00:30Susunod na linggo ay aanunsyo na kung sino-sino ang magiging miyembro ng independent body na mag-iimbestiga sa mga flood control project.

00:39Wala pang formal name pero yun ang binubuo namin, independent commission para imbestigahan, eto nga ang mga lumalabas na anomalia sa mga flood control project.

00:50Yung mga personalities, ayoko namang maunahan ang actual announcement dahil hindi pa solid talaga pero malapit na.

00:59Tatlo ang magiging miyembro ng komisyon. At ayon sa Pangulo sa aking eksklusibong one-on-one interview noong Sabado, wala sa mga ito ang magmumula sa gobyerno.

01:10Paano sila maiba po sa mga existing agency like COA, Ombudsman?

01:14They're completely separate from government.

01:16But how powerful will they be?

01:18We will give them all the powers that are necessary for them to come to a conclusion, to come to some findings, para meron naman, alam natin kung ano yung nangyari.

01:27Hindi man ibinunyag sa ngayon kung sino-sino ang mga ito, nagbigay ng mga clue ang Pangulo.

01:34Kailangan daw na merong abogado o isang justice.

01:38Kailangan din daw ng imbestigador at forensic accountant.

01:41Will they be able to even investigate the congresspeople, the senate, the subpoena powers?

01:49Will they be able to investigate anything and anyone?

01:52Otherwise, then what they will have, may sacred counter na naman, may pinaproteksyonan dahil kasama sa politika, whatever.

02:00Pagka nangyari yun, wala rin kabuluhan yung kanilang imbestigasyon.

02:05Sabi pa ng Pangulo, maaring hinga ng tulong ng komisyon ang lahat ng ahensya ng gobyerno,

02:11halimbawa sa NBI para sa imbestigasyon o kaya'y sa COA para sa impormasyon.

02:18Wala raw sasantuhin kahit pa kaalyado o kaanak.

02:54Pero sabi rin ng Pangulo, rekomendatory lamang ang kapangyarihan ng komisyon.

02:59Pagkatapos daw nilang suriin lahat ng impormasyong nakuha o nabigay sa kanila,

03:04magre-rekomenda kung dapat bang kasuhan o hindi ang isang inimbestigahan.

03:10Ang kanilang rekomendasyon e pwedeng ibigay sa DOJ o kaya'y sa ombudsman para sa paghahain ng kaso.

03:17Sabi ng Pangulo, naging malaking tulong ang sumbong sa Pangulo website na hindi lang daw reklamo sa mga flood control project ang nakuha.

03:27Since we created the website, we have 12,000 plus already reports that are coming in.

03:34And these reports, hindi lang ito…

03:38Hindi lang flood control projects.

03:40Ah, hindi lang. May mga paving, mga road widening, marami, maraming dumadating.

03:47Of course, it was supposed to be, we started talking about only flood control.

03:52Pero siyempre, nagkaroon ng tao ng line of communication sa akin na para makapagreklamo sila,

03:59ginagamit talaga nila. That has been very effective and that's why I encourage everybody to lahat ng hinihikayat ko kayo lahat.

04:41pati na ng ilang district engineer ng ilan, umamin pang panay-panay ang pagkakasino.

04:46Sa laki at lawa ng nabunyag ng mga katiwalian sa mga flood control project.

04:53Tanong ko sa Pangulo, bakit paging ganitong kamahasin ng corruption?

04:57Sa nung ako ay governor, hindi ganito.

05:04At bukod pa sa laki ng halaga ng nakukuha ng kung sino-sino na tao na wala namang karapatan na bulsahin ang pera na yan,

05:14bukod pa ron, ay hindi nila tinatago.

05:21Garapala na po.

05:23In your words, it's economic sabotage.

05:26Ay, yun naman sya, kasi ngayon sila, wala, walang pakialam.

05:29It did not happen overnight.

05:30This happened over many decades.

05:35And we have to figure out kung ano ba talaga ang nangyari para hindi na mangyari ulit to put the safeguards in place.

05:49But so many regimes, and it just keeps getting worse, so...

06:00What we can do is to find out how this happened,

06:04who are the people that are involved,

06:06make them answerable for their wrongdoing,

06:10and fix the structure so this is not allowable.

06:47I get very, very angry.

06:49How can you do this to people that have worked every day of their lives?

06:54Walang ginawa ito kundi magtrabaho.

06:57Nag-sakripusyo ng mahirap.
