During a House Appropriation Committee markup meeting held before the Congressional recess, Rep. Rosa DeLauro (D-CT) spoke about a comment made by Rep. Andrew Clyde (R-GA).

00:00Do any other members wish to make opening remarks?
00:03Mr. Chairman, may I just make a comment?
00:07I know I've done my opening remarks, but I can just make a quick comment.
00:11I just want to say to Mr. Clyde, who quoted the Tenth Amendment to the Constitution,
00:19that's all well and good, but you can't pick and choose which part of the Constitution you want to adhere to.
00:24There is Title I, Section 9, Clause 7, which says that the power of the purse resides in the Appropriations Committee,
00:36and that is being decimated and eviscerated, and it is the job of this committee to make sure that that power of the purse continues to reside within the Congress.
00:48So, again, you can't pick and choose the pieces of the Constitution that you want to adhere to.
