00:04consume. The gentleman is recognized. Well here we are again. As Yogi Berra once
00:09said, it's deja vu all over again. Debating this bill in the middle of the
00:13night. Boy this crowd must love prime time in Guam. This has been the worst
00:19process of the worst bill I have ever seen during my decade in Congress. This
00:26is not what our founders intended. Far from it. And while the process stinks, the
00:33substance is even worse. The bill still kicks 17 million Americans off their
00:40health care. Record cuts to Medicaid, record cuts to the Affordable Care Act,
00:45record cuts to Medicare. But that's not all. Four and a half million kicked off
00:52nutrition assistants. Mostly seniors and children. Why? To help subsidize massive
01:01tax cuts that mostly go to the top one percent. Of course all of those cuts, over
01:10one and a half trillions worth, don't come close to paying for the more than five
01:15trillion dollars worth of tax cuts. So who pays the remainder? Our national
01:23credit card. So here we are actually voting not just for the biggest loss of
01:29health care in American history, but the biggest increase in our national debt in
01:35American history. I have no idea what in the world the crowd that was holding out
01:42got for holding out. Does anyone know? It is a complete mystery to me and to the
01:52American people. But one thing is clear, there is one group making out as a result
01:58of this bill, the billionaire class. With that, Mr. Speaker, I yield the remainder of my
