01:36So I got a call at about 3.15 from Joe Harmon, saying there was a homicide.
02:04There was a woman who was reportedly shot in the head, her cars flipped, and I'm hearing
02:12that this all originated at a bar nearby, and there was a fight between two groups, and
02:19one group followed the other, and one group followed the other from the location in another car, and pursued them, and shot them.

02:28It is a stretched scene over a couple blocks that culminates in, like, a flipped SUV in the middle of an intersection.

13:50I'm contacted by a couple different district investigators who said that they also have
13:57a black explorer involved in gun-related incidents in their respective districts,
14:02all, like, within the last two weeks.

14:08And it becomes a much bigger problem than just a single case.

14:19So I caught a case last night, and I'm hearing maybe you know something about
14:22this black explorer that's been kind of terrorizing the city.

14:46has an extensive criminal history, goes by the nickname Twin, was recently released from jail.
14:52We're learning as individuals are connected, and we're sort of getting a picture of a gang here,
14:57calling themselves the Glock Boys.
15:00The Glock Boys popped up pretty recently before this murder on social media,
15:04associating themselves together.

15:16The one on the left is the 55 in the first.
15:19The one in the middle is the shooting from today.

15:23It's the same car.
15:24As we communicate within the department about this incident of similar suspect vehicle,
15:31popping up as a perpetrator vehicle in other incidents within the last month or so,
15:36all over the city, all shooting related.
15:38Your scene, if you keep going forward, the white Nissan follows him out of the parking lot.

16:14Then the two cars do a little tour through the parking lot.
16:18And the victim's car is, like, right over here.
16:22As she's getting into the driver's seat, they pass right in front of it.
16:27So they, like, visually now know that's her car.
16:31Look, that black Ford Explorer.
16:33And they zip off.
16:34And then the white car leaves.
16:39Later, they both come back down trolling.
16:41Are they sitting there parked for seven minutes?
16:44That's the moment where Shantae gets out of her car and gets into the Explorer.
16:50They seem to have a conversation.
16:52Then you see the black SUV return back into a spot with a view of the Shamrock parking lot.
16:59It sits there and it waits until the victims finally pull off.
17:01And sure enough, that car then pulls out right behind the victims.
17:07It's becoming clearer what led up to the shooting.
17:10And it does seem that this is connected to the fight.
17:12Oh, that's our car right there.
17:29We get more video footage between Shamrock and the crime scene.
17:37And sure enough, it's the black SUV that followed them out of the parking lot.
17:41It looks like there's somebody leaning out of the passenger window,
17:48shooting as they chase the car down the street.
17:53Yeah, that's all one gun, right?
17:54Yeah, same guy with the Sonic player.
17:57And then we get video footage of the car actually hitting the fire hydrant and flipping.
18:02And now we have video connecting the whole thing.
18:04So we know the car is at play.
18:18So they think they have the Explorer.
18:30They got the VIN off of it, and it comes back to a rental car that is missing.
18:35Like, the rental car doesn't have it, but they never reported it stolen.
18:46So they have eyes on your Explorer.
18:52It has 30 days of breadcrumbs.
18:54I got them to preserve all 30 days.

19:11We get a couple of lucky breaks on the perpetrator vehicle.
19:14It's got GPS data associated with it.
19:17It was a rental car that was stolen.
19:20So we're able to contact them and get the location data of everywhere it's been for the last couple weeks.
19:25Jack got some, like, some preliminary, like, location data.
19:31They confirmed that it was on the scene of the homicide.
19:35So it's the car.
19:36If we follow it well, it'll take us to the involved parties.
19:44And then we're cruising.
19:54Let's talk about developments.

19:56They, um, checked and sure enough on one of those back lots is the Explorer.
20:02It's looking like it's absolutely the car.
20:04They have surveillance on it and it has 30-day historical location data.
20:09The plan is to wait and see a little bit, build some intel, but it's really fallen into place, dude.

20:17We have surveillance units following it.
20:19The plan is to just sit back and see what happens.
20:24I'm on the radio pretty late into the night listening to what they're saying.

20:36About an hour later, I'm called by them.
20:38And they say, we've seen guns being brought in and out of the car.

20:44They're in a house right now.

21:19They pulled six people from inside, which are all going to have to be interviewed
21:23and figure out if they have any warrants and maybe DNA samples and collect phones,
21:27all that stuff.
21:30That is our murder vehicle, shooting vehicle, aggravated assault vehicle.
21:35As far as the search of this house, there's
21:37a closet in there that has a handgun with an extended magazine, and there's some rifle parts
21:40on the couch to the right, and like a bunch of weed in plain view.
21:44And we just haven't really searched.
21:45It's in pretty rough shape in there.

21:54Pretty often what you see is after a murder, people will give the car to somebody, or sell
21:59it on the cheap, or just ditch it somewhere.
22:02I don't know that any of these people are the shooters, but if they just came into possession of
22:07that car, then they know who they got the car from, more likely than not.
22:12But am I going to be able to get that from them?
22:13At about the same time that all this is happening, we have units who have been watching Shantae with
22:20her white Altima, and they coordinate with St. Bernard Parish to stop her.
22:26I need to get as much evidence as I can against Shantae Mark, see to what degree she was involved.
22:51But in the meantime, we have very highly publicized video footage circulating social
22:56media of Shantae beating another woman with a handgun during their fight.
23:02We continue to investigate this, we can circle back,
23:04and maybe charge her for the homicide if it looks that way.
23:11Trying to rally energy to interview six different people.
23:16The big fear is that it's just the wrong people, or that the car has changed hands before hands.

23:40At the end of the day, as the dust settles on all these interviews, we don't really have any connection
23:45between these individuals and anybody else we've been investigating in this incident.
23:50Nobody there claims to know Shantae, no familiarity with even the Glock boys,
23:56so we're sort of at a loss.
24:00But we have Shantae marked in custody, we have her car, we have the murder car,
24:05the Black Explorer, we have her phones collected, we need to search that.
24:09So I think our best bet is her phones, because I think there are calls made for backup on that.

24:51the homicide car spends some time at.
24:53So this is like a day and a half before the homicide happens.
24:57When we get the location data on the suspect explorer, we're able to see where it's gone.
25:02And at one point it goes to this apartment complex, we pull video camera footage from there.
25:07The GPS location we're getting is really precise, like it actually told us that it was on
25:11this little stretch of the parking lot.
25:14We see the car arrive, we see a very tall subject get out of the driver's seat.
25:18And he matches the description of Devon Davis, who is a suspect in several district investigations
25:24regarding gun violence.
25:27I'm now looking at this guy, who is clearly tall.
25:30Devon is six foot three.
25:32And at some point here, when he looks at the camera, absolutely the same dude.
25:37Devon came from district investigators.
25:41That was one of the people that they were looking at for their incident.
25:44So he's in a video dancing around with a gun with explorer key fob on his belt.
25:50And in the background, you can see a black explorer.
25:53They sent me some video footage they got from Instagram by way of a tip for their shooting.

26:03Devon Davis's street name is Twin, because he has a twin brother who's incarcerated right now.
26:08Um, but is going to be Devon Davis's profile.
26:13It's since either been deleted or the name has been changed.
26:15So I'll have a search warrant for those records.
26:19We get into Shantae's Instagram and we get her phone records.
26:23We start to see some information that confirms relationships to members of this Glock Boy group.
26:32Lo and behold, she appears to have a romantic relationship with Devon.
26:36So we got him with an assault rifle getting into the car, that's good.
26:39The suspect in these other district incidents, who seems to be in possession of a black explorer,
26:45as well as several other firearms, and who's potentially romantic with Shantae,
26:50who just lost a fight to these women, it's looking pretty close to a suspect.
26:57Starting to piece together the group here, the Glock boys apparently.
27:01And it's just going to be a question of who from this crew was in the car the night this happened.
27:07I think everybody in NOPD who's touched any of these investigations knows that this is like kind
27:12of a priority. I don't think there's a more dangerous group in the city right now.
27:16But these guys are just running wild.

27:33VK and TAC 2, they're up on the number that we think is Jamar Walsh.
27:51Jamar Walsh, aka Gliz, a member of the Glock boys, he's been somebody that we've been watching
27:57on social media for a while as part of this group. The perpetrator vehicle also has an infotainment
28:02center. And Jamar Walsh's phone number is one of the connected devices on the day of this homicide.
28:08He's super tight with Devon Davis' twin. As we're looking at messages and everything,
28:13they're always together. You know, they're basically attached to the hip. And we see that
28:16Devon Davis didn't have a phone and is using Jamar's phone to call people and to log into social
28:21media and everything. They track the phone throughout the city. They get eyes on it
28:36eventually and track it to Jefferson Parish. Shantae's phone records show that just like
28:49a minute or two after the fight is over, she starts calling this phone number over and over
28:54and over again. I think it was like 32 calls back and forth between her and the same phone number.
29:01And conspicuously, those calls stop at about the time that the Black Explorer is seen arriving at
29:06Shamrock. There is like great possibility for for some nonsense when these guys do get cornered.
29:12So this group is potentially responsible for a bunch of shooting incidents in the last month and a half.

40:05for their roles in an organized crime spree that spans several months,
40:09uh, that included murder, uh, armed robbery, uh, and a host of other extremely violent acts.

41:17With our three suspects in custody, it seems like a good time to kind of sit with her long term and
41:22break down, you know, what led up to these arrests.
41:26Raven wasn't part of any kind of gang beef or anything like that.
41:30She's just driving her friends from the bar and caught around.
41:34Raven was a mother, got several kids.
41:37Um, I guess she recently started working as a security guard.
41:39Apparently, from what we've heard, she didn't start this fight.
41:41She wasn't the main party involved.
41:44She was just trying to back up her, her people.
41:47And it got dramatically out of hand.
41:50I feel it when you're sitting down one-on-one with a mom who lost their kid.
41:56It's pretty senseless violence.
41:58It's hard to not feel like a little bit of what they're feeling.
42:12It went well, but I'm just very, like, drained emotionally.
42:24She was getting into, um, the funeral and, you know, it was just, it was a lot.
42:31She was getting emotional, obviously, and it's hard to not be affected by that.
42:37And, but yeah, she got me.

42:44Not to be dramatic, at the end of the day, it feels like it's going to be one of the most
42:47important cases I'll ever work in my life.
42:53This tragedy was sort of a piece of the puzzle and helped bring down this super violent group
42:59who's going to continue to do things like this.
