First, head into the Ad Rotation Settings, then select "optimise for the best performing ads." In this option, Google will identify which Ads are performing the best and allocate a greater portion of your budget to those that are generating more conversions.

If you have multiple Ads within an Ad group and want to split test them, this is the best option, as Google is particularly effective at allocating budgets to the most effective ads.

If the second option - "Do not optimise" is selected, then select the first option and you will see your Ads performing much better and getting more leads.
