00:38The police have not opposed what we're doing, but they've gone off in a different direction from that which investigated the original allegation, which is why we have stepped in and taken it over.
00:51The Police Commissioner says the force is investigating the licensing system, but all those involved in the original decisions have left the force.
00:59They only have the authority to investigate misconduct of current officers.
01:03However, the Triple C can investigate both past and present police officers for misconduct.
01:09This is not a hunt for scouts. This is an attempt to find out what happened so that the safety of the community can be enhanced.
01:21That focus has been welcomed by Police Minister Rhys Whitby, who's overseeing the move to WA's new gun laws.
01:27He says any lessons from problems with the old system will be used to make the new laws even better.
01:33We have a responsibility to victims and survivors and their families to learn any lessons from what has occurred.
01:41The Triple C also cleared the police internal investigation into the handling of concerns raised by the family of the gunman before the shooting, saying it had been impartial and reached reasonable outcomes.
