00:00He was threatening to kill somebody over by the sports complex.
00:09He was using his vehicle as a battering ram.
00:16Can I take car one?
00:21The suspect began to play bumper cars on the freeway.
00:24We've got 70 miles.
00:31This guy, he's driving like an animal.
00:33Just tried to run me off the road.
00:3540 miles an hour, we're going off-roading.
00:38That speed's that fast, it's very likely that we may have a fatality.
00:54I was sitting outside in the parking lot of the Brigham City Animal Shelter.
01:10The citizen came up to me.
01:13He explained that him and his son were at the sports complex,
01:17and a male came up in a dark-colored SUV.
01:20I recognized the driver as Brandon Chappell, a kid who I'd gone to school with.
01:26He says, well, what are you guys doing down here?
01:29And I said, well, I've got my boy.
01:32We're just, we're doing a driving lesson.
01:34The next thing was, well, do you have a gun?
01:37I said, you know, what are you thinking?
01:39And he says, well, I'm thinking I want to kill somebody today.
01:41And you guys look just right.
01:43As soon as he made that thread of wanting to kill somebody, it was time to go.
01:47My immediate concern was getting my son out of there, so we went.
01:57I started going south on 1200 West.
02:00I saw a dark-colored SUV with a male inside that matched the description that Jared had given me.
02:06I stopped to try to talk to the driver.
02:10And at that point, he waved at me and started pulling away.
02:12Boxed at a problem.
02:31Attempted to go 1060.
02:35Westbound on 4th Street.
02:371500 West.
02:39We run that plate, see who it comes back to.
02:41Found out that the vehicle belonged to Brandon Chappell.
02:58Your assigned call has been updated.
03:02I actually had to swerve from rear-ending him.
03:05And he looked over at me and he flipped me off.
03:09And took off again.
03:19Still westbound, approaching 2600 West.
03:23He's unpredictable.
03:24We don't know what he's going to do.
03:26Corporal Lyman was on his own.
03:27And it's important that he doesn't remain on his own because these situations, they evolve quickly.
03:39Oh, shiz.
03:40I've never seen anything like this where the suspect will just slam on the brakes, throw their vehicle in reverse, keep going, slam on the brakes.
04:00I knew I had officers coming and that they'd be there shortly.
04:19I was hoping that they'd get there before I had to take any other action.
04:28The speed limit is 40 miles an hour.
04:30The individual at the time was doing 60 miles an hour.
04:33I pull in behind him, giving him a wide berth.
04:49Other officers start pulling into the side of me to set up a felony stop.
04:53He was threatening to kill somebody over by the sports complex.
04:58I'm halfway out of my vehicle trying to give him orders over the PA system.
05:03I heard the impact behind me.
05:17He could have killed me.
05:24He could have killed me.
05:32Get out of the car!
05:33Get out of the car!
05:42I was thinking, is this really happening or am I just imagining all this?
05:45All three of my front airbags had gone off.
05:54It broke my windshield.
05:58You good?
05:59Yeah, I'm good.
06:01The driver of this vehicle is out of control.
06:05Bravo 11.
06:06We've got one suspect in the vehicle that I can see.
06:09It appears to be male.
06:11It was my vehicle that got hit on code 4 and out of the pursuit.
06:16I became the primary vehicle in the pursuit.
06:19I'm looking at this individual as now one of the most dangerous individuals I've ever dealt with.
06:32What is this person capable of?
06:35This needs to end now.
06:36Stop your vehicle now.
06:39Pull to the side of the road.
06:41He's about probably left foot.
06:42A pole to the side of the road.
06:44A pole to the side of the road.
06:46That's left for us.
07:08Box over on the road. Still traveling westbound, about 16 miles an hour.
07:14Looks like we're pulling over now.
07:16There is no way out other than the same road he's already on and being chased on.
07:23Copy. So traveling westbound.
07:26He's trying to turn around on us. Let's block him in. Block him in.
07:38Get out of the car! Get out of the car! Get out of the car!
07:43Watch out! Watch out! Watch out! Get out of the car!
07:50He's gone! He's gone!
07:51He's gone! He's gone!
07:52In the span of eight minutes, he has already smashed one vehicle.
08:01He has slammed my vehicle.
08:07How many other vehicles is this guy going to try and ram?
08:12I can't believe he's continuing this after everything we've already been through.
08:21I heard somebody ask for spike strips. I had some in my vehicle.
08:25I knew this would be a really good place to try to get him stopped.
08:31It's just a two-lane road with some barbed wire fence on each side.
08:344th Street is roughly a 40-mile-an-hour road.
08:44The suspect was anywhere between 109 and 120 miles an hour at that time.
08:50I can see them coming back to where I was, have the spike strips laid out.
09:03Me and another officer were using what cover we could in case he decided to try hitting us instead of the spike strips.
09:25He's coming right now!
09:26Did you get him?
09:37Negative on spike. Negative spike.
09:39The suspect was able to avoid the spike strip by driving off the side of the road.
09:47It was disappointing.
09:48You can make a plan all you want, but with somebody unpredictable, it's hard to figure out what they're trying to do.
09:56I-15 is a major freeway that runs through our city. It is a three-lane highway. There's traffic all over the place.
10:13He's already shown that he was willing to go head-on with police.
10:17What is he willing to do with the public?
10:19We're passing 360. Traffic is yielding. We've just been notified.
10:27How are you just trying to push on a freight? Can I have units for a minute to all?
10:40Number one at 75 miles an hour. Traffic is still yielding.
10:44There's a trooper in the area that can try to pick up that.
10:52105, number one.
10:56My name is Ken Chug. I'm a trooper with Utah Highway Patrol.
11:00We're going under range at 1100 speeds are at 90.
11:0490.
11:06I was running lights and sirens to get there, but I was still about two miles behind.
11:19Speed zero air. 105, number one.
11:22Number one.
11:24We want this vehicle to be stopped immediately.
11:28Maybe he might slam into another vehicle or cause a wreck, hurt, or even worse, kill a family.
11:35He's still yielding.
11:37The individual had threatened to kill a father and son.
11:40When you have these high-risk situations, it's always incumbent upon us that we are showing up with as many officers as possible.
11:53Number two. Approaching 357. Speed zero at 70 miles an hour. Number two late.
11:59Oxelers. 1056. I'm behind the pursuit. Doing a slowdown of traffic.
12:03Can I take the car one?
12:05Came up to make contact to pit the vehicle.
12:09Our approximate speeds were around 70 miles an hour.
12:12I've done quite a bit of pit in training, but never at that speed before.
12:18Speed zero six is in number one position.
12:22Take copy, number one position.
12:25Watch for one.
12:29Number one position.
12:32Take copy, number one position.
12:35It did a full 360 and was now straight again.
12:41It was almost like watching a, like a teacup ride at Disneyland.
12:47It's where they just spin and spin and spin.
12:57Suspect then went after Trooper Chug and began to play bumper cars with him on the freeway.
13:01When the vehicle rammed me, it didn't just push the vehicle forward. I mean, it felt like it was trying to push the vehicle forward through me. My head was thrown up against the back of the headrest. The back window, as the glass came out, I could feel the shards of glass hit the back of my head and fall down the back of the headrest.
13:19He had directly targeted me. I was going to do whatever it took to get him stopped.
13:24Trooper Chug is one of my good friends. It was hard to see somebody go after him like that.
13:29I looked over and he was starting to pass me on my left, at which point I just went straight across the lane.
13:34Second pitch, second pitch.
13:35Second pitch.
13:36Second pitch.
13:37Second pitch.
13:38I just glanced off of the back fender, because I didn't want to do anything.
13:39I was going to do whatever it took to get him stopped.
13:40Trooper Chug is one of my good friends.
13:41Trooper Chug is one of my good friends.
13:42It was hard to see somebody go after him like that.
13:44I looked over and he was starting to pass me on my left, at which point I just went straight across the lane.
13:55I just glanced off of the back fender, because he moved at the last moment.
14:07It was pretty wild to watch like a pinball machine or a derby race where you're just slamming into cars and walls and different things.
14:18As I looked in my mirrors, I'm still not sure how he did it, but he was back 360 degrees and he was straight southbound again.
14:33At which point I flipped around 180 degrees and I was going to try to hit the back end.
14:40He's losing fluid.
14:48When I saw Trooper Chug coming at me, it scared me a little bit.
14:52And we were both, I think at this point, just trying to avoid hitting each other.
15:00The suspect has already gotten through two pit maneuvers.
15:04I had to become more and more aggressive with my maneuvers to ensure that this individual was stopped.
15:18He's willing to do whatever it takes to get away.
15:22Wasn't sure if Trooper Chug could continue in the pursuit or not.
15:25Didn't know how damaged this vehicle really was.
15:29I was the only trooper there, so I was the one that needed to do this.
15:34The fact that the individual was using his vehicle as a battering ram, it was considered a deadly force situation.
15:45I decided I was going to utilize the concrete barrier to hit him to the left.
15:51I knew that there is a greater risk for the driver as far as being injured,
15:56but I had to weigh that against the risk of who could be hurt by him if we didn't get him stopped.
16:04It hit, hit, hit, hit!

19:20Contando 43, você pode me mostrar.
19:25Nortebound, 557, passando a marca 64.
19:29O que é a razão para o parque de tráfico?
19:33O que é a razão para o parque de tráfico de tráfico?
19:37Ele estava obviamente ignorando minhas luzes, desculpando a pulver.
19:41Ele não iria parar.
19:43O que é isso?
19:45O que é isso?
19:47O que é isso?
19:49O que é isso?
19:51Onde é isso?
19:53Um lado ou um dia?
19:55Seu carro no meio.
20:11Ispern stands for the Illinois State Police Emergency Radio Network.
20:17Ispern, this is Williamson County, Unit 43, do you copy?
20:21Williamson County 43, DeCorn, go ahead.
20:25A velocidade limitada no tempo.
20:27Espeeds are currently 105.
20:29A reason for pursuit was traffic violations.
20:34Is this guy wanted, is he involved in smuggling narcotics?
20:37You just don't know why someone's running or what's going through their mind,
20:40or especially what they're willing to do to get away.
20:45Here you go, buddy, hold the line.
20:47Hold the line.
20:51I was trying to use my spotlight at the time
20:53and see how many heads were inside the vehicle.
20:55There's three or four people, and we come to a stop on the side of the road,
20:58and now it's three or four versus one.
21:00I'm probably in some trouble there.
21:02He's calling 43, mile post 83, speeds 95.
21:05Also, if you have any units to be able to assist, I'm still here by myself.
21:09It would be appreciated.
21:11I've known Corporal Favre since high school.
21:18I knew that whenever he keyed up the radio that night, it was going to be a significant reason.
21:23So I hurry over to the interstate.
21:28We were driving directly away from the center of the county where all of my backup would be.
21:34I knew I had to step it up a little bit.
21:37If they're running 105, I've got to run 115 and try to catch up to them.
21:43Mile post 90, speeds 100.
21:48My biggest fear is they're going to cause harm to someone innocent that's just traveling along the road.
21:54Whenever you're in a pursuit like this, radio traffic is essential because it moves faster than any vehicle.
21:59Mile post 95, speeds 100.
22:04Coming up on the 64, 57 split.
22:07Interstate 57 feeds into several other interstates.
22:11It's a thorough way where you could get to Chicago or St. Louis or to Indianapolis.
22:18I'd call it a shortcut.
22:21We came up to Interstate 64.
22:23He could have turned westward toward St. Louis.
22:26If we go that way, we're now going towards a major metropolitan higher population center.
22:32You don't know what the person's carrying.
22:35It's not always just drugs.
22:36There's, you know, human trafficking, sex trafficking.
22:39We have to stop them before they make it to their destination.
22:45People may try to trip us up by the last second switching onto a different interstate.
22:51When you're in situations like this, you fall back on your training.
22:54If I'm feeling some stress, I know he's probably feeling more and more on top of it just because I'm chasing him versus him chasing me.
23:01It's my job to follow the vehicle that's in front of me, keep sight of it, and then relay where I'm at.
23:07We'll be continuing northbound I-57, milepost 96.
23:14It was just him.
23:15He was by himself.
23:16It kind of drove me to drive a little faster.
23:19Ducoing 43.
23:20We just crossed into Marion County.
23:22Speeds are 95.
23:25Eskburn 43.
23:26Do you copy?
23:29Ducoing 43.
23:30Do you copy?
23:33Ducoing 43.
23:34Do you copy?
23:36I'd lost communication with dispatch.
23:38I'm trying to relay to them where I'm at and what's going on, and I'm not hearing anything back.
23:44Ducoing 43.
23:45Do you copy?
23:48Nobody knows where I'm at.
23:49It's a very dangerous situation.
23:53Ducoing 43.
23:54Do you copy?
24:03Ducoing 43.
24:04I will not copy.
24:05Repeat your test.
24:0610-4.
24:08Our radio's struggling out here.
24:10Me, passing exit 109.
24:13Speeds are 90.
24:14Ducoing 43.
24:16I believe I copy.
24:17Do I found myself?
24:18It's 109.
24:19Once I was able to speak with people, it brought some comfort.
24:23We've now gone well over 50, 60 miles at high speeds.
24:28I knew I was good on fuel, and so you've got to factor in the person I'm chasing.
24:32Are they running low?
24:33Are they running low, so are they now going to try some more dangerous maneuvers to get away?
24:41I just hope everybody else has gas with me.
24:43One of our deputies had pulled off to get fuel.
24:55I was pretty worried we were going to run out of fuel, and I hope a father would have been there by himself.
25:09And the last thing you want is your buddy getting caught in a gunfight, and you're stuck on the side of the road.
25:14It definitely brought a sense of relief to see some red and blue lights.
25:31Let's try a rolling roadblock here.
25:35We were at well over 100 miles an hour.
25:37Pit maneuver is out of the question.
25:39Our only option at that point was to try and slow him down with the rolling roadblock.
25:43All right, just a second here. Jefferson County is trying to block him off here.
25:47The rolling roadblock would be putting enough units around him to where he has nowhere else to go.
25:53You utilize preferably three vehicles, one behind, one to the side, one forward, to slow that vehicle down and move it off the roadway.
26:02It limits their avenues and their threat to the public.
26:05We were using semi-traffic that was around us.
26:09Semi's are usually traveling at slower speeds.
26:12We could use that to our advantage, along with placing units up in front of him to block any exits for him to try and get around that semi.
26:28My vehicle just tried to run me off the road. Still northbound, speed 60.
26:33Whoever was behind the wheel was a special kind of bad guy, willing to run the police officers off the road.
26:45Knowing that he's willing to potentially kill me just tells me this guy, he's willing to do anything to get away.
26:50I was able to pull up directly alongside him and I was trying to get a look inside the vehicle to see how many people were in it.
27:12If he had a firearm, he can try to then use it on me at that point.
27:19I wasn't able to see in the vehicle at all.
27:21It had dark window tint, so I had no idea how many people were in it.
27:25I think he had gotten wise to it every time we came up to a semi.
27:31He can't see what's on that shoulder when he makes that pass.
27:46It's definitely a high-risk move.
27:56Just try to run me off the road again.
27:58Passing exit 127, speed 80.
28:00This guy can drive.
28:16We've boxed him in between at least three semis. He's made it out.
28:21It's an all or nothing thing for him.
28:24He's throwing caution to the wind to try and get away.
28:27First guy, the wait till he runs out of gas.
28:30It started at freaking 60, dude.
28:32We've gone almost, we've gone 70 miles.
28:43We got a lot of our guys with me.
28:46We don't let our guys go alone.
28:48I'm gonna have his back.
28:51And we're in Eppingham.
28:58Eppingham is over 100 miles away from where we had started this chase.
29:07We were going into town here.
29:09Not what I wanted to do.
29:12I'm not familiar with this area at all.
29:13Maybe he might know this town better than me,
29:15and he knows maybe some roads he could take to try and get away.
29:18I'm running out of gas.
29:21This has now become a much more dangerous situation to the public.
29:25We have to stop this guy.
29:27Turning left onto West Maple.
29:34North on Maple from Jefferson.
29:35North on Maple from Jefferson.
29:38We're in a residential area.
29:39This guy was going to kill someone.
29:41The last thing that I wanted was there to be a family coming home from the bowling alley or a movie theater and get T-boned by this guy because he's driving like an animal.
29:49I made the decision that if this guy made the mistake to slow down enough, I got to put a stop to this now.
30:0110-50, 10-50, stand by.

30:27Show me your hands now!
30:28On the ceiling!
30:29Put them on the ceiling!
30:30Put them on the ceiling!
30:31Put them on!
30:32Put them on!
30:33O mais perigoso parte é
30:35tomar alguém em cústia de um carro.
30:37Não sei se eles vão tomar esse tempo
30:39para parar e lutar.
30:41Você tem a cover.
30:42Ok.
30:44Não move!
30:46Put your hands on the street!
30:48Não se sentire.
30:49Não havia ninguém em cústia de ele
30:51além dele.
30:52Put your hands on the street!
30:54Ele foi agora em cústas e o avantage
30:56foi definitivamente em nosso favor.
30:57Ah, é isso aí.
31:03Ele foi cool as a cústia.
31:05Calma as could be.
31:07Eu posso sentir a marijuana
31:09coming out of the vehicle,
31:09muito forte.
31:11Eu fui lá e olhei no carro
31:13e eu vi dois cústas
31:15e eu vi dois cústas de novo.
31:16Eu disse ao meu pai,
31:18ele disse,
31:18você quer fazer os honores aqui
31:20e abrir os cústas?
31:21E ele disse,
31:22sim, sim.
31:23Nós encontramos 75 bagas
31:25de marijuana
31:26e vários cústas de promethazine.
31:29Nós estimamos o total
31:31de cerca de um milho
31:33de uma R$701,000.
31:35Somente como uma R$701,000,000.
31:36Nós geralmente calls
31:36o suicídeload.
31:39Omposito faz é que
31:41se você estão parando
31:41de uma R$80,000
31:43de canadas de carro,
31:44em cústas de gambe
31:45para você,
31:45porque é a trafico

31:59Nós temos uma app
32:00em nosso telefone
32:01E se eu forgo 80 mil por hora,
32:02ele diz.
32:04Ela disse,
32:05você tem que ir tão rápido?
32:07Eu disse,
32:07sim, eu tive que ir tão rápido.
32:13Para ver os narcotistas,
32:15para pegar o cara,
32:16para colocar ele em custódia,
32:17foi worth it.
32:19Eu chamo isso um bom dia de trabalho
32:21quando nós levamos
32:22aquele monte de narcotistas
32:23na rua em uma noite.
32:31Nós não tínhamos para parar
32:37até que ele estava em custódia.
32:40Ele levou uma balança
32:41para o Williamson County
32:43e ele perdeu.
33:01Rua color,
33:09Chrysler, Aspen,
33:11Ferland B. Smith,
33:12Victoria Drive.
33:13I was patroling
33:32the area of Durham Lakes
33:33when Officer Montgomery
33:35got on a radio via
33:37that she was trying
33:37to initiate a traffic stop
33:38on a vehicle
33:40that wouldn't stop.
33:41We have to catch
33:42this vehicle
33:42and get it chased out.
33:49Once she said
33:52where she was,
33:53I realized
33:54I was close by.
33:58I knew that
33:59was coming up
34:00on me quick.
34:03And we was right
34:04beside a school zone.
34:11He was coming at me
34:12about 70, 80 miles per hour.
34:16The roads are very tight.
34:19We get a lot of kids
34:20standing on a corner
34:21waiting around.
34:22I was praying
34:24that there was
34:25no school buses
34:26on the road.
34:40He wasn't stopping.
34:41So once we got
34:43into Cowan County,
34:43we asked for assistance.
34:45If a pursuit comes
34:48through here,
34:49our sheriff would like
34:50it to end
34:51as quickly as possible.
34:55They call us
34:56the Cowan County Cowboys
34:58because we will chase you
35:00and put you in jail.
35:01Sergeant Holloway,
35:05one of the best drivers
35:07we have,
35:07was able to join the pursuit.
35:09I don't like tooting
35:10my own horn,
35:11but I'm one of the
35:12most highly trained officers
35:14on patrol.
35:16in front of here.
35:21I have a 31,
35:24I was shot at Cowan County.
35:25We didn't need to turn
35:26to try to catch up with us.
35:28Seeing Cowan County
35:29deputies
35:29enter the pursuit,
35:31it was a sense of relief
35:32because I know
35:33at that point,
35:34if you run
35:35from Cowan County,
35:36you're going
35:36to get caught.
35:3731,
35:522,
35:5234,
35:53let the cop
35:54with the tape right there.
35:56Gotcha.
36:0640 mile cloud
36:07It makes us wonder
36:11if they got warrants,
36:12possible drugs in the car,
36:14illegal things in the car
36:15that they don't want us
36:16to find.
36:18The number one thing
36:20that went through my head
36:21was to try to stop
36:22this pursuit
36:23before it reached
36:24the intersection
36:25into downtown Newman,
36:27the most populated area
36:30in our county.
36:33My goal was
36:35to pit the car off
36:36into the ditch.
36:42I had one of the fastest
36:43cars on patrol
36:44that day,
36:45but I could never
36:47really match his speeds
36:49because every time
36:51I would get close,
36:52he would either
36:52brake check me
36:53or swerve
36:54into the other lane.
36:55The suspect,
37:05he was driving erratically,
37:06he was driving
37:07on the wrong side
37:08of the road
37:08and he didn't slow down,
37:10he just ran straight
37:11through the light.
37:11There was no way
37:24to use the pit maneuver
37:25due to the flow
37:27of traffic,
37:28the buildings
37:28and the pedestrian
37:30foot traffic.
37:34All right,
37:35he just hit a car
37:36right here
37:36at the intersection.
37:41He actually
37:42side swipes the car.
37:46Luckily,
37:47no one was injured
37:48and only knocked
37:49his mirror off.
37:51If the danger
37:52to the public
37:53outweighs
37:54the apprehension
37:55of the offender,
37:57then I would have
37:57canceled the pursuit.
38:00All right,
38:00he just hit a car
38:01right here
38:01at the intersection.
38:02You will get the city.
38:04We're continuing downtown.
38:05The only reason
38:13I did not cancel
38:14the pursuit
38:15is because
38:15we hit every green light.
38:28I guess God
38:29was on our side
38:30that day.
38:35Corporal Rickison
38:43was at the intersection
38:44south of me
38:45setting up stop sticks.
38:52Putting out stop sticks
38:53with a vehicle
38:54traveling at those speeds
38:55becomes very dangerous
38:58on those county roads
39:00because there's
39:01lots of curves.
39:05I'm coming.
39:07I don't do it.
39:10Go, go.
39:10Come on, come on.
39:14Come on, come on.
39:15Quick, quick, quick.
39:20There's a chase coming.
39:29I can't be a city.
39:35I can't be a city.
39:40I can't be a city.
39:40I can't be a city.
39:48I can't be a city.
39:54He's continuing
39:54until I missed a stick.
39:57I can't be a city.
39:58I can't be a city.
39:59Ele estava controlando e mudando do PIP manoeuvro.
40:07Ele parecia que ele tinha fugido, ou injurado o offender.
40:10Eu estava pronto para terminar esse procurado.
40:22Turned into 40-35.
40:23mas então o offender
40:27tornou-se em uma chamada de address
40:30e eu acho que o seu plan
40:38foi voltar atrás da casa
40:40e fugir para a woodlanda
40:42vamos lá
