners to buy European.
00:34:58I'm convinced
00:35:00the future of clean tech
00:35:02will continue to be made in Europe.
00:35:04But for that,
00:35:05we also need to make sure
00:35:06that our industry has the materials
00:35:09here in Europe.
00:35:10And the only answer here is
00:35:13creating a truly circular economy.
00:35:18So we must move fast
00:35:20on the Circular Economy Act
00:35:22and move ahead
00:35:23in those sectors that are ready.
00:35:26And finally,
00:35:27we need to keep the speed.
00:35:30So the Commission will propose
00:35:32an Industrial Accelerator Act
00:35:34for the key strategic sectors
00:35:36and technologies.
00:35:37In sum,
00:35:40when it comes to digital
00:35:41and clean tech,
00:35:43we have to be faster,
00:35:44smarter,
00:35:45and we have to be more European.
00:35:54Honourable Members,
00:35:57already today,
00:35:59low-carbon sources
00:36:00account for over 70%
00:36:02of our electricity.
00:36:03We are global leaders
00:36:07in clean tech patents,
00:36:09better than the United States,
00:36:12racing with China.
00:36:14When it comes to venture capital
00:36:16for clean tech,
00:36:17we are catching up
00:36:18with the United States
00:36:19and way ahead of China.
00:36:22We are firmly on track
00:36:23to achieve our 2030 targets
00:36:26to cut emissions
00:36:27by at least 55%.
00:36:29This is the power
00:36:31of the European Green Deal
00:36:33and we must stay the course
00:36:35on our climate
00:36:36and environmental goals.
00:36:37This is a must,
00:36:39honourable Members.
00:36:39And the science
00:36:52is very clear.
00:36:54And the economic
00:36:55and security case
00:36:57is equally compelling.
00:36:59In fact,
00:37:01this transformation
00:37:02is central
00:37:03to our push
00:37:03for independence
00:37:05because it reduces
00:37:07our energy dependency,
00:37:09because circular production
00:37:11limits our strategic dependencies,
00:37:14and because it creates
00:37:15front-runner industries
00:37:16that can export
00:37:18the solutions
00:37:19to others.

00:37:41the growing demand
00:37:42for solutions,
00:37:43but it's not a given.
00:37:45And this is why
00:37:46the Commission
00:37:47proposed the 2040 targets
00:37:4910 years
00:37:50after the Paris Agreement.
00:37:52I know that
00:37:53many people
00:37:53are concerned
00:37:54about the scale
00:37:55of what is needed
00:37:56and what is ahead.
00:37:58And that is why
00:37:59the transition
00:38:01must support people,
00:38:03it must strengthen industry,
00:38:05this also means
00:38:06massive boosting
00:38:08of public
00:38:08and private investment,
00:38:10creating lead markets
00:38:12for circular

00:38:14that delivers jobs

00:38:45on imports to Europe,

00:38:54And that means
00:38:55we would be at the mercy
00:38:56of price, volume,
00:38:59and quality
00:38:59that others
00:39:01are willing
00:39:02and able to provide.
00:39:04Take steel
00:39:05and other metals.
00:39:07Global overcapacity
00:39:08is squeezing margins
00:39:10and leaving little incentives
00:39:12to pay a clean premium.
00:39:14So this makes it harder
00:39:16for Europe's steel industry
00:39:17to invest
00:39:18in decarbonization.
00:39:20That is why
00:39:21the Commission
00:39:22will propose
00:39:22a new long-term
00:39:25trade instrument
00:39:26to succeed
00:39:27the expiring
00:39:29steel safeguards.
00:39:32Europe will always
00:39:33remain open.
00:39:35We like competition,
00:39:37but we will always
00:39:38protect our industry
00:39:39from unfair competition.
00:39:41Honorable members,
00:39:50when we talk about
00:39:51competitiveness,
00:39:52we talk about jobs.

00:41:41are still

00:41:42too high
00:41:43for industry.
00:41:45We know
00:41:46what drove
00:41:47prices up.
00:41:48That was
00:41:49dependency
00:41:49on Russian
00:41:50fossil fuels.
00:41:51So it is time
00:41:52to get rid
00:41:52of dirty
00:41:53Russian fossil fuels
00:41:55completely.
00:41:55And we know
00:42:05what brings
00:42:06prices down.
00:42:07And that is
00:42:08clean,
00:42:09homegrown energy.
00:42:11We need to generate
00:42:12more homegrown
00:42:13renewables
00:42:14with nuclear
