00:45Hernandez alleges Estrada channeled P355 million worth of projects to Hagonoy and Malolos in 2025
00:52with a 30% SOP or kickback.
00:55He adds,
00:56In 2023, Villanueva released P600 million worth of projects in Balagtas, Bulacan, also with a 30% cut.
01:04In the same hearing, Hernandez and his assistant JP Mendoza showed photos and screenshots of conversations
01:10supposedly proving Villanueva's and Estrada's involvement in the Public Works kickback scandal.
01:15There were alleged SMS and Viber conversations between Villanueva and Alcantara.
01:20There were also photos where Estrada and Alcantara post together in public events.
01:25And there were piles of cash supposedly for delivery to politicians.
01:28Meantime, Estrada and Villanueva deny Hernandez's claims.
01:32I am confident that I have not committed any illegal act.
01:38If Mr. Hernandez truly stands by his allegations,
01:42I challenge him right now to take a lie detector test with me.

02:03Hernandez also says former district engineer Henry Alcantara acted as the chief implementer
02:08who directly coordinated with politicians.
02:11Alcantara supposedly took a 3% commission for himself
02:14and instructed engineers to tell contractors that an additional 2% finder's fee was needed
02:20if they wanted to secure more projects.
02:22But Alcantara denies Hernandez's allegations,
02:25saying he did not personally deliver funds to politicians.
