00:00Over 7 million illegal cars are being driven on Britain's roads every day.
00:06The van's got no tax, no insurance. We're taking it.
00:10Each year, hundreds of thousands of vehicles are seized.
00:13We need to seize that car. We need to get that car off the road.
00:15It's a bit of a cat and mouse game, so hopefully the cat will win today.
00:19And locked up at one of the country's car pounds.
00:22We are not allowed to let this vehicle leave.
00:25This time, we're on the road with the police.
00:27So the information is, driver's tried to run over his ex-partner.
00:30Yeah, we're going to block the vehicle in there.
00:32The parking enforcers.
00:33You haven't paid outstanding parking tickets.
00:36If you didn't, sir, I would really appreciate that.
00:38And inside, some of Britain's busiest car pounds.
00:43Do not cancel insurance if you don't hear from a customer.
00:46To uncover the shocking.
00:48The allegation is you've tried to run over your ex-partner.
00:51Miserable.
00:52It just takes you all back. It's just making me memorise of it.
00:55I wake up at night as well, seeing the accident.
00:58And downright dangerous drivers committing all kinds of vehicle violations.
01:04It's not just difficult, it's awful.
01:06These are the highway heroes cleaning off our streets.
01:11Yeah, and they won't release my truck.
01:13And once you've lost your vehicle, if you don't pay the fine,
01:16you can wave goodbye...
01:21The car's off the road, the person's in custody.
01:23...to your wheels...
01:24Yeah, police.
01:25Police.
01:26That's so cool.
01:27After 14 days, they tell us we can scrap it.
01:31In Northamptonshire, as part of a county-wide police initiative
01:43called Operation Jaguar,
01:45officers Dave Lee and Bradley Rennie are on the prowl.
01:49So we've got at least 20 vehicles that are out,
01:54and we're utilising the ANPR cameras that are across Northamptonshire
01:58and looking for vehicles that are of interest to the police.
02:02And that could range from relatively minor things
02:05right the way up to, you know,
02:06people who are perhaps wanted for criminality and serious offences.
02:10Typically, with these sorts of operations,
02:11they will lead to lots of vehicle seizures, most likely.
02:15With the police expecting to impound so many cars,
02:20Threadgold Recovery strategically position their tow trucks.
02:25Driver John covers Northamptonshire.
02:28When the police pull a car, we go out, we recover the vehicle.
02:34It'll stop all the illegal drivers driving around
02:37because it's off the road and not going to likely to cause accidents.
02:41Many accidents are being prevented if people follow the rules.
02:55In the town centre,
02:57orchide traffic cameras spot a young boy
02:59in the back seat of a silver Mercedes,
03:02neither in a child seat nor wearing a seatbelt.
03:05We're going to start trying to hit some weather, that's it.
03:08We're going to start trying to hit some weather.
03:10This is a serious situation.
03:12There's approximately 300 children die per year on UK roads,
03:17so the officers must track down the vehicle
03:20before the little lad comes to any harm.
03:24And it's not long before Dave clocks the car.
03:27The kid is just literally sat in between the two seats.
03:30You can just see his head popping up in the middle.
03:32Yunkie, it's got to be six, something like that.
03:37Right, get ready to pop out.
03:46Thanks for stopping.
03:48I need to caution you because I'm going to speak to you
03:50about a traffic offence.
03:51You don't have to say anything.
03:52You may have your defence if you don't mention when questioned.
03:55Something which you'll aid to a line in port.
03:56Anything you do so may be given in evidence.
03:58OK, the reason why I've stopped to speak to you
04:01is because the child in the back
04:02isn't in an appropriate child seat.
04:05Hello.
04:06The driver doesn't speak any English.
04:10But luckily, a family member is nearby
04:12who can just about translate.
04:16OK.
04:16The people have, like, I don't know how to say, sorry.
04:21No, that's OK.
04:22You're learning as well.
04:23That's all right.
04:24This English, I need to learn more.
04:27Your English is very good.
04:28It's better than my Romanian.
04:30So that's good.
04:31Does the child live here?
04:33Oh, yes.
04:34OK.
04:34And who is the child in relation to this gentleman?
04:38Son.
04:38Son.
04:39OK.
04:39There is a young child in the back
04:41that is not in a seatbelt.
04:43So if he had a crash,
04:46even through no fault of his own,
04:49that young child is going to be seriously injured,
04:51if not killed.
04:53And our job is to prevent that from happening.
04:58Him say, don't know,
04:59and say, I'm very sorry about...
05:02Data vitale, no se mai intemple.
05:03Next time...
05:04I appreciate that he's sorry.
05:06Yeah.
05:07But if somebody had crashed into him...
05:10And that child, you know,
05:12he's putting his own son's life in danger
05:15by not putting a seatbelt on.
05:17I'm very sorry,
05:18and next time he promised
05:20we do that charge in the back for the charge.
05:23OK.
05:25That's reassuring to know.
05:28On average, on UK roads,
05:31five people are killed per day,
05:33and it's believed over a quarter of those
05:35are caused by failure to wear his seatbelt.
05:38So Dave's concern isn't unwarranted.
05:41And driving a child without a proper car seat
05:44can result in a hefty fine.
05:47Does he have his driving licence with him, please?
05:51Permiso.
05:54And whose car is this?
05:57It's your car.
05:58As Dave continues to deal with the driver,
06:02Bradley checks the status of the vehicle.
06:05I can see that this vehicle has insurance,
06:08but his name is not on the insurance.
06:11No, because that car was before my uncle.
06:14Does he have insurance?
06:17If this driver can't prove he's insured,
06:20his wheels will earn a one-way ticket
06:22to the pound.
06:25OK, that's a problem.
06:26That becomes a big problem then.
06:35At the Bristol Rovers Memorial Stadium,
06:38the Police and Driver and Vehicle Standards Agency,
06:42or DVSA,
06:43kick off a high-profile road safety operation.
06:46Thank you very much for coming here today, guys,
06:50for Operation Trader being held
06:51at the Memorial Stadium in Bristol.
06:54Sergeant Steve Whatley of the Rhodes Policing Unit
06:56leads Operation Trader,
06:59with the primary objective
07:00ensuring commercial vehicles and their drivers
07:03adhere to road safety standards.
07:07So we're looking at bringing in traders,
07:10so white vans, waste carriers,
07:12anything towing a trailer,
07:14or anything that you think the vehicle
07:17may be dangerous
07:19or there's something wrong with that vehicle.
07:20So the overarching premise of Operation Trader
07:24is about road safety.
07:25It's improving road safety for all of the public.
07:28So we're trying to identify those vehicles
07:31that are not kept up together,
07:34that pose a risk,
07:35and get them off the road as soon as possible.
07:38Any vehicle failing to meet
07:40multi-agency criterias of Trader
07:42will end up on a trailer
07:44and in the pound.
07:59First to be pulled in for a spot check
08:01is a white van
08:03owned by tradesman Ian,
08:07and his passengers aren't impressed.
08:11What?
08:11What?
08:13My kids, you know,
08:16own detection,
08:17they go everywhere with me.
08:19I don't know how I was pulled over.
08:21It's those there.
08:22They pull people over
08:23to check their van trucks, that's it.
08:26The crew inspect the vehicle,
08:29taking great caution,
08:30while Sergeant Steve explains.
08:33It's all about road safety.
08:35And unfortunately,
08:36we can't tell
08:36until we bring somebody in
08:38to do that examination
08:41to understand exactly what's wrong.
08:43It's good.
08:44I know it's frustrating.
08:45You've got work to do
08:46and you've got to get on
08:46and do your job.
08:47I'm just about to take them
08:48and not out to go to the toilet.
08:52Magic, you have some pretty big poo bags
08:54for those ones.
08:55You wouldn't think so.
08:56The little white one
08:57is a bigger crap than this one.
08:59You think a big one
09:02do like donkey's side today.
09:06But the state of this van
09:08is no laughing matter
09:09because the DVSA
09:12has discovered something.
09:14You've got a tyre on the rear.
09:16I've just had a tyre put on.
09:18Offside rear inner
09:19is measured at 1.3
09:20plus there's cords exposed.
09:23Your axle U-bults are loops
09:24and you've got three nails
09:26in the other side
09:28near side inner tyre.
09:29Yeah.
09:29But the problem is
09:30the tyre below legal limit.
09:32Yeah, I get that.
09:34Poor tyre maintenance
09:36has been recorded
09:37as the number one cause
09:38of car accidents in the UK.
09:41So Ian's van cannot return
09:43to the road
09:44until the tyre is changed.
09:47Can somebody bring a tyre out?
09:49No.
09:51I've phoned the garage now.
09:52Last time they tried
09:54to fix a boat here
09:54they couldn't.
09:55I phoned the garage
09:56and he said
09:56bring it over now
09:57and I do it.
09:58Yeah, the problem is
09:59you can go to the garage
10:00not with an immediate
10:00prohibition in force.
10:02Well, who's going to bring
10:03a tyre out
10:03and do it here?
10:06I don't know anyone.
10:08You have to contact
10:09the tyre company to drive
10:10or get somebody
10:11to bring a tyre out
10:12for you
10:12or a wheel
10:13that you can change over.
10:14If Ian can't replace
10:18the tyre on site today
10:20something's going
10:21to the pound
10:22and it's not
10:23the pooches
10:24who instead
10:28finally get their walk
10:30much to their relief.
10:36Coming up
10:37ignorance isn't bliss
10:39in Northamptonshire.
10:41If we stop everybody
10:42everybody would say
10:43oh, I didn't know
10:44it doesn't work like that.
10:54In Northamptonshire
10:56PC Dave Lee
11:00stopped a driver
11:01whose son
11:03is not wearing
11:03a seatbelt.
11:05Now
11:05the driver's insurance
11:07status is in question.
11:09Does he have insurance?
11:12My uncle said
11:12it's composite.
11:13Yes, but in the UK
11:15although it's
11:16comprehensive insurance
11:17you still have to add
11:19drivers by name?
11:20Yeah, I'm just kidding.
11:21Okay.
11:22The problem at the moment
11:23is he has driven
11:24this car
11:25uninsured
11:26so that gives the police
11:28the power
11:28to take this vehicle away
11:30to stop it
11:31from being driven
11:32by anybody
11:33that doesn't have insurance.
11:35So now
11:35you're saying
11:37you need to take the car?
11:38The police will take the car,
11:39yeah.
11:39we get a recovery truck out
11:41and they will take the car.
11:42Seriously?
11:43Yeah.
11:44That's
11:44no insurance
11:46is a big
11:46it's a big problem.
11:48It's a big fine
11:49big penalty.
11:50Yeah, but
11:51we are not
11:52not know about this
11:54this first time
11:55when I
11:56Okay.
11:57I understand
11:58that you don't know
11:59about it.
11:59If we stop everybody
12:00everybody would say
12:01oh, I didn't know
12:02it doesn't work like that.
12:05We cannot turn
12:06a blind eye to that
12:07so
12:08we will have to deal
12:10with him
12:10for that offence
12:11but it will involve
12:13a fine
12:14and it will involve
12:16some penalty points
12:17on a driving licence.
12:19As there's no one
12:20around insured
12:21to drive the car
12:22it needs to be
12:25taken off the road.
12:26Good afternoon
12:29Threadgolds.
12:31Oh, right
12:31Okay
12:32Right, bear with me
12:33just a moment.
12:35Maureen at
12:35Threadgold Recovery
12:36sends driver
12:38John to the scene.
12:39Insurance rules
12:40differ all over the world.
12:41In the UK
12:42we insure
12:43the driver
12:44of the vehicle.
12:46Some countries
12:46insure the vehicle
12:48and then anybody
12:48can drive it.
12:50So you can understand
12:51why people get confused
12:52but by the same token
12:53it is up to you
12:55as the driver
12:56to make sure
12:56you are aware
12:57of the rules
12:57of the country
12:58that you're driving in.
13:00Hello John.
13:01Thanks for coming out mate.
13:03John prepares his truck
13:05but once the car
13:07is at the pound
13:08someone with
13:09appropriate insurance
13:10must collect it.
13:11Who is the owner
13:12of the car?
13:13My uncle.
13:14Your uncle.
13:15Where is he?
13:16In Romania.
13:16When's he coming back?
13:18I don't, I don't.
13:20Okay
13:21because it's his car
13:22it's him that needs
13:24to collect it
13:25or he can
13:26nominate somebody else
13:28to collect it for him
13:29but they will need
13:30to take out insurance
13:31and everything else.
13:33The recovery
13:34will start
13:34at £150.
13:36The no insurance
13:38offence
13:38is a £300 fine.
13:41It's a big
13:42and it carries
13:43six penalty points
13:44as well.
13:46We've done everything
13:47we need to now.
13:49John gets to work.
13:50If the police
13:52pull a car
13:52for no insurance
13:53and we go on
13:54to the scene
13:55to remove the vehicle
13:56it'll stop the
13:58illegal drivers
13:59driving around
14:00and no accident
14:01and then the police
14:02could go on
14:02to the next job.
14:04Once everything
14:05is secure
14:06it's off to the pound.
14:11The owner
14:12never returned
14:13to collect the car
14:14and after 14 days
14:17it was scrapped.
14:19but from now on
14:20the driver promises
14:22to correctly
14:22secure his child.
14:33In Bristol
14:34driver Ian
14:35has until the end
14:36of the day
14:37to change a tyre
14:38currently below
14:39the legal limit
14:40or his van
14:41will be taken
14:42to the pound.
14:43Defects on tyres
14:46can pose
14:47a serious risk
14:47to members
14:48of the public
14:48when used on the road.
14:49If you've got a vehicle
14:50that does not have
14:51sufficient tread
14:52on that
14:52in wet weather
14:53that can cause
14:54a complete loss
14:55of control
14:55which obviously
14:56could result
14:57in a serious injury.
14:58What's the size of me?
14:59Do you know
15:00the size of the tyre?
15:02Ian gets on the phone.
15:04Chris.
15:05Listen to this, yeah.
15:07Vosa got me
15:07and they won't
15:08release my truck
15:09because he just says
15:11I need a wheel
15:14to put on the truck
15:15or a tyre
15:16to put on the truck
15:17and they won't
15:17release it.
15:18It turns out
15:20Ian has friends
15:21not just of
15:21the four-legged variety
15:23and tyre specialist
15:25Chris
15:25comes to the rescue.
15:30Basically he's been
15:30stopped
15:31for a low tyre
15:32and he's a good
15:32friend of mine
15:33and I've just
15:34come out to rescue him
15:35so he can get his
15:36truck back on the road
15:36and get back working.
15:37It's like Tonto
15:39coming to Lone Ranger's
15:41rescue him.
15:43So a tyre
15:44comes with about
15:44eight-minute tread
15:45and it's just
15:46worn down
15:46gone a bit low
15:47carries a lot of weight
15:48on the truck
15:49which is one of them things.
15:55Chris if you take that wheel
15:56could you put a tyre
15:57and that comes
15:58Yeah it's ordered
15:58it's ordered
15:59it's already
16:00see that lads
16:01tyre ordered already
16:03With the new tyre fitted
16:04the DVSA lift
16:06the vehicle's
16:07roadside prohibition
16:08on the condition
16:10Ian also addresses
16:11a few other faults
16:12So once I finish
16:14today
16:15I bring it back up
16:16and I give him
16:17this bit of paper
16:18and he'll tighten
16:18all the knits and crannies
16:20what's on the sheet of paper
16:21Ian is spared a fine
16:23as the issue is resolved
16:24down the education
16:25engagement avenue
16:26instead
16:27he can leave
16:28with his van
16:29plus his dignity
16:30So all happy Ian?
16:31I'm going to take a kiss
16:34what you do
16:35Back in Northamptonshire
16:42Operation Jaguar
16:43is proving a busy day
16:45for CMG
16:46but for the moment
16:48the boys squeeze in time
16:49for a well-earned break
16:50We don't get much down time
16:53but when we do
16:54we make the most of it
16:55I've just done a year
16:57I totally missed
16:58I'm not really good at darts
17:00I'm not very good at all
17:01to be honest
17:02But the downtime
17:04isn't going to last
17:05As PC Dave Lee
17:08and Special Constable
17:10Bradley Rennie
17:10are back on the road
17:14with a view
17:14to taking offending vehicles
17:16off it
17:16The operation so far
17:18is going really really well
17:19There's been several vehicles
17:20that have been stopped
17:20and seized already
17:22for offences
17:22and I believe
17:24they've also got someone
17:24in custody as well
17:25for an offence
17:26So so far
17:27it's still relatively early
17:29the operation's proving
17:31its worth and its success
17:32In Dave's sights now
17:35is a Ford Fiesta
17:36with a faulty brake light
17:38And quite often
17:40we find that
17:41what some would deem
17:42as a minor traffic offence
17:44actually
17:46it usually stems
17:47onto more serious offences
17:48Oh the MOT's expired
17:5217th of the 5th
17:54Oh did it?
17:56Well he's clearly not
17:56had it done
17:57because his
17:57brake light's out
17:59Just can't have a wee chat
18:03with him
18:03Hello how are you?
18:09Thank you for stopping
18:09Yeah we stopped
18:10because your brake light's out
18:11Is it your motor?
18:13It's my dad's
18:13It's your dad's
18:14Right okay
18:15Are you aware
18:16the MOT's
18:16ran out today as well?
18:18Yeah yeah
18:18it's literally getting
18:18picked up tomorrow
18:19What's your name bud?
18:20Jack
18:20Okay Jack
18:21Okay my colleague's
18:23just going to do some checks
18:23we'll check your licence
18:24and stuff on the system
18:25to make sure
18:26everything checks out okay
18:27Bradley runs the car
18:29through the system
18:30and it's insured
18:31to someone who shares
18:32the same surname
18:33as the driver
18:34but not his first name
18:36What's that?
18:39Insurance waste
18:40What insurance
18:43are you driving on bud?
18:44I was an AXA
18:46Right okay
18:47so I can see
18:48an insurance policy
18:49on the car
18:50I'm presuming
18:52is it your dad?
18:53Yeah sorry
18:54on this car do you mean?
18:55This car?
18:55Yeah it's my dad's
18:56that's fully insured
18:56Yeah yeah
18:57so that's what
18:59I just need to establish
18:59obviously I can see
19:00that it's your dad's car
19:02and I can see that
19:03it's got insurance
19:05and that's to him
19:07what I just need to establish
19:08is what insurance
19:10are you driving on
19:11to drive this car?
19:15After a lot of digging
19:16the driver
19:17a plumber by trade
19:18has his own work vehicle
19:21which was recently
19:22involved in an accident
19:23So just to recap then
19:25your dad's car
19:26your dad's insurance
19:28you've got your own car
19:29which has been smashed up
19:31that is awaiting repair
19:33or whatever
19:34and there's currently
19:35no insurance on that
19:36however
19:37you've got a courtesy car
19:39So the courtesy one
19:41is at home?
19:42Yeah
19:42So why are you not in that?
19:44Because of the tools
19:45that's why I assumed
19:47that he insured me on this
19:48because he didn't want me
19:49to put the tools
19:50in that car
19:50Who insured you on this?
19:52They insured me
19:54on that one
19:54but fully comped
19:55sorry
19:56I would say
19:56from experience
19:57and many years
19:58of doing this job
19:59I can't imagine
20:00that a courtesy car
20:01insurance
20:03is going to cover you
20:04to basically
20:05in effect
20:05drive anybody's car
20:06third party
20:07Fully comped
20:09doesn't give you
20:09that automatic
20:10you can drive
20:11other people's cars
20:12third party
20:13This driver
20:14genuinely seems
20:15to have got
20:16the wrong end
20:16of the stick
20:17feeling insured
20:18on a courtesy car
20:19and I thought
20:21fully comped
20:23meant
20:24if somebody says
20:25you can drive the car
20:26you can drive the car
20:27but just as I'm finding out
20:28that's very untrue
20:29Sometimes we recover the cars
20:31because the people
20:32don't understand
20:33the insurance condition
20:34but even though
20:35they've made the mistake
20:36they can't go driving
20:37around uninsured
20:38Believing the driver
20:40has made an honest mistake
20:42Dave does his best
20:43to help out
20:44I'll tell you what
20:45I'm going to do
20:46I'm going to give
20:47the company a call
20:48and just bottom that out
20:50so give us a couple
20:51of minutes Jack
20:52alright
20:52If Dave can't find
20:55an existing insurance
20:57policy that covers
20:58the driver
20:58the lad's father
21:00could be in
21:01for a surprise trip
21:02to the pound
21:03Coming up
21:09a scaffolder
21:10must shed
21:11some excess pounds
21:12or it's the pound
21:14for his truck
21:15He's three and a half
21:15time biased
21:16800 kilos over
21:17If you were to have
21:18a head-on collision
21:19that is going to
21:20just come straight out
21:21In Bristol
21:33Operation Trader
21:34is in full swing
21:36Police scour the streets
21:38ensuring commercial vehicles
21:40are free of dangerous defects
21:42So the officers out on the road
21:44that are looking
21:44for those vehicles
21:45so they will look
21:46at a vehicle moving
21:47and they will do
21:48a quick inspection
21:49of that vehicle visually
21:50and to see if there's
21:51any clear defects
21:52or any issues
21:53with that vehicle
21:54The team on the road
21:57clock a scaffolding truck
21:58that appears
21:59to be overloaded
22:00Vehicles have a maximum
22:02permitted weight
22:03for safety reasons
22:04to do with brakes
22:04tyres, steering
22:05DVSA officer Greg Bell
22:08does the honours
22:09And where's your journey
22:11from and to today?
22:12We're going to show
22:12you how to
22:13which ones
22:13OK
22:14And where did you
22:17load the vehicle?
22:18Show our hands
22:18which one was it?
22:21The maximum weight
22:23of a vehicle
22:23depends on its
22:24make and model
22:25Could you possibly
22:27pop the bonnet
22:28for me please?
22:30Thank you
22:30So what we're going
22:32to do now
22:32is we're going
22:33to look under
22:33the bonnet
22:33on these IV coast
22:34and that will have
22:35a manufacturer's plate
22:36These are the
22:37permitted weights
22:38of the vehicle
22:39So although the
22:42plate's not
22:42massively legible
22:44this vehicle
22:45the combination
22:46can go to
22:463,500 kilos
22:48so that's
22:48three and a half
22:49tonnes
22:49Just turning
22:51the weight pads
22:52on
22:52we're going to
22:53weigh the vehicle
22:54with these
22:54weight pads
22:55just need to
22:56make sure it's
22:56zeros
22:57And there is a
22:58problem with
22:59some of these
22:59three and a half
23:01tonne vans
23:01we'll see in a
23:02minute on the
23:02weight pads
23:03whether this
23:03vehicle's within
23:04its permitted
23:04weight
23:05and then someone
23:06will have a look
23:06at the vehicle
23:07mechanically
23:07Greg must weigh
23:09the wheels
23:10one by one
23:11OK so engine
23:13off
23:13into gear
23:14handbrake off
23:15Then put on
23:16his best maths
23:17head
23:17to calculate
23:18its total weight
23:19So the front
23:21right pad
23:21weighs 920 kilos
23:24What's the
23:25nearside please?
23:26640
23:26640
23:28That's great
23:28Those two together
23:30for the first
23:30axle of the
23:31vehicle
23:31Just pull the
23:32gentleman forward
23:33a minute
23:33and get hit
23:34So what we're
23:36going to do now
23:37is weigh the
23:37second axle
23:38on the vehicle
23:38If Greg's
23:41calculation
23:42exceeds
23:43three and a half
23:44tonnes
23:44this truck's
23:46not fit
23:46for the road
23:47OK so the
23:50engine's off
23:50into gear
23:51handbrake's off
23:52that basically
23:53allows the
23:54vehicle to
23:54settle
23:54and then we're
23:55going to get
23:56the second
23:56axle reading
23:57from the
23:57vehicle now
23:58So the
23:59offside wheel
24:00is 1460
24:02Nearside please
24:041280
24:05So
24:06your total weight
24:08is 4.3 tonnes
24:09today
24:10Yeah
24:11it's 800 kilos
24:12over
24:12This excess load
24:15could grossly
24:16affect the van's
24:16braking distance
24:18Almost 50%
24:19of UK businesses
24:20fail to routinely
24:22check their
24:22vehicle's weight
24:23making overloading
24:25an epidemic
24:26on our roads
24:27Now
24:29to save his
24:30truck from
24:31being impounded
24:32the driver
24:33must somehow
24:33shed the
24:34extra pounds
24:35So you will
24:37need to get
24:37another van
24:38here
24:38to offload
24:39the excess
24:39weight
24:40But if this
24:41driver has
24:42overloaded his
24:43vehicle on a
24:44regular basis
24:44it could have
24:45caused so much
24:46damage
24:47It's only fit
24:49for the pound
24:50There may be
24:51some further
24:51defects that we're
24:52going to go
24:52and find
24:53In Northamptonshire
25:03PC Dave Lee
25:04tries to help
25:05a young plumber
25:06find out if
25:07he's insured
25:07on his dad's
25:08car
25:08I leased a car
25:10out
25:10and I had an
25:12accident in it
25:12last Sunday
25:14and it's going
25:15to get rid of
25:15so they give me
25:17a courtesy car
25:18and just to cause
25:19any more of a
25:20pull weight
25:21I've tried to
25:23get this
25:23thinking I'm
25:24insured in it
25:24so I don't ruin
25:25the other car
25:26and I've caused
25:27myself a bit of
25:28plumber
25:28apparently
25:29Alright
25:30take care
25:31thanks
25:32bye

25:34I've spoken to

25:37as I thought
25:37they don't
25:39cover third
25:39party
25:40bud
25:40their interest
25:42is only
25:43their vehicle
25:44I live in
25:45literally that
25:45street there
25:46I can get
25:46my dad to
25:47drive

25:47him a ring

26:01he gave
26:02his son
26:02permission
26:03to drive
26:03the car
26:04maybe he
26:05can shed
26:05some light
26:06on whether
26:06the lad's
26:07insured
26:08Hello

26:18it

26:18he thought
26:19the hire
26:21company
26:21the courtesy
26:22car
26:22insurance
26:23would cover
26:23him
26:23to drive
26:24this
26:24vehicle
26:24and
26:25unfortunately
26:25I've spoken
26:26to them
26:26and it
26:27doesn't
26:28I think
26:28my insurance
26:29covered him
26:30to drive
26:30that vehicle
26:31ok
26:32but he's

38:26there
38:26yeah
38:27yeah
38:27this is
38:28obviously
38:28a bit
38:28of a
38:28different
38:28location
38:30to
38:30normal
38:30it's
38:31an
38:31underground
38:31car
38:32park
38:32obviously
38:33got height

38:34for the
38:34recovery
38:34truck
38:34getting
38:35in
38:35or
38:35out
38:35so
38:36we
38:36did
38:37advise
38:38that
38:38the
38:38ideal
38:39location
38:39to stop
38:39would be
38:40the other
38:41end
38:41of the
38:41car
38:41park
38:42obviously
38:43this gets
38:43relayed
38:44to one
38:44person
38:44to another
38:45to another
38:45and by the
38:46time we
38:46got to
38:46the driver
38:47I'm sure
38:48we probably
38:48didn't get
38:48the correct
38:49sort of
38:49locations
38:49to where
38:50to find
38:50us easily
38:51so
38:52that's the
38:53way it
38:53goes
38:53sometimes
38:54I drive
38:54it out
38:55I'm parked
38:56out
38:56up there
38:56yeah
38:57just watch
38:57me load
38:58it
38:58and then
38:59once it's
38:59on
38:59we're
39:00gone
39:00so
39:01I've
39:01just got
39:02to get
39:02the
39:02photographs
39:02if I
39:04only
39:04found it
39:05in the
39:05end
39:05yeah
39:06Colin
39:07drives
39:07the car
39:08back to
39:08his tow
39:09truck
39:09where he
39:10can
39:11finally
39:11load it
39:12a job
39:14which should
39:14have taken
39:1520 minutes
39:16actually
39:18took an
39:18hour and a
39:19half
39:19the vehicle
39:21itself
39:21will go to
39:22Cowan
39:22Motor Group
39:23recovery yard
39:23someone then
39:25has to
39:26provide relevant
39:27documentation
39:28so that we
39:28can release it
39:29to somebody
39:30that's legally
39:30entitled to
39:31have the
39:32vehicle released
39:32to
39:33they must
39:33prove they
39:34got insurance
39:34and have a
39:35license
39:36if they're
39:36going to
39:36drive the
39:36vehicle away
39:37the car
39:40was collected
39:40two weeks
39:41later
39:41at a cost
39:42of 510
39:43pounds
39:44and for
39:46now
39:46Colin can
39:48get on
39:48with the
39:48rest of
39:49his day
39:49at Bristol's
39:59Memorial Stadium
40:00it's coming
40:01to the end
40:02of a busy
40:02day for
40:03Sergeant
40:03Steve's

40:05ensuring
40:06commercial
40:07vehicles
40:07are fit
40:08for the
40:08road
40:09it's going
40:10really well
40:11we're getting
40:12lots of
40:12vehicles coming
40:13in
40:13engaging
40:14with those
40:14drivers of
40:15those vehicles
40:16explaining
40:17any faults
40:17that we're
40:18finding
40:18and prosecuting
40:20where we need
40:20to
40:20and it's
40:21just all
40:21about improving
40:22road safety
40:22for road users
40:24the police
40:26the police have
40:26pulled over
40:26another
40:27scaffolding
40:27truck
40:28but the
40:30passenger
40:31seems to
40:31think
40:32otherwise
40:32yeah
40:34we didn't
40:34really get
40:35pulled over
40:35they kind of
40:35just came up
40:36and told us
40:37to follow them
40:37which is weird
40:38they pulled up
40:39alongside us
40:39and this thing
40:41on the back
40:41of the window
40:42that says
40:42follow me
40:42so we followed
40:44them here
40:44technicalities
40:46aside
40:46the truck
40:47caught the
40:48attention
40:48of the
40:49police
40:49because it
40:50doesn't
40:50have an
40:50MOT
40:51it's two
40:53years out
40:54of MOT
40:54you know
40:55so that's
40:56the one
40:56that we
40:56can see
40:57here today
40:57you know
40:58when we
40:59go
40:59when a vehicle
41:00is presented
41:00for MOT
41:01there might
41:01be other
41:01defects
41:02that's
41:02identified
41:03introduced
41:05in 1960
41:06Ministry
41:07of Transport
41:08Certificates
41:09or MOTs
41:10are essential
41:11to ensure
41:12vehicles are
41:12free of faults
41:13that could
41:14cause an
41:14accident
41:15and this
41:18truck
41:18has gone
41:19almost three
41:20years
41:20without a
41:21checkup
41:21until today
41:23you can see
41:24quite a lot
41:25of splits
41:25around the
41:26carcass of
41:26this
41:26but here
41:27you can
41:27start seeing
41:28the cord
41:28structure
41:28starting to
41:29fail as
41:30well
41:30so there
41:31is quite
41:31a serious
41:32defect
41:32there
41:32and that
41:33tyre is
41:33overloaded
41:34as well
41:34it's another
41:36vehicle
41:37unfit
41:37for the
41:38road
41:38there's a
41:40possibility
41:40we could
41:41impact
41:41the vehicle
41:42and the
41:43team have
41:43discovered
41:44the driver
41:44isn't
41:45either
41:45at least
41:47when driving
41:48this truck
41:49the driver
41:49hasn't got
41:50the right
41:50category
41:50driver's
41:51license
41:51as I see
41:54we've got
41:54three issues
41:55we've got
41:56it's overweight
41:57the tyre's
41:59defective
42:00and from a
42:01police perspective
42:02and my
42:02understanding
42:03is that
42:03neither of
42:04the two
42:04of you
42:05who are
42:05in the
42:05vehicle
42:05have got
42:06a license
42:06of
42:07qualifier
42:07to drive
42:08to drive
42:08this way
42:08I thought
42:09I did
42:09mine
42:09seems not
42:13so the
42:13position
42:13is that
42:14basically
42:14you can't
42:17drive it
42:17away
42:17so it
42:18doesn't
42:18make a
42:18difference
42:18now the
42:19driver comes
42:19up now
42:19does it
42:20because the
42:20tyre and
42:21FNL
42:21it's just
42:22going to
42:23get gone
42:23yes
42:24all right
42:25I'll leave
42:26it with you
42:26then
42:26fine
42:29this vehicle
42:34is really
42:35why we're
42:35here today
42:36it's really
42:36right across
42:37the spectrum
42:37of all the
42:38offences
42:39and really
42:40putting road
42:40safety
42:41jeopardy
42:41the driver
42:43is charged
42:44with multiple
42:44offences
42:45and Bristol's
42:48recovery teams
42:49remove another
42:50potentially dangerous
42:51truck from the
42:52road
42:52we live and we
42:53learn
42:54don't we
42:54the last thing
42:56I would want
42:56is for something
42:57to fall off
42:57of a wagon
42:58like this
42:58and hurt a child
42:59or something
43:00do you know
43:00what I mean
43:00it's been a
43:02really successful
43:03day for
43:04Operation Trader
43:0533 vehicles
43:06were committing
43:06offences
43:07and were dealt
43:08with
43:08and has helped
43:09to improve
43:11road safety
43:11for all users
43:13so you know
43:14I applaud
43:15you know
43:16the effort
43:16today
43:16well done
43:17do you know
43:18what I mean
43:18it's obviously
43:19a lot of money
43:19being spent
43:20here today
43:20everyone's on
43:20wages
43:21except for us
43:21and yeah
43:23brilliant
43:23we're going to
43:25go and get
43:25pissed
43:26and that's
43:27the end of that
43:27I'm
43:29I'm
43:29I'm
43:29I'm
