Maritime laws will be harmonised to ensure better uniformity throughout the nation but the government assures it will not encroach into the authorities of Sabah and Sarawak, says Anthony Loke.

The Transport Minister said that the current maritime laws need to be updated for Malaysia to stay in line with global developments and further enhance the maritime industry.

01:21dalam jawatankuasa itu yang akan
01:23menyumbang kepada cadangan
01:25untuk pindahan
01:27undang-undang maritim
01:29supaya dapat dibawa ke parlimen
01:31dalam tempoh setahun yang akan
01:33datang ini.
01:33We have given the
01:43committee
01:44one year to review
01:46but of course we have told them that
01:49we do not have to wait until one year
01:52to complete all the
01:54review. So whenever
01:56they are ready, we will go
01:57legislation by legislation
01:59starting with the Malaysian shipping
02:01ordinance. Once they have done the review, of course
02:03we will appoint some consultants to
02:05look at the legislation and to draft
02:07the legislation, the amendment
02:09the amendments. So once they are ready
02:11they can present to
02:14minister of transport anytime.
02:15So we hope that
02:17from this year
02:19and onwards
02:20every parliamentary
02:21sitting we will have something to
02:23bring to parliament
02:24for amendments. In fact
02:25this year
02:28end parliamentary session
02:28we will present a new bill
02:30on the MRT bill
02:32This is to create
02:34a source of power and to
02:36create a special court
02:37for maritime
02:38So this is called
02:40MRT bill
02:41Right now we
02:43do not have a special
02:44court in terms of MRT
02:45Right now what we have
02:46is only a high court
02:48but one of the high courts
02:49specialized on maritime
02:50So what we want to do is to
02:52create a bill
02:53to give
02:54puncha kuasa
02:55for MRT
02:57so that we have a more
02:59complete
03:00judiciary and
03:02interpretive system
03:03in terms of
03:04handling maritime disputes
03:06and maritime
03:06issues
03:07How are you working
03:09with the states
03:10as the maritime
03:11issues
03:12mostly the overlapping
03:13of authorities
03:14between states
03:15and national
03:16and national
03:16Actually
03:17states is basically
03:19yes you are right
03:21we have three
03:21different
03:22regimes in terms of
03:24maritime law
03:24In fact
03:25on the shipping
03:26ordinance we have
03:27three different
03:28authorities
03:28One of course
03:30MSO is only
03:31on Peninsular
03:32and then we have
03:33Sarawak and Sabah
03:34different sets of
03:35legislation
03:36That's why we have
03:37I have written
03:38and to get a consent
03:39of both
03:40state government
03:41of Sabah and Sarawak
03:42and they have sent
03:43their representative
03:44to sit in this
03:45reform committee
03:46so that we want
03:47to harmonize
03:48all the three
03:49authorities
03:50in terms of
03:52moving forward
03:52while we are not
03:54looking at
03:55to combine
03:57all the three
03:58ordinances
03:58but what we want
04:00to do is to
04:00harmonize it
04:01so that whatever
04:02policies
04:03whatever regulations
04:04it has to be
04:05consistent
04:06as a country
04:07so this is one
04:10of the challenges
04:10we know that
04:11some of the
04:11ordinances
04:12sometimes are
04:13not in tandem
04:14or not
04:15consistent with
04:16each other
04:16so that's why
04:17we need to sit
04:18down
04:19we need to
04:19discuss
04:19within that
04:20framework
04:20to harmonize
04:21it
04:22not to
04:23take over
04:23their powers
04:24so of course
04:25this is very
04:26important
04:26I want to
04:26stress that
04:27we respect
04:28the rights
04:29of Sabah
04:29and Sarawak
04:30as far as
04:31federal government
04:31as far as
04:32Minister of Transport
04:32is concerned
04:33we will
04:33continue to
04:34uphold
04:35and respect
04:35their rights
04:36over maritime
04:37in Sabah
04:38and Sarawak
04:38but what we
04:39need to do
04:40is to
04:41discuss
04:42and to
04:42harmonize
04:43this legislation
04:44so that
04:45we can
04:46move forward
04:46in a better
04:48way
04:48as a country
