During a House Appropriations Committee markup meeting before the Congressional recess, Rep. Harold Rogers (R-KY) spoke about provisions in the Interior and Environment Appropriations Bills.

00:00Mr. Rogers is recognized for general remarks on the bill.
00:05Let me thank Chairman Cole, Chairman Simpson,
00:10ranking members,
00:13Delaro and
00:14Pengri
00:18for the hard work you put into this bill.
00:22This was a difficult bill to write.
00:25And I want to say a special thanks to the chairman
00:30for work that he has done.
00:34I want to personally
00:35thank all of you on this committee,
00:40especially Chairman Simpson,
00:42for continuing to support
00:45the Abandoned Mine Lands
00:49AML, Economic Revitalization Program
00:54at Department of the Interior.
00:56The provisions in this bill
00:59will continue the mission of this program
01:04to provide a shot of adrenaline
01:07to our communities
01:10reeling from the decline of coal.
01:15Those of us who represent coal country
01:18have long been searching for ways to help hardworking people
01:25in these communities
01:26who are looking for new opportunities.
01:29This program, which you created in 2016,
01:36does just that.
01:38Thanks to your leadership,
01:41this committee has seized a great opportunity
01:45to utilize this reclaimed land
01:50to create jobs in struggling communities.
01:55The AML Economic Revitalization Program,
01:59a win-win.
02:02Good for the environment,
02:06good for jobs.
02:08It has bipartisan support in Congress
02:11and truly is making a difference.
02:16I also want to thank the chair
02:21for maintaining full funding
02:24of the payments in lieu of taxes program built.
02:30Many counties in my district
02:32have large swaths of federal lands
02:35and being able to re-coup
02:40the lost tax revenue
02:44is vital for funding their schools,
02:49emergency services,
02:51many other crucial public services.
02:55This bill makes responsible cuts
02:57while continuing to further
03:01the charters of the departments
03:03and agencies under its umbrella.
03:07So I urge my colleagues to support this bill
03:10and I yield back.
