00:00EU foreign ministers meet in Brussels on Monday to review the EU-Israel Association Agreement

00:11on the basis of a document produced by EU's top diplomat, Kaya Karas.

00:17Last month, a majority of the EU foreign ministers backed a Dutch proposal

00:21to review the bloc's ties with Israel over its actions in Gaza

00:25and the lack of respect for human rights.

00:27The EU is the biggest trading partner of Israel, with €42.6 billion in trade last year.

00:36The measures could put a lot of pressure on Israel.

00:40But consensus is far from being guaranteed.

00:44A full suspension of the EU-Israel Association Agreement is unlikely,

00:50not least given the strong continued support that some member states, such as Hungary,

00:56continue to demonstrate for Israel.

01:00However, it is possible to suspend some parts of the Association Agreement,

01:05those parts that relate to, for instance, trade.

01:09If the trade option were to prevail, an agreement would be easier.

01:12The EU requires a qualified majority vote, which means that not all 27 member states need to agree.

01:22The idea could be to impose Paris on Israeli products

01:25and suspend Israeli participation in research projects such as Horizon Europe.

01:30For this expert, this is a matter of credibility for the EU.

01:37This is a moment of truth for the EU.

01:39It needs to be seen to be acting against Israeli international law violations and aggression,

01:46whether in Gaza, the West Bank, or indeed Lebanon, Syria, and also Iran.

01:51Already eight countries, led by Belgium and backed by Finland, Ireland, Luxembourg, Poland, Portugal,

01:59Slovenia, Spain, and Sweden, have sent a letter to the EU asking to end trade with Israeli settlements

02:05in the occupied Palestinian territories.
