00:45Ito yung mga nagbibigay ng immediate relief to low-lying areas.

00:49Meron din po yung mga major flood control projects

00:53in the 18 major river basin.

00:59kapag sinabing meron ng mga flood control projects,

01:06Well, ito yung perception nga natin ng mga mga babayan.

01:10Pero ang sinasabi namin,

01:12ang engineering intervention po is just one component of flood mitigation.

01:18Kaya marami po yung other factors that may cause yung mga flooding problems,

01:24hindi lang po yung engineering intervention.

01:28Kailangan din po natin pagpunan pansin ang environment issues.

01:33Kasi po yung nanggagaling sa mga kabundukan,

01:37yung erosion pupupunta sa mga ilog.

01:41Ang napapansin nga po namin, eh mababaw na po yung riverbeds natin.

01:51Riverbeds natin kaya karamihan pag bukso ng ulan, eh napapapod lang po.

01:59Kahit na meron na po yung revetment toll.

02:00Yung mga saan, yun ang mga akwa natin.

02:02Dito nga sa Metro Manila, yung pinag-uusapan natin,

02:05eh kahit na meron na po kaming mga ginagawa,

02:10kung gano'n din po naman yung basura sa loob,

02:13eh hindi rin makadalo yung tubig bahas sa loob

02:17papunta sa mga pumping stations.

02:22At naka-factor in po ba yung mga binanggit nyo?

02:24Bukod sa engineering intervention, yung SILP at saka yung basura?

02:34dapat lahat na, I think we have to address the flood mitigation issues and problems

02:41collectively at holistically.

02:44Hindi lang o engineering ang pinag-uusapan natin,

02:49yung mga environmental issues,

02:51land use issues,

02:53at yung mga participation din

02:55ng mga local governments actually po.

02:58Yung mga ganon.

02:59So, yun po ang ginagawa na namin ngayon.

03:02So, ngayon pa lang po ba ito ginagawa

03:04na talagang all-encompassing na yung solution dito?

03:08So, maaasahan natin na kapag sa mga susunod,

03:10kapag naipatupad na itong holistic approach,

03:12wala na itong mga ganitong pagbaha?

03:14Well, hindi naman sa mapa.

03:17Hindi naman siguro na mawawalan lahat ng pagbaha.

03:20But it will mitigate actually yung effects of severe weather,

03:26specific climate change po tayo ngayon.

03:30Hindi naman siguro natin totally na mawawalan ng baha.

03:34Even yung mga maunlad na mga bansa,

03:38ganon din po yung mga problema nila ngayon,

03:42yung mga climate change phenomena na sinasabi natin.

03:46Kasi mas matindi po yung mga ulan na dumarating,

03:50sunod-sunod na nga po,

03:52pagaya natin dito sa Pilipinas ngayon,

03:56mag-iisan linggo na po yata yung ulan-ulan natin.

04:00At katatapos lang po ng instructions ni Presidente dito sa disaster

04:50sa World Bank Assisted Flood Management Program for Metro Manila,

04:56marami po yung components that have to be integrated with Illinois.

05:01Isa po yung, of course, yung sa aming sa DPWH,

05:05kinokompony po namin yung karamihan po ng pumping stations

05:09to increase their distance capacities.

05:11Meron din pong component that has to address yung waste management.

05:17Meron din po yung component that has to look into land use

05:22and the other component po,

05:24other components na meron integrated drainage master plan for Metro Manila.

05:29Well, yan po ang aabangan natin kapag na ipatupad lahat yan.

05:32At kung nagkaroon na nga ng master plan,

05:35hindi lang sa Metro Manila siguro, no?

05:36Sa lahat ng mga binabahang lugar sa bansa.
