00:00What I can say is that they have nine construction firms that we have seen now in the news,

00:07the nine calling card companies of the spouses, Diskaya,

00:11where they have used dummies, where they have become huge contractors.

00:20And all of these nine companies are based in Pasig.

00:24Practically, all of these companies have tax deficiencies, probably with the BIR as well,

00:32but definitely with the LGU, marami po silang violations.

00:36Recently, they have been, Mr. Diskaya has been recently convicted of two counts of building code violations.

00:44So, medyo notorious po ito.

00:47Nagsimula sila sa LGU.

00:49And again, with regard to the question of the chair,

00:53kahit nung mayor na ako, naungontrata pa rin sila sa LGU.

00:58Kasi pinapatupad po namin sa Pasig ay strict adherence to the law,

01:04which is open and public bidding.

01:06So, pag nagkukalify po sila mula 2019,

01:09hindi po namin hinaharangan, may mga project po sila sa city government of Pasig.

01:15Hindi naman siguro kalakihan na project,

01:17pero meron po silang projects with the city.

01:19And we have observed with the DPWH, palaki ng palaki yung mga project nila.

01:24Yung napag-uusapan po ngayon na 30, 31 billion pesos of flood control projects.

01:30Katunayan, flood control projects pa lang po ito.

01:33Hindi bababa sa 100 billion pesos ang total contracts po nila sa ating pamahalaan, Mr. Chair.

01:41Siguro sa final question before proceeding, Mayor Vico Soto,

01:46you mentioned in your Facebook statement that you had seen many inconsistencies

01:52in the testimony of the diskayas.

01:57So, maybe you can intimate to the committee what these particular inconsistencies are.

02:05Marami nga po tayong naobserbahan na you used the term inconsistencies,

02:11but I would like to be more direct.

02:13Kasinungalingan po talaga.

02:15At lantarang kasinungalingan naman po yung mga sinasabi nito.

02:19Hindi naman po bago sa kanila ang pagsisinungaling.

02:22Naobserbahan na po natin ito on the record and in public very many times.

02:27Sabi nga, dito sa kaso na ito, ang sinungaling ay asawa ng magnanakaw.

02:37Kaya ito po talaga yung nakikita natin.

02:42Isang very glaring na kasinungalingan ay yung kahapon po sa statement,

02:49sa sworn statement po nila,

02:51ay na 2 to 3 percent lang daw ang kinikita nila sa bawat kontrata.

02:56Eh, kahit naman po hindi ka eksperto sa larangan ng construction o engineering,

03:03obvious na obvious naman po nakasinungalingan ito.

03:06Meron pa po, sabi po nila,

03:08when Senator Tulfo was questioning them,

03:13sabi niya po, minsan daw po, lugi pa daw siya.

03:17Ang bait naman po ng mga ito,

03:19kung tumatanggap sila ng kontrata sa gobyerno,

03:22nagbibid sila para malugi.

03:24No sane business person would do that.

03:27Of course, I think everyone in this room would agree.

03:31Inasabi nila, 2 to 3 percent yung normal,

03:335 percent daw pag sinuerte.

03:36Pag kinumpute po natin,

03:39alam ko medyo,

03:40Mr. Chair, with all due respect,

03:42if we just apply simple logic,

03:46it is already clear that they are lying.

03:49Although alam ko medyo iba kasi yung logic na ginagamit nila sa universe po nila.

03:53Pero pag tinignan po natin logically,

03:562 to 3 percent of even a hundred billion,

03:59pwede 2 to 3 billion pesos lang po ito.

04:02Eh, sila naman po yung nagmalaki at na nag-flaunt.

04:06At pinagyabang po nila yung lifestyle nila.

04:10Sobrang nga,

04:10sabi nga po nila sa isang interview,

04:1211 digits.

04:14Sabi po nila,

04:15pinagyayabang nila,

04:1611 digits.

04:17Sabi ni Ma'am si Sarah,

04:1811 digits ang assets nila.

04:21So hindi ba baba sa 10 billion?

04:23Nakita po natin,

04:24isang jade lang nila sa office nila,

04:27100 million na kagad yun.

04:29Yung mga sasakyan,

04:30if they paid the correct taxes,

04:31it would easily reach almost a billion,

04:34if not more than a billion.

04:35How will you afford that

04:36if you're only earning 2 to 3 percent profit?

04:42wala silang private contracts.

04:43Ayaw na daw nila sa private

04:44kasi maliit ang kita.

04:50sa sarili nilang mabig.
