00:00Yes, we are putting together the EO that will create the Independent Commission.

00:07The Independent Commission will be the investigative arm so that they will continue to investigate.

00:18Whatever information is received, it will be sent to them.

00:21They will investigate it and they will make recommendations as to how to proceed,

00:29whether it's a leader or an ombudsman or a DOJ, whatever it is.

00:35But they will recommend to the executive what to do with certain parties

00:40who have been found to be part of all of this corruption that's been going on,

00:48not only in flood control but all of the workings within DPWA.

00:56Unfortunately, the more we look, the more we find.

00:59Kaya sa 2026 budget, marami pa rin yung siningit.

01:05So, talagang it really needs to be cleaned out properly.

01:12So, you will need the Commission for the independent budget?

01:16Well, it depends on how it's structured, five members, seven members,

01:22who will be the chair, all of those things.

01:25So, we haven't put the structure together yet.

01:27But the names, I think, I mean, we need forensic investigators, we need, of course, lawyers, justices, prosecutors,

01:39who will look at the evidence and look at the information that we have.

01:45And they will put together that information and make the recommendation to either DOJ or

01:51the Ombudsman depending on who is found to be liable for some of these nefarious activities.
